- Germany has helped lead efforts to mobilize international support for Sudan’s transition process since President al-Bashir was ousted last year. To be successful, Germany and its partners must deliver on their promises to support the transitional government’s economic reforms with substantial aid. They should keep Sudan’s diverse partners aligned while broadening their outreach. Sudan is thus a test case for how much political capital Germany will spend on its stated objective of conflict prevention.

- Relations between the European Union (EU) and Russia have hit a new low after the attempted poisoning of Alexei Navalny and the Kremlin’s continued support for Belarusian president Alexander Lukashenko, despite massive electoral fraud in that country. A new Russia policy in Berlin will require a paradigm shift, using incentives and leverage to improve Germany’s negotiating position with Moscow. The Nord Stream 2 pipeline project should be under intense scrutiny. If Moscow shows itself unwilling to cooperate, construction should be stopped.

4. The Implications of Withdrawing American Troops from Germany

- On June 6, the Wall Street Journal set off an avalanche of commentary by reporting that U.S. President Donald Trump ordered a drastic reduction in U.S. troops deployed in Germany within a space of only six months. The move was met with significant pushback in Washington and Brussels, causing Congressional Republicans to raise their concerns in letters and public statements. Trump’s announcement, however, was in fact an extension of earlier plans mooted in June 2019, when the administration first suggested moving at least 1,000 troops from Germany to Poland. At the time, Trump suggested that the proposed move was to “affirm the significant defense cooperation between our nations.” Washington picked up this potential troop move again in a rather unrelated context following a spat over the German refusal to participate in a naval mission in the Persian Gulf to deter Iran, reinforcing the notion Trump keeps using American deployments in Germany as a bargaining chip for any interaction on foreign policy with the Merkel government.

- Abstract:
- Germany at the end of 2020 finds itself in an awkward position. It is hailed by President Erdogan as one of the “reasonable countries within the EU” and by Ibrahim Kalin as having “played a remarkably positive role.” Germany has “gained” this esteem because of its mediation efforts between Greece and Turkey concerning the tensions in the East Med and for avoiding harsher EU sanctions. However, concerning the clash between France and Turkey over Islam(ism) and freedom of expression, Germany cannot mediate. Similar confrontations will also occupy Germany for the years to come and the German-Turks, now almost 3 million, will be right in the centre of this confrontation.

6. Narratives of Political Unity in Times of Differentiation

- Heterogeneity among countries in the European Union has continuously grown through enlargement processes or the outbreak of specific crises. After reaching important outcomes such as the European Monetary Union or the Schengen Agreement, in the face of the “big bang” enlargement of 2004 both national and European Union representatives subsequently committed to the motto “united in diversity”, confident that the European project would progress and deepen. Nevertheless, the crises in the euro area posed a number of new internal and external challenges to the overall European integration process as well as the EU’s political unity in terms of member states sharing the same rights and obligations, making permanent forms of differentiated integration more likely. Against this background, the paper presents a new collected dataset to outline how the EU narrative of political unity changes during times of increasing political differentiation and consequent differentiated integration. As such, it conducts a narrative analysis in two selected cases, the period between 2000 and 2004 preceding the big bang enlargement as well as the years of the crises in the euro area between 2010 and 2014. Although the existing narrative of political unity in the EU has changed in response to the crises under the more sceptical phrase “divided in unity”, our analysis shows that differentiation is not a threat to political unity.

7. Germany and the Three Seas Initiative

- This year, Germany participated for the second time in a Three Seas Initiative (TSI) summit as an observer. Its participation is motivated by the desire to strengthen cooperation with Central European countries and reduce divisions in the EU. It also aims to limit U.S. economic ambitions in the region, with TSI a potential key vehicle for them. Germany’s efforts to gain membership should be seen as a foreign policy goal. Its success could contribute to influencing infrastructure priorities in Central Europe, if implemented under the TSI.

- Dear Readers, Welcome to the third edition of The Berlin Pulse! The first edition, published in November 2017, was an experiment. Two years later, I am convinced that The Berlin Pulse has made a positive contribution to Germany’s foreign policy debate. Internationally, the past two editions have served as a valuable tool for explaining the forces underlying German foreign policy. I would like to start, therefore, by thanking all who have contributed to this project through comments and suggestions, their own contributions, or simply by reading. The idea behind The Berlin Pulse remains the same: To identify potential gaps between German public opinion and international expectations of Berlin’s foreign policy. However, the results of this year’s survey once more underline a different gap, namely that between public opinion and government policy: To policy-makers in Berlin, the transatlantic alliance remains a pillar of German foreign policy. In contrast, a majority of the population (52 percent) believe that Germany should reconsider its alliance with Washington, even at the cost of more than doubling the country’s defence budget. However, despite efforts to strengthen Europe’s defence capabilities, Germany will continue to rely on the United States for its security for the foreseeable future. Clearly, its politicians need to become better at explaining to Germans why this is in the country’s interest. As Germans and the world are celebrating the 30th anniversary of the fall of the Berlin Wall and the breakdown of the Iron Curtain, dividing lines old and new are making (re-)appearances. Therefore, the present issue will focus on three particular challenges facing German policy-makers: Berlin’s role in the EU and the Union’s foreign policy; transatlantic relations under the Trump administration, and the question of what role Germany will be willing and able to play in Asia. With Germany preparing for the presidency of the European Council and the US elections looming, 2020 is bound to be an eventful year. Amid continuing threats to multilateralism and the liberal international order, friends and competitors alike are closely watching the decisions taken (or not taken) by Berlin. This year’s authors hail from a rich variety of backgrounds, and include Germany’s Federal Minister of Defence, Annegret Kramp-Karrenbauer, the Bulgarian intellectual Ivan Krastev, eminent Chinese diplomat, Madam Fu Ying, as well as public intellectual and journalist Walter Russell Mead, to name but a few. Last but not least, allow me to thank our editor, Joshua Webb. It is in no small part thanks to his excellent work that I am confident the present issue of The Berlin Pulse will provide you with plenty of food for thought and discussion. - President George H.W. Bush entered the office with more extensive foreign affairs experience than any other president except John Quincy Adams. After serving as ambassador to the United Nations, chief of the Liaison Office in Beijing, and eight years as vice president, Bush had exceptional understanding of foreign policy and diplomatic practice, and personal relationships with the most important world leaders. In his international accomplishments, Bush was, arguably, the most successful and consequential one-term president, and surpassed most two-term presidents.
