Abstract:
ECFR research into how EU member states and institutions worked together – or failed to – at the height of covid-19 confirms Germany was the bloc’s undisputed crisis leader. Germany made a shaky start in showing solidarity on the pandemic, but regained other member states’ trust on the health and economy fronts. The Netherlands, however, paid a reputational price as the leading ‘frugal’ state opposing greater financial burden-sharing. EU institutions won few plaudits but policymakers still look to it for post-crisis economic leadership. France emerged at the head of a strengthened ‘southern’ grouping of member states, while the Visegrad platform was invisible during this crisis. It will fall to Germany and France to close the north-south divide, building coalitions on major policies. But they should not forget that closing the east-west divide remains an important goal.

Abstract:
As Germany assumes the presidency of the Council of the EU, the Union is facing the “biggest test of its history” according to German Chancellor Angela Merkel. The challenges of the Covid-19 pandemic and a severe economic recession could not be more extraordinary. The weight of expectations on Berlin to assume a European leadership role during the presidency are as extraordinary as those challenges. What exactly do other member states expect from Germany and how do they set their policy priorities? To answer this, the European Policy Institutes Network (EPIN) has compiled an analysis of 15 different national perspectives. Czechia hopes that Germany will forge a compromise that ensures more funding for the cohesion policy and more flexibility to use those funds, including those allocated to the European Green Deal. Czechs look towards the German presidency in hope that the salience of the Green Deal will fall, arguing instead that the pandemic requires a delay – or even abandonment – of a principally green-based restructuring of the economy. The fact that studies based on the previous financial crisis indicate that green investments are ideally positioned to spur economic recovery is ignored; the resistance towards climate neutrality in Czechia is ideological rather than empirical.

33. The Implications of Withdrawing American Troops from Germany

On June 6, the Wall Street Journal set off an avalanche of commentary by reporting that U.S. President Donald Trump ordered a drastic reduction in U.S. troops deployed in Germany within a space of only six months. The move was met with significant pushback in Washington and Brussels, causing Congressional Republicans to raise their concerns in letters and public statements. Trump’s announcement, however, was in fact an extension of earlier plans mooted in June 2019, when the administration first suggested moving at least 1,000 troops from Germany to Poland. At the time, Trump suggested that the proposed move was to “affirm the significant defense cooperation between our nations.” Washington picked up this potential troop move again in a rather unrelated context following a spat over the German refusal to participate in a naval mission in the Persian Gulf to deter Iran, reinforcing the notion Trump keeps using American deployments in Germany as a bargaining chip for any interaction on foreign policy with the Merkel government.

34. Covid-19 bends the rules on internal border controls: Yet another crisis undermining the Schengen acquis?

Free movement within the Schengen Area has been challenged in recent years by national measures: from internal border checks after the ‘migration crisis’ to the closure of borders in the Covid-19 crisis. This is the first time in the history of Schengen that member states have categorically refused entry to other EU citizens who are not registered residents or cross-border workers. Seventeen Schengen countries have submitted a notification on reintroducing internal border control due to Covid-19: Austria, Belgium, Czechia, Denmark, Estonia, Finland, France, Germany, Hungary, Iceland, Lithuania, Norway, Poland, Portugal, Slovakia, Spain and Switzerland. The use of Schengen provisions was creative: 12 states justified their internal border controls as a case requiring immediate action (Art. 28), France and Denmark expanded their already existing internal border controls (Art. 25), Finland appealed to the ‘foreseeable event’ clause (Art. 25), and Slovakia and Poland introduced ‘healthcare-police measures’ (Art. 23) before launching border controls (Art. 28). The crisis illustrates the need to reform Schengen in order to maintain the legitimacy of commonly agreed rules.

35. Germany’s EU Council presidency: Navigating the post-Covid political landscape

Abstract:
In view of the pervasiveness of the Covid-19 crisis, Germany has rightly announced that its presidency of the Council of the EU in the second half of 2020 will be a ‘Corona presidency’. However, it will also have to address other immediate issues as well as further longer-term priorities of the EU. The initial phase of the pandemic was characterised by largely uncoordinated member state action. The issues and instruments now on the table, particularly concerning economic recovery, are closer to the core of the EU’s authority, underlining the importance of a successful presidency. Somewhat surprisingly, the Covid crisis has moulded European politics in a way that may facilitate the work of the German presidency. The positions of the member states appear less fixed, whereas the German government itself has more domestic leeway than before the crisis. The political situation in the EU and in Germany remains highly volatile and the presidency’s success depends on factors that are partly out of Berlin’s control: the development of the pandemic, the depth of the economic slump and the public perception of the EU’s and Germany’s crisis management measures.

Abstract:
Public data suggests that there are reasons to be concerned about violent extremism in Germany. Membership in political groups that hold extremist views is growing, and crime statistics suggest an increase in extremist violence. The number of recorded terrorist incidents on German territory has been high by European standards. Changes in German politics and society may provide fertile ground for political extremism in future. To prevent violent extremism Germany has invested heavily in an expanding number of projects and initiatives at federal, state and municipal level, but the constitutional structure makes promoting coherence and coordination challenging. Moreover, non-governmental and civil society actors now play a prominent role in initiatives. Increasing the number and scale of initiatives was partly to pilot different approaches and see which were effective. However, assessing the multitude of projects and initiatives to decide which should be promoted or discontinued is itself a challenge.

Abstract:
Germany at the end of 2020 finds itself in an awkward position. It is hailed by President Erdogan as one of the “reasonable countries within the EU” and by Ibrahim Kalin as having “played a remarkably positive role.” Germany has “gained” this esteem because of its mediation efforts between Greece and Turkey concerning the tensions in the East Med and for avoiding harsher EU sanctions. However, concerning the clash between France and Turkey over Islam(ism) and freedom of expression, Germany cannot mediate. Similar confrontations will also occupy Germany for the years to come and the German-Turks, now almost 3 million, will be right in the centre of this confrontation.

38. The Role of France and Germany in the Euro Area Reform

Abstract:
The bilateral cooperation between France and Germany has historically played a crucial role in the European integration process. The negotiations between the two most potent European economies have profoundly influenced both the structural arrangements of the European Monetary Union (EMU) as well as the debate on its potential reform, in light of the European sovereign debt crisis. Nonetheless, these two member states have radically different stances when it comes to the strengthening of the euro area, which are related to their divergent economic philosophies. This paper draws on insights from comparative political economy literature in order to explain how the institutional features of different varieties of capitalism have led these member states to adopt divergent growth strategies while participating in the same monetary union. In this respect, it is argued that France and Germany have put forward proposals regarding the Eurozone reform effort, which reflect their endeavor to preserve their comparative institutional advantages and, ultimately, promote their own vision on the deepening of the EMU. The original contribution of this working paper is that it presents and codifies the aforementioned proposals submitted by the European Commission as well as the political views expressed by France and Germany.

Abstract:
The North Sea is a very productive fishing area of great importance to surrounding coastal states Norway, the UK, Sweden, the Netherlands, France, Germany, Denmark and Belgium, with an average total harvest in recent years of slightly more than 1.8 million tonnes. This report explains why the cooperative management of the six shared North Sea fish stocks has been so stable to date and considers what lessons this success holds for the world at large. The report also speculates on the post Brexit management of these resources. The lessons learned from cooperative management over 40 years may well have an impact also on future cooperation between Norway, the UK and the EU27.

Abstract:
The rule of law, by securing civil and economic rights, directly contributes to social prosperity and is one of our societies’ greatest achievements. In the European Union (EU), the rule of law is enshrined in the Treaties of its founding and is recognised not just as a necessary condition of a liberal democratic society, but also as an important requirement for a stable, effective, and sustainable market economy. In fact, it was the stability and equality of opportunity provided by the rule of law that enabled the post-war Wirtschaftswunder in Germany and the post-Communist resuscitation of the economy in Poland. But the rule of law is a living concept that is constantly evolving – both in its formal, de jure dimension, embodied in legislation, and its de facto dimension, or its reception by society. In Poland, in particular, according to the EU, the rule of law has been heavily challenged by government since 2015 and has evolved amid continued pressure exerted on the institutions which execute laws. More recently, the outbreak of the COVID-19 pandemic transformed the perception of the rule of law and its boundaries throughout the EU and beyond (Marzocchi, 2020). Against this background, this study examines the rule of law as a determinant of economic development in Germany and Poland from both the de jure and de facto perspectives.
