Abstract:
This paper aims to analyze the construction and transformation of the post-Soviet security perspectives of Georgia and Ukraine in the context of the post-Soviet Russian foreign policy in the “near abroad,” quite often termed the “legitimate sphere” of Russian influence by high-ranking Russian officials. This inquiry covers the panorama of the foreign policy in post-Soviet Russia across the FSU, from the early 1990s through to the present, where Georgia and Ukraine’s independent and pro-Western orientation are the main issues securitized for the Russian Federation. Accordingly, the maintenance of territorial integrity has become a security priority for Georgia since the early 1990s and will most likely be Ukraine’s top concern after the Crimean occupation by the Russian Federation in March 2014 and the subsequent developments in Eastern Ukraine. Therefore, it could be claimed that post-Soviet Russian and Georgian/Ukrainian security strategy (following peaceful revolutions) represent a zero-sum game.

Daniel Khachatryan is a Hrant Dink Foundation fellow at the Turkish Economic and Social Studies Foundation (TESEV) within the framework of the Support to the Armenia-Turkey Normalisation Process Programme financed by the European Union. Khachatryan’s academic background includes studies at Yerevan State University, University of Oslo and Fletcher School of Law and Diplomacy, Tufts University. In this article, Khachatryan dwells upon the possible steps to be taken by the EU towars the South Caucasus in order to define its role in the region by focusing on the recent developments in Azerbaijan, Armenia and Georgia. Daniel Khachatryan, Avrupa Birliği tarafından finanse edilen ve Hrant Dink Vakfı’nın yürütmekte olduğu “Ermenistan-Türkiye Normalleşme Süreci Destek Programı” kapsamında bursiyer olarak TESEV’de çalışmaktadır. 23. 'Moral power' as objectification of the 'civilian'/'normative' 'EUlogy': the European Union as a conflict-dealer in the South Caucasus

Abstract:
This article develops a new conceptual framework of 'moral power' by arguing that the 'civilian'/'normative' power Europe paradigms are insufficient for understanding the essence of the conflict resolution policy of the European Union (EU) in the South Caucasus. Analysing the conflicts of Abkhazia, South Ossetia and Nagorno-Karabakh, the study reveals that until the August 2008 war, the EU was an incoherent actor in terms of the interplay among its institutions and member-states. The EU's policy has been devoid of a long-term peace-focused strategy, making it inconsequential; as a result, the EU has merely dealt with, rather than managed, the conflicts. Its rhetoric has been inconsistent with practice. Often the EU has subordinated its values to material and power-related interests. Moreover, the EU has hardly been normatively stable in its approach to the Nagorno-Karabakh conflict. Bypassing inclusiveness until the launch of the Geneva talks pertaining to the Abkhazian and South Ossetian conflicts, the EU has not enjoyed much legitimacy by the de facto states. Whereas the EU has largely failed to resolve the South Caucasian conflicts, it has achieved partial success by putting a halt to the 2008 hostilities between Russia and Georgia. Overall, having faltered as a 'civilian'/'normative' power it still has to fare as a 'moral power'.

Abstract:
TThis policy brief focuses on the interplay of external actors in the South Caucasus, i.e. the EU, NATO and Russia, looking specifically at how political and security relations have been shaped. Three main issues are highlighted: firstly, that the South Caucasus is a heterogeneous area and that the concept of being a region in its own right is underdeveloped; secondly, that despite the enlarged involvement of international players in the area, the South Caucasian countries retain agency and are not mere agents of foreign role-players; and, thirdly, that the area is characterised by processes of competition and collaboration that do not necessarily meet common agendas, despite shared interests regarding regional stability. The paths of the three South Caucasian republics has been different, with Armenia being dependent on Russia, Azerbaijan pursuing a policy of independence regarding external players, and Georgia assuming a pro-Western, anti-Russian position. The lack of diplomatic relations between Armenia and Azerbaijan due to the Nagorno-Karabakh conflict, EU involvement in crisis management in the wake of Georgia's 2008 war with Russia, a diminished NATO presence and increased Russian assertiveness in the area are central elements to understanding ongoing policies and practices. This complex framework suggests the need to address challenges and opportunities in the South Caucasus in terms of the complexity of the actors and factors at play.

Abstract:
Dans le Tableau de bord d’Europe centrale et orientale et d’Eurasie de 2009, nous écrivions que les pays de l’Europe centrale et orientale étaient « touchés mais pas coulés » par la crise mondiale. Quatre ans après, ce diagnostic est toujours valable. Si l’Union européenne reste pour eux un idéal et si l’adhésion à cette union demeure un projet clairement balisé pour les Etats qui n’en sont pas encore membres, celle-ci, engluée dans ses contradictions, paraît trop souvent absente, silencieuse. Aux populations qui lui demandent un meilleur niveau de vie et plus de justice sociale, elle répond par des exigences de réformes et d’austérité et alimente ainsi dangereusement leurs désenchantements. Savoir leur répondre, c’est le défi majeur de l’Union européenne aujourd’hui. Les pays de l’Eurasie, s’ils sont moins directement touchés par la crise de la zone euro et conservent, en conséquence, une croissance nettement plus élevée, ont d’autres préoccupations. Fortement sollicités par la Russie qui entend consolider sa zone d’influence avec la concrétisation de l’Union économique eurasiatique, ils sont aussi l’objet de l’attraction qu’exerce sur eux l’Union européenne – comme en témoignent éloquemment les évènements survenus en Ukraine – et, de plus en plus, la Chine. Cet espace est donc actuellement dans une recomposition qui conditionne les possibilités de son développement.

On March 2, 2012, Eurasia Partnership Foundation (EPF) and Turkish Economic Social Studies Foundation (TESEV) organized an international conference titled “Turkey’s South Caucasus Agenda: Roles of State and Non-State Actors” in Tbilisi, Georgia. The event brought together analysts, diplomats and decision makers from Turkey, Europe and the South Caucasus to discuss Turkey’s role in stabilizing the region both on the level of government engagement and civil society. This publication is the reflection of the commentary that was made by participants during the conference.

Abstract:
This working paper argues that Russia is in the process of re-branding itself internationally, with a variety of normative arguments increasingly creeping into its wider international discourse. By appealing to norms, Russia tries to reformulate the key messages it sends to the world and implant the concept of its power worldwide. Yet given that Russia's normative messages are often met with scarce enthusiasm in Europe, it is of utmost importance to uncover how the normative segment in Russian foreign policy is perceived, evaluated and debated both inside Russia and elsewhere. Within this framework, this paper focuses on a set of case studies highlighting the normative and non-normative dimensions of Russian foreign policy. These include Russia-EU transborder cooperation, Moscow's policies towards Estonia, Poland, Ukraine/Georgia and the UK, Russian strategies in the 'war on terror' and energy issues.

Abstract:
Here in Washington, the “silly season” is well and truly upon us. Observing the frenetic campaign cycle, with its endless media appearances, speeches and jostling for political position, it's easy to understand why conventional wisdom has it that no serious policy gets done in an election year. And yet, foreign policy remains front and center on the national agenda. As of this writing, at least one crisis, the conflict between Russia and Georgia over South Ossetia, has broken into the open, while another—that of Iran's nuclear ambitions—waits in the wings.

Abstract:
The results of the January 5 2008 presidential elections in Georgia will have a long-lasting effect on this emerging democracy, as well as its foreign policy orientation, and on overall stability in the Caucasus. The winner, Mikheil Saakashvili, widely seen as a pro-American and pro-Western politician very keen on the issues of joining NATO and the EU, has in fact done nothing during his first four years in power to secure his country's political independence from Russia or to weaken Moscow's position in the Caucasus. If Saakashvilis's deeds, rather than his words, are examined more carefully, he appears to be more pro-Russian in his foreign orientation rather than pro-Western. It is not entirely unlikely that President Putin of Russia and his Georgian counterpart Saakashvili are staging the hate game between themselves for the benefit of Western observers and their respective domestic audiences. Saakashvili has just managed to secure his second term in office on the anti-Russian ticket, with all the legal and illegal means at his disposal. This will keep his political opposition, whatever is left of the independent news media, and the majority of Georgians actively opposed to him for years to come. If pressured hard by the West, Saakashvili may be forced to make a turn in his foreign policy orientation, and openly choose Moscow as his political overlord. Such a turn of events would have long reaching consequences for the overall stability and security of the Caucasus, as well as for extra-regional links and energy cooperation.

Abstract:
The concept of diaspora, which was incorporated into the literature on politics in the 1960s, has become a significant notion in current international politics. This study aims to present a theoretical assessment of the diaspora concept, followed by the organisation and the evolution of the Caucasian diaspora(s) in Turkey, which include Armenians, Azeris, Georgians and other North Caucasian peoples. It discusses their transformations from emigrants to diaspora, their views regarding each other as well as the changes that took place within these groups after the collapse of the Soviet Union which had a dramatic impact on their relations with their homelands. The second part of this study shifts the emphasis to the recent developments in Abkhazia and Chechnya, and to the activities and increasing influence of the diaspora over Turkish Ministry of Foreign Affairs and the political leaders in Turkey.
