Abstract:
On 18 March 2019 the fifth edition of the Belgo-German Conference took place in Brussels. Framed around the inter-related themes of energy, mobility and digitalization, the conference sought to provide a platform for dialogue between political leaders, diplomatic officials, and representatives from the private sector, academia and civil society. This European Policy Brief aims to illuminate the major topics that were discussed at the conference and put these into a wider context. The umbrella theme of connectivity in infrastructure speaks to the common ambition that Belgium and Germany share: propelling the European project forward – even when facing headwinds – by embracing increased economic interdependence.

102. Assessing Europe’s Efforts to Oppose Islamist Extremism

Abstract:
Determining precisely what factors lead to radicalization is a pressing challenge. In fact, beyond the violent Islamist threat, the influence of political Islam and varying shades of Salafism are also growing across Muslim communities in Europe. This, too, has harmful social consequences. The scale of the problem facing Europe was exacerbated by the decision made by Germany in 2015 to open its borders to refugees fleeing conflicts in Muslim-majority countries. While security threats undoubtedly entered with the refugee flow (or individuals were radicalized and became threats once in Europe), the refugee issue has also introduced social and cultural questions relevant to overall cohesion and integration in Europe. This essay looks at these issues from the perspective of four European countries: the United Kingdom, Germany, Sweden and France. Islamist terrorists have attacked each country in the last two years, and each has taken differing approaches to preventing extremism and facilitating integration. Dozens of conversations with government officials from across Europe have informed my conclusions.

103. Maximizing the Shared Benefits of Legal Migration Pathways: Lessons from Germany’s Skills Partnerships

The world is experiencing significant demographic shifts. By 2100, Europe’s working-age population will have declined, and sub-Saharan Africa’s working-age population will have greatly increased. Many of these new labor market entrants will seek opportunities in Europe, plugging skill gaps and contributing to economies in their countries of destination. Germany is one country piloting and implementing projects that can help alleviate such demographic pressures and maximize the potential mutual benefits of legal labor migration. We discuss these projects, and highlight differences in their potential impact on development in the country of origin. We recommend that European governments build on, adapt, and pilot-test one of Germany’s approaches, also known as the Global Skill Partnership model: training potential migrants in their countries of origin before migration, along with non-migrants. Ideally, governments should pursue such pilot-tests with those countries that exhibit rising future migration pressure to Europe, particularly in sub-Saharan Africa. The final two years of this decade witnessed a wave of far-right terror attacks around the world, including the October 2018 synagogue shooting in Pittsburgh, Pennsylvania; the March 2019 gun attacks on mosques in Christchurch, New Zealand; the April 2019 Poway, California, synagogue shooting; the August 2019 attack targeting the Hispanic community at a Walmart in El Paso, Texas; and the October 2019 Halle, Germany, shootings, in which a synagogue was targeted. In our feature article, Graham Macklin examines the El Paso attack, which he assesses was “part of a chain reaction fomented within the violent sub-cultural online milieus of right-wing extremism.” He writes: “This digital ecosystem is fueling a cumulative momentum, which serves to lower ‘thresholds’ to violence for those engaged in this space, both in the United States and elsewhere, as one attack encourages and inspires another.” The Halle shootings appear to have also been part of this chain reaction. In a case study, Daniel Koehler writes that the far-right extremist who carried out the shootings in the eastern German town “appears to be mainly a copycat attacker inspired by previous incidents” such as the shootings in Christchurch, Poway, and El Paso. Koehler writes: “The Halle attack reflects and evidences several trends, including the internationalization of right-wing terrorism and lone-actor terrorists fashioning their own weapons. The attack stood out because it was the first time a terrorist appears to have used homemade firearms.” Our interview is with Lieutenant General John “Jack” Shanahan, the director of the Joint Artificial Intelligence Center at the U.S. Department of Defense. In that role, he is responsible for accelerating the delivery of artificial intelligence-enabled capabilities, scaling the department-wide impact of AI and synchronizing AI activities to expand joint force advantages. Tore Hamming draws on court documents from a recently completed trial to examine the 2016 Copenhagen ‘Matchstick’ terror plot. The failed conspiracy saw an Islamic State ‘virtual planner’ based in Syria connect and direct two Syrian refugees living in Sweden and Germany. The case provides insights on the evolving jihadi terror threat in the West and its transnational dimension. Hamming writes: “The plot presented obvious challenges for Western security institutions. Central to its planning and execution were the virtual planner and the availability of instructions on how to construct explosives.”

105. Nord Stream 2: A Boon or a Threat to European Energy Security?

Abstract:
There has been much controversy around Nord Stream 2, a planned extension of the undersea gas pipeline stretching from Russia to Germany. By lying down two extra pipes in addition to the two already in operation since 2011-2012, the second phase would see the doubling of the capacity of the route, from 55 to 110 billion cubic meters (bcm) and commence operations in 2019 at a cost of 9.5 billion euros. This would mean that over 70% of Russian gas exports could be channeled through a single pipeline through Germany. Nord Stream 2, coupled with constructing the �irst two lines of Turkish Stream (with a capacity of 31.5 bcm) would also allow for the complete circumvention of the Ukrainian transit route.

Abstract:
Negotiations on the creation of common bank deposit insurance for the EU have been underway for more than three years. The deadlock is mainly due to Germany’s reluctance, afraid of the creation of a new financial transfer mechanism at the expense of its own economy. An opportunity for compromise is the December Euro Summit. If an agreement is reached, it would mean the finalisation of the banking union—a key area for the future of the eurozone.

Dear Readers, Welcome to the second edition of THE BERLIN PULSE! At times of turmoil, when the rules-based international order is put into question and traditional alliances become weaker, the majority of Germans still do not favour a more active stance in foreign policy: 55 percent of Germans prefer restraint rather than Germany engaging more strongly in international crises. Apparently, the demands by leading politicians and think tanks for Germany to take on greater international responsibility have not persuaded Germans to change their mind. THE BERLIN PULSE guides policy-makers and experts along the fine line between domestic constraints and international expectations. Political leaders such as the Polish Prime Minister Mateusz Morawiecki, German Foreign Minister Heiko Maas and the President of Estonia Kersti Kaljulaid express their hopes and expectations for German foreign policy in 2019. Their perspectives meet the attitudes of the German public – sometimes they overlap, sometimes they clash. This year’s issue brings together data, analysis and different perspectives on the most pressing challenges for German foreign policy today and in the years to come – including some trends and outliers that may surprise you. With its new focus topic “The Value of Europe”, Körber Foundation is contributing to the debate on the past, present, and future of the European project and is paying special attention to the question of how a new split along the former “Iron Curtain” can be avoided. We are witnessing a growing internal division in the European Union: 77 percent of Germans believe the cohesion between EU member states has recently weakened. A striking 46 percent of Germans believe the EU’s Eastern enlargement in 2004 was not the right decision. At a time when the transatlantic relationship is going through turbulent times, three out of four Germans describe US-German relations as “somewhat bad” or “very bad” and favour a more independent foreign policy from the US. However, this alienation is not mirrored in the US: even if they consider Germany not a very important partner, 70 percent of Americans believe the relationship between the US and Germany is somewhat good or very good. We thank our transatlantic partners from the Pew Research Center for fielding joint questions on the transatlantic relationship in the US together with us. The results of the representative survey commissioned by Körber Foundation in September 2018 should enrich the conversation about German foreign policy during and beyond the Berlin Foreign Policy Forum, which we are proud to host together with the German Federal Foreign Office. “Talk to each other rather than about each other” – the motto of our founder Kurt A. Abstract:
This research was commissioned by Danish Refugee Council’s (DRC) Diaspora Programme as part of a project with the Durable Solutions Platform (DSP) joint initiative of DRC, the International Rescue Committee (IRC) and the Norwegian Refugee Council (NRC). This study seeks to explore Syrian diaspora mobilisation in six European host countries: Denmark, France, Germany, Sweden, Switzerland and the United Kingdom. The report focuses on the organisational framework, transnational links and practices of Syrian diaspora groups, by taking into account both internal dynamics and potential lines of conflict as well as the contextual factors in the country of origin and destination. The mapping and study seek to provide a basis for further engagement with the most relevant group of Syrians (associations and individuals) across Europe for consultations on future solution scenarios for Syrian refugees, as well as to enable DRC’s Diaspora Programme to develop activities specifically targeting the Syrian diaspora looking towards the reconstruction and development of Syria.
