Das vorliegende Working Paper versteht unter Governance eine Perspektive auf Regieren: Governance dient der intentionalen Handlungskoordination unter einer Mehrzahl von Akteuren durch kollektiv bindende Entscheidungen. Der Mehrwert des Governance-Begriff s liegt in der Betonung der Kontingenz der Modi des Regierens und der beteiligten Akteure. Wir argumentieren, dass der Governance-Begriff schwach normativ ist. Der „dichte Begriff “ des Regierens meint stets eine regelgeleitete Verteilung von Gütern im Unterschied zu Übeln. Jedes Regieren, das diesen Namen verdient, garantiert ein Mindestmaß an Erwartungssicherheit hinsichtlich überlebenswichtiger und Sozialität überhaupt ermöglichender Sachverhalte für eine defi nierte Gesamtheit von Regelungsadressaten. Die Übertragbarkeit dieses Governance-Begriff s auf Räume zerfallen(d)er Staatlichkeit ist aus zwei Gründen fraglich. Zum einen fehlt hier eine Instanz, die die Inklusion aller Betroff enen in die Governance-Leistungen letztverantwortlich garantieren kann, zum anderen ist in fragmentierten Gesellschaften umstritten, wer überhaupt dem Kreis der Regelungsadressaten angehört. Hieraus erwachsen normative und handlungstheoretische Probleme.

Abstract:
Ein zentrales theoretisches Problem des wissenschaftlichen Diskurses über Governance besteht darin, dass die sozialwissenschaftlichen Konzepte vor dem Hintergrund der Erfahrung des Regierens in modernen und hoch entwickelten demokratischen Nationalstaaten der OECD-Welt formuliert wurden. Hieraus ergeben sich konzeptionelle Probleme hinsichtlich ihrer Anwendbarkeit auf historische und gegenwärtige Räume begrenzter Staatlichkeit. Diese Räume befinden sich vornehmlich außerhalb der OECD-Welt und sind kulturell, religiös aber auch im Hinblick auf Akteurskonstellationen und Handlungsmodi anders strukturiert als der moderne Nationalstaat westlicher Prägung. Der Beitrag behandelt diese „Reisefähigkeit“ des Governance-Konzeptes in andere Weltregionen und kulturelle Kontexte. Inwieweit sind die westlich geprägten Begrifflichkeiten auf diese übertragbar, und welche Probleme stellen sich dabei? Was können wir umgekehrt für die sozialwissenschaftliche Governance-Diskussion aus den Erfahrungen mit dem Regieren in Räumen begrenzter Staatlichkeit lernen?

Governance in Räumen begrenzter Staatlichkeit ist ein vergleichsweise junges Forschungsfeld. Seine gemeinschaftliche Bearbeitung im interdisziplinären Sonderforschungsbereich (SFB) 700 setzt einerseits eine Bestimmung der Grenzen des Feldes und andererseits eine gemeinsame Sprache voraus. Eine Einigung auf Kernkonzepte und Grundbegriffe ist in diesem Sinne zentrale Bedingung einer erfolgreichen gemeinsamen Erforschung von Governance in Räumen begrenzter Staatlichkeit.

Abstract:
After presenting a brief summary of the events leading up to the German Autumn, this article offers a close analysis of media responses in major German newspapers and magazines in the months following these violent and confusing political developments. It compares these responses to reports in January 1980, where the events of the late 1970s serve as a catalyst for fears of global change. Media articulate these fears about the stability and identity of the West German nation state in increasingly vague and generalized terms and relate them to a global situation that is “out of control.” The discussions in this article suggest that these expressed fears reveal tensions, interruptions, and gaps in the conservative fantasy of the secure and prosperous Western nation state.

Abstract:
On January 13, Germany's new chancellor, Angela Merkel, will have her first official visit with US President George W. Bush. Washington, or at least the part of Washington that still pays attention to transatlantic issues, not just the Bush administration, will be glad to see her given that she is not her US-bashing predecessor Gerhard Schroeder. Though this change in atmosphere is welcome, no one should make too much of it. It is unlikely to make much difference on security issues, where Iran's own actions are forcing the United States and Germany to come together, where German public opinion will keep the governments apart on Iraq, and where neither country is prepared to make major changes to defense budgets and approaches. The Masri case will certainly limit Merkel's interest in appearing too chummy with Bush on security matters.

The aim of this article is to discuss the relationship between economic sociology and economic policies. In the last decades, economic sociology has made significant achievements in terms of theory and research, but that its influence on policies has remained weak. While this was inevitable in earlier decades, when scholars had to concentrate most of their effort on defining the role and contribution of economic sociology, it has since become a constraint for the institutionalization and recognition of the discipline. The return to economic sociology, since the 1980s, has brought about important theoretical achievements, especially in the analysis of economic organization at the micro level in terms of social and cultural embeddedness. The role of social relations in contemporary economy has clearly emerged, but its implications for policies to promote economic development have remained more latent so far. Although a weaker institutionalization and a poorer connection to policy-making certainly affect the political influence of economic sociology in comparison to economics, the paper focuses on the research perspective. A shift of the research focus from the statics to the dynamics of economic organization could be useful. In this framework, particular attention is drawn to the study of local development and innovation through a closer relationship of economic sociology with comparative political economy. A separation between these two approaches does not favor a full exploitation of the potential contribution of economic sociology to policies.

57. Skill formation in Britain and Germany: Recent developments in the context of traditional differences

Abstract:
This paper proposes a comparison of skill formation in Germany and Britain over the last decades. Taking historical trends into account, the two cases can be regarded as representing different types of skill production regimes. Institutional features include a relatively low degree of standardization of training and a larger amount of on-the-job training in Britain. In Germany, post-compulsory training has been conducted predominantly within the dual system of vocational training, underlining the vocational specificity of a large part of the labor market. As a consequence, international differences in individual skill investments, transitions from school to work and other life-course patterns can be observed. At least in Britain, however, the situation seems to have changed considerably during the 1990s. The paper argues that the divergence in more recent developments can still be understood as an expression of historical path dependency given the traditional connections between the post-compulsory training system and the broader societal context in which it is embedded. These concern, in particular, links with the system of general and academic education as the basis for – and also a possible competitor with – vocational training; links with the labor market as they are indicated by specific skill requirements and returns to qualifications; and, links with the order of social stratification in the form of the selective acquisition and the social consequences of these qualifications. The links manifest themselves as typical individual-level consequences and decisions. Founded on the basis of these distinctions, the aim of this paper is to investigate the preceding conditions for recent developments in the qualification systems of Britain and Germany, which have adapted to specific challenges during the last decades.

Governance ist zu einem zentralen Thema sozialwissenschaftlicher Forschung geworden. Dabei besteht Übereinstimmung, dass politische Gemeinwesen bestimmte Leistungen in den Bereichen Herrschaft, Sicherheit und Wohlfahrt erbringen sollen. In den Debatten wird aber oft „eff ektive Gebietsherrschaft“ als Kernelement moderner Staatlichkeit stillschweigend vorausgesetzt, und die Forschung konzentriert sich auf die OECD-Welt. In globaler sowie historischer Perspektive sind autoritative Entscheidungskompetenz und Gewaltmonopol des Staates jedoch die Ausnahme, nicht die Regel. Ein Blick auf die Länder des Südens, „zerfallen(d)e Staaten“ in den Krisenregionen der Welt oder ehemalige Kolonien bestätigt dies. Hier wird politisch gesteuert, ohne dass die vielfältigen Verfahren demokratischer und rechtsstaatlich organisierter Wohlfahrtsstaaten verfügbar wären. Der SFB 700 fragt daher nach den Bedingungen von Governance in diesen Räumen begrenzter Staatlichkeit: Wie und unter welchen Bedingungen werden Governance-Leistungen in den Bereichen Herrschaft, Sicherheit und Wohlfahrt in Räumen begrenzter Staatlichkeit erbracht, und welche Probleme entstehen dabei? Die SFB-Teilprojekte untersuchen, wie dort regiert wird und welche Probleme dabei entstehen. Dabei gehen wir davon aus, dass sich in Räumen begrenzter Staatlichkeit „neue“ Formen des Regierens herausbilden, die vorwiegend „weiche“ Steuerungsformen nutzen, auf vielfältigen Kooperationsformen zwischen staatlichen und nicht-staatlichen Akteuren basieren und durch eine Verschränkung von globalen, nationalen und lokalen Ebenen charakterisiert sind.

Abstract:
Silverman's intent is to emphasize the "critical role of religion in the development of modernism." As an addendum to that pursuit, it should be pointed out that, well into the twentieth century, religion remained crucial to artistic innovation and development (and still is). We now recognize how important apocalyptic imagery was to Wasily Kandinsky's abstraction. In the wake of the Second World War, and French occupation by the Germans, religion made a powerful reappearance in the art of the avant-garde. Henri Matisse's Chapel of the Rosary at Vence is one of the great works of this period; it is worth briefly examining the ways in which Matisse understood the intersection between modern art and his reengagement with Catholicism.

60. The West at War: Transatlantic Cooperation in the Fight against Terrorism (Part II)

Abstract:
The West at War focuses on both U.S. and European counterterrorism efforts from the September 11 attacks until June 2005, specifically the role of law enforcement and prosecutors in the United States and Europe. The 9-11 Commission's examination of the counterterrorism policies of Britain and especially Germany made clear that Europe did not posses the adequate tools to counter the terrorist threat prior to the September 11 attacks. Al-Qaeda's Hamburg cell produced the leaders of the September 11 hijacking teams. Prior to the September 11 attacks, German authorities were constrained by domestic factors that inhibited their ability to investigate terrorist organizations. While Europe's approach to terrorism suffered from many problems, there are also were some potential lessons for the United States. In particular, the experience of Britain's domestic intelligence agency MI-5 may have possible implications for strengthening the counterterrorism capabilities of U.S. authorities.
