141. The Federal Republic of Germany in the Czech Foreign Policy

Abstract:
In 2017 the Czech-German relations were marked by the anniversaries of the Czech-German Declaration (1997) and the Treaty of Good Neighbourship and Friendly Cooperation (1992). Their dynamics in that year were under the considerable influence of the parliamentary elections in both the Czech Republic and Germany. This led to a decline in the development of their bilateral relations at the top political level, both before the elections due to their focusses on their respective domestic political agendas, and after the elections, owing to the demanding post-election negotiations. Nevertheless, their sectoral, practically-oriented co-operation continued intensively at a lower level. It was substantial especially in the areas of defence policy, science and research, and transport infrastructure. In the field of economic co-operation there was the ongoing, exceptionally favourable trend of the growing Czech-German foreign trade. However, the dependency of the Czech economy on the German economy had increased, and the income gap between their respective citizens had not become narrower. In the context of European policy, there was an undesirable rift between the Czech and German standpoints in regard to a number of points on the Union agenda. As regards the issues of the past, there was a continuing trend of normalising the mutual relations and a subsiding of the politicisation of these issues.

Abstract:
In 2017, the Czech Republic focussed mainly on the issue of strengthening energy security, both within the EU and the V4, and bilaterally in its relations with Germany, Austria, Russia, USA and France. In this context, the politicisation of the Czech discourse regarding the external dimension of energy security has been rather limited. Similarly, the polarisation of the Czech external dimension of the energy security discourse has also been limited. Despite this, the Czech government has relatively successfully tried to maintain a unified position in its energy policies, which is why in this case we can talk about a coherence within time, and across different players, as well as through the declared priorities of both the government and the EU. Last, but not least, the Czech Republic was supportive of creating common policies based on its proactive approach and co-operative position. The Czech Republic also adapted to external politics in the area of energy – which was the result of its reactive approach and neutral position.

Abstract:
Dear Reader, Welcome to The Berlin Pulse! In the past years, calls for greater German international engagement were heard at many occasions. As Germany sets out for a new coalition experiment, the question is whether the new government will assume this responsibility, and how it will address international challenges. To succeed, a Chancellor Angela Merkel will have to reconcile the views of her coalition partners with expectations of Germany’s international partners. How much leeway does a new government have between international expectations and domestic constraints? The idea behind The Berlin Pulse is to guide policy-makers and experts on this fine line. To this end, prominent international authors such as Jens Stoltenberg and Mohammad Javad Zarif formulate their expectations for Germany on 2018’s most pressing issues. A representative survey commissioned by Körber Foundation in October 2017 contrasts their perspectives with German public opinion. We will publish The Berlin Pulse annually on the occasion of the Berlin Foreign Policy Forum, which we host together with the Federal Foreign Office. The contrast of domestic and international perspectives indicates what kind of foreign policy actor Germany can become. For example, while many foreign policy makers demand that Germany punches its weight on the international stage, Germans do not demonstrate the same enthusiasm: 52 percent prefer international restraint over increased engagement, a value similar to past years. As Timothy Garton Ash writes in his contribution on Germany’s role in the world, “there has been no historical caesura since 3 October 1990 large enough to justify talking about a ‘new’ Germany.” And while experts still discuss whether we are in a “post-Atlantic era”, the German population already seems to have reached a conclusion: 56 percent consider the relationship between the US and Germany to be somewhat or very bad, and a striking 88 percent would give a defense partnership with European states priority over the partnership with the US. In an interview for The Berlin Pulse, Condoleezza Rice stresses the importance of increased defense spending for the transatlantic relationship, yet 51 percent of Germans think spending should stay at current levels. Opinion polls are often snapshots. Yet, we have been conducting polls since 2014 and believe that continuity allows distinguishing between outliers and underlying characteristics of German public opinion on foreign policy. We particularly thank the Pew Research Center for fielding six joint questions on the transatlantic relationship in the US. The motto of our founder to “talk to each other rather than about each other” has guided Körber Foundation’s activities from the beginning. The Berlin Pulse shall gather representative voices from within and outside Germany to illustrate and acknowledge the potential and limits of Germany’s role in the world. We believe this is a prerequisite for developing a viable and successful foreign policy. Behind every successful publication, there is a dedicated editor. Thanks to the acumen and persistence of Luise Voget, Program Manager at our International Affairs Department, the idea of a ‘guidebook to German foreign policy’ has been molded into 60 pages of data, analysis and opinion: The Berlin Pulse. 144. Female Brain Drain in Poland and Germany: New Perspectives for Research

Abstract:
This report provides an analysis of the issues related to female brain drain between Poland and Germany in the years 1989-2015: female and male migration patterns during specific time periods, the challenges of female migration, the emigration of highly-skilled individuals in Poland and Germany, as well as the issues regarding brain drain from a gender perspective. Global female migration is a topic frequently studied in academic literature; however, the topic of female brain drain is one that has long been ignored by academic research. This gap in research on female brain drain is closely related to a significant lack of relevant quantitative data, and, consequently, has led to gaps in policymaking. The aim of this report is to gather all available information on female brain drain and its impact on labour markets, gender equality, female migration, and human capital, while noting the gaps in data and policymaking. A further objective of this report is to highlight the issues that are important for policymaking, as well as to propose adequate polic recommendations. The report aims to provide a current and comprehensive analysis of female brain drain in Poland and in Germany – two neighbouring countries, with complex histories of population migration – as well as an analysis of the economic and societal consequences of this phenomenon for both countries. The publication was prepared within the project “Brain drain/brain gain: Polish-German challenges and perspectives - Focus on the gender aspects of labour migration from 1989” with financial support from the Polish-German Foundation for Science and The Foundation for Polish-German Cooperation.

145. Aftermath of the Terror Attack on Breitscheid Platz Christmas Market: Germany’s Security Architecture and Parliamentary Inquiries

Abstract:
On December 19th 2016, Anis Amri, a Tunisian citizen, hijacked a truck and crashed into a Christmas market at Breitscheid Platz in Berlin. The Islamic State claimed responsibility for the attack, which resulted in twelve deaths and fifty additional casualties. Amri escaped the crime scene and travelled through Germany, the Netherlands, Belgium, and France to Northern Italy where police officers killed him near Milan three days later. This assault was the first major terrorist event in Germany for decades. Prior to this event, the most recent attacks were the Red Army Faction plots in the 1970s, the Olympics hostage-taking in 1972, and the right-wing motivated attack on Munich’s Oktoberfest in 1980. This attack, in which a vehicle rammed into a crowded Christmas market in the center of Berlin, not only sparked a debate about Berlin’s migration policy at large, but also focused the conversation on specific questions. How could Amri be seeking asylum in Germany despite his criminal record in Italy? How did he operate inside Germany using fourteen different identities? Did he rely on a network of supporters? How did he manage to travel through half of Europe before his life ended? Some political voices called for security-related reforms aimed at improving video surveillance, data exchange, and deportation processes, while others demanded a thorough parliamentary investigation of the plot. This paper will briefly touch upon those parliamentary attempts on state and federal level to explore the plot. It will then revisit federal inquiries into matters related to the security architecture over the past twenty-seven years as well as the coverage of these inquiries in the media. Finally, this study will conclude with some thoughts about whether a federal parliamentary inquiry should have been used to investigate what happened before, during, and after the attack.

146. The Rules of Reproduction of Capitalism: A Historicist Critique

Abstract:
Marxism has often been associated with two different legacies. The first rests on a strong exposition and critique of the logic of capitalism, which has been grounded in a systematic analysis of the laws of motion of capitalism as a system. The second legacy refers to a strong historicist perspective grounded in a conception of social relations and an emphasis on the centrality of power and social conflict to analyse history. In this article, we challenge the prominence of structural accounts of capitalism, which are inspired by the first of these legacies and argue for the need to radicalize the agent-centered and historicist contribution of Marx that derive from the second. Our claim is that Marxists operating within a structural framework systematically fall into economistic readings of capitalism, which hinder the practice of historicisation Marxism was supposed to buttress. To make this argument, we show how this tension between these legacies has played out within Political Marxism (PM). We argue that both orientations – encapsulated in the simultaneous programmatic emphasis on historically specific social conflicts and determinate rules of reproduction that are logically deduced from definitive social property relations – co-existed already uneasily in Robert Brenner’s original contributions to the Transition Debate. We proceed by critically exploring the increasing reliance on a structural conception of the ‘rules of reproduction’ in later works of PM’s early proponents and by some of its contemporary followers. This, we argue, has led to the reification of capitalism and a growing divide between theoretical premises and historical explanation. In response, we seek to return to the early historicist innovation of PM and to recover and develop its commitment to a more contextualised and open-ended interpretation of social conflicts. Through this internal critique and re-formulation of PM, we wish to open a broader debate within Marxism on the need for a more agency-based account of capitalism, which builds more explicitly on the concept of social relations.

Abstract:
As the primary agency for law enforcement, the police operates at close proximity to the public and exerts significant influence over the security of individuals and communities through its behaviours and performance. Therefore, ensuring accountability of both the individuals and institutions of the police is a fundamental condition for good governance of the security sector in democratic societies. The parliament, as the highest representative body in a democratic system, plays a significant role in maintaining police accountability. The objective of the edited volume on “The Role of Parliament in Police Governance: Lessons Learned from Asia and Europe” is to put forward good practices and recommendations for improving police accountability, with an emphasis on the strengthening of the role of parliament in police governance. The comparative analysis includes insights and lessons learned from eight country case studies including Belgium, Germany, India, Indonesia, the Netherlands, Philippines, Thailand and the United Kingdom. The findings of the cases studies can be taken into account when analysing and considering options for improving the accountability of the police to parliament as well as strengthening independent oversight bodies and parliament-police liaison mechanisms. However, it must be emphasised that these good practices always need to be adapted to the exigencies of the local context.

148. Germany’s Ostpolitik. An Italian Perspective

Abstract:
Italy has traditionally looked to Germany as a natural partner in defining the EU’s approach to Russia. Shared views of Russia as a member of the European family of nations, converging assessments of Europe’s security needs, and parallel energy and trade interests have all contributed to this. However, since the outbreak of the Ukraine crisis a perception has begun to emerge in Italy of a widening gap between the Italian national interest and Germany’s Ostpolitik. While German policy per se is not a major topic of discussion, the Italian debate about the most appropriate policy course towards Russia and Eastern Europe contains a number of implicit assumptions about German choices and interests. This debate runs along political cleavages, with Italy’s expanding Eurosceptic coalition increasingly advocating a normalization of relations with Russia. Germany’s Ostpolitik, or at least some of the fundamental assumptions on which it is predicated, seems thus destined to become the object of greater contestation in Italy.

149. The European Capabilities against Cyber Threats: Strengthening IT Security in Germany

the Digital Agenda, in 2014 the German Federal Government proposed, within the framework of an IT Security Law, to strengthen IT security by expanding partnerships with critical infrastructure providers and by creating legal requirements, in addition to introducing an obligation to report significant incidents in the IT area. Germany was a pioneer with the IT Security Law in 2015.3 Through this law, critical infrastructure providers are required to ensure the security of their IT infrastructures according to the latest technology. The sectors concerned (information technology and telecommunications, energy management, food industry, water management, finance, transport and transit, as well as the health sector) have been defined in two regulations of the German Ministry of Interior, considering the quality and the amount of penetration rate achieved by systems, equipment or parts of critical infrastructures. The last regulation came into force at the end of June 2017.

Abstract:
This paper deals with Germany’s new Africa policy. The Federal Ministry for Economic Cooperation and Development (BMZ) presented a new Africa concept in January 2017. The BMZ wants to counter the further marginalisation of Africa with inclusive and sustainable growth. Chancellor Angela Merkel will explain her new policy for Africa at the G20 summit in Hamburg in July 2017, in an attempt to gain the approval of the other G20 members for focused cooperation with Africa. The paper argues that it remains solely the duty of African states to take their development into their own hands. Cooperation can support this process, but it cannot assume what is each state’s individual responsibility.
