Twelve years after the collapse of the USSR, scholars and political scientists are still puzzled. The post-Soviet life of the three independent states of the South Caucasus remains critically complex. Armenia, Azerbaijan, and Georgia are still in transition and despite reform efforts, they are not more than weak nations with fragile statehood and a long way to go until peace, stability and viable democracies will be irreversibly established. For today, however, the question is whether the three countries have developed strategic visions and made available the necessary resources to attain this primary goal.

Abstract:
Georgia's new government under President Mikheil Saakashvili may be tilting toward Russia on Chechnya-related issues in order to win concessions in other areas. In early May, the Paris-based International Federation for Human Rights sent an open letter to Saakashvili expressing concern over two Chechens living in Georgia, Islam Khashiev and Hussein Alkhanov, who may have been secretly handed over to Russian authorities even though a Tbilisi court had acquitted them of violating border regulations. The two have disappeared and reportedly are now in Russian hands.

Abstract:
Since its declaration of independence on April 1991, Georgia's sovereignty has been challenged by civil war and by secession attempts on the part of Abkhazia and South Ossetia. Negotiations on the reintegration of these two entities through federalization have failed. The Russian Federation, the United Nations (UN), and the Organisation for Security and Cooperation (OSCE) in Europe were involved in a series of negotiations on a federal division of powers between Georgia, Abkhazia, and South Ossetia, but these negotiations did not achieve practical results. The positions between the Georgian government and the Abkhaz authorities concerning the status of Abkhazia have been moving even further apart.

Abstract:
The countries of the Southern Caucasus (Armenia, Azerbaijan and Georgia) experienced seventy years of one-party centralized management of the security sector – a heritage they share with all other former Soviet Republics (though precise time spans vary). Independent state-building can be expected to be slow, and it has further been vexed by armed conflicts which are far from being permanently settled and which have led to considerable numbers of IDPs and refugees in Georgia and Azerbaijan. This specific situation has naturally slowed the build-up of security sectors much different from the local post-Soviet replica of the once union-wide complex of security services.

The South Caucasus contains three states that emerged after the collapse of the Soviet Union: Georgia, Armenia and Azerbaijan. Geographically, the region is populated by some fifteen million people, links the Caspian Sea basin to the Black Sea on an east-to-west axis, and is the juncture between the greater Middle East, Turkey and Iran, and the Russian Federation. This chapter will introduce a number of themes that run through this Chaillot Paper. The first part examines the nature of the 'transition' that the three South Caucasian states have undergone with a view to understanding the scale of their transformation. A second part discusses dimensions of state weakness across the region. Next, the chapter considers the impact of third parties on regional security/insecurity, and finally it outlines the structure of the volume.

Abstract:
In 2001, President Vladimir Putin made a strategic choice for Russia's integration with the West. Indicators of this decision include Putin's quest for better relations with the United States and Europe, his stated commitment to Russian membership in the World Trade Organization (WTO), his pursuit of a new relationship with the North Atlantic Treaty Organization (NATO), and his almost casual dismissal of the potential major irritants in the relationship with the United States and its allies—U.S. withdrawal from the Anti-Ballistic Missile (ABM) Treaty, the likelihood of Baltic membership in NATO, sizeable U.S. military deployments to Central Asia, and a growing U.S. military presence in Georgia. Putin has unequivocally crossed these once-insurmountable red lines despite opposition from his closest advisers and the unease of the Russian public over the American presence in Russia's backyard.

Over the past decade the South Caucasus region has faced bloody internal conflicts in Nagorno-Karabakh, Abkhazia and to a lesser extent South Ossetia. It continues to display potential for instability as Armenia, Azerbaijan and Georgia exhibit the combined characteristics of war-torn societies and countries in transition. Given the geostrategic importance of the Caucasus and the strong interests of regional and international powers—particularly in the potential energy output—renewed armed confrontations would have serious economic, political and security implications across national borders. Moreover, spill-over into other volatile zones could bring about the open intervention of powerful neighbors, such as Iran, Iraq, Russia and Turkey, and could threaten larger peace and security arrangements.
