1. The People-to-People Exchange Between China and Georgia in the Frames of the Belt and Road Initiative

Abstract:
Since the launch of the Silk Road Economic Belt (SREB) in September 2013, the interaction between China and the post-Soviet Eurasian countries has become more dynamic than ever before. Considering the individuality among and differences between these countries (Sun, 2023), and the specific forms of cooperation, China has adopted unified but differentiated objectives and plans for collaboration with them. A key feature is that countries participating in the Belt and Road Initiative receive preferential policies and conveniences within the cooperation framework. Meanwhile, bilateral cooperation is also being actively seen. The primary case study chosen to illustrate the progress and current status of people-to-people exchange in this paper is the relationship between China and Georgia. Georgia’s case serves as a representative example when examining cooperation and interaction within the BRI. The exploration of China’s BRI lays the groundwork for understanding the broader context of international collaboration. Within this expansive framework, the specific case study of China-Georgia relations provides a nuanced lens through which to examine the intricacies of people-to-people exchange and cooperation. Evaluating China-Georgia relations through traditional perspectives may risk overlooking the full reality. Firstly, Georgia actively participates in the BRI, demonstrating significant interest in collaboration with China for mutual benefits and profits (Gürcan, 2020). Secondly, due to its geographical distance from China compared to Central Asian states, the forms of interaction and connectivity between Georgia and China require efforts from both sides. This dynamic not only presents specific challenges for various forms of cooperation within the BRI framework, but also underscores the significance and value of this research. Thirdly, analyzing the China-Georgia interaction uniquely from the perspective of the BRI is necessary. When discussing China-Georgia relations, people-to-people exchange and cooperation in science, education, culture, and health represent the realization of mutual interests and understanding between the two countries (Shi, 2018).

Abstract:
During the past decades, many initiatives have been proposed for regional cooperation in the South Caucasus, mainly coming from Georgia and Turkey. In 1999, the then Georgian President, Eduard Shevardnadze, conceived the idea of the ‘Peaceful Caucasus Initiative’ with an objective to defend the sovereignty and territorial integrity of the states in the region. In the following year, a similar proposal was laid down by the then Turkish Prime Minister, Suleyman Demirel, who intended to create the ‘Stability Pact for the Caucasus’ initiative. Later in 2008, the then Prime Minister of Turkey, Recep Tayyip Erdoğan, floated plans to establish the ‘Caucasus Stability and Cooperation Platform’ that would bring the three states of the South Caucasus together with Turkey and Russia in order to tap the sustainable economic development of the region. In 2010, the then Georgian President, Mikheil Saakashvili, promoted the idea of the ‘United Caucasus’ platform (Kaleji 2021). Despite coming up with a plethora of ambitious cooperation initiatives, none of the leaders managed to push their initiatives to come into motion.

Abstract:
The United Nations’ 2030 Agenda is a global action plan for sustainable development and a key priority for the UN and its member states. Within the 2030 Agenda, SDG 16 has a pivotal role highlighting the security-development nexus and emphasizing the need for strong institutions which adhere to good governance principles. The achievement of SDG 16 requires that national security sectors are well governed, subject to civilian oversight, and respectful of human rights and the rule of law. Against this background, this case study compilation circles in on parliaments, as key oversight actors, and questions how they contribute to SDG 16 through their role in security sector governance and reform. It is based on an explorative review of four country studies on Colombian, Georgia, Nigeria and the Philippines, written by regional experts. Their observations form the foundation for a comparative analysis of common challenges and effective practices of parliaments contributing to the achievement of SDG 16.

Abstract:
The Policy Paper Series include policy documents developed within the framework of the project - National Minorities in Political Processes – Engagement for Better Future. The papers were elaborated by the young representatives of political parties, for whom it was the first attempt to work on an analytical document. The papers address the challenges and solutions for the ethnic minorities engagement in the political, economic or social life of Georgia. The project was implemented by the Rondel Foundation with the support and active participation of the OSCE High Commissioner on National Minorities (OSCE HCNM). The project aims to increase the political and social inclusion of ethnic minorities and to facilitate healthy policy debate on the issues of national minorities among the political parties, thus overall contributes to the good governance practices. Within the framework of the multi-component project, members of Tbilisi-based political party youth organizations, young people living in Samtskhe-Javakheti and Kvemo Kartli and active representatives of the local community attended various thematic seminars. The project also included thematic meetings of representatives of political parties and government agencies with the representatives of national minorities, the preparation of TV programs, and internships for young people representing ethnic minorities in political parties.

Abstract:
The purpose of the present study is to analyze the social and economic problems in the Khulo municipality and the mountainous region of Guria and identify ways to solve them. It is noteworthy that both the internal socioeconomic challenges and the current geopolitical reality are greatly influencing the region. The paper examines the challenges facing the region in the fields of religion, political engagement, education and socio-economic development. The combination of these problems to some extent impedes the region’s progress and its full integration into Georgia’s social and political space. The work has been produced under the auspices of the United Kingdom Good Governance Fund and the British Good Governance Fund in the framework of the Rondeli Foundation’s project entitled Promoting Participation and Engagement in Local Governance in the Mountainous region of Guria and Adjara.

The Eastern Partnership’s tenth-anniversary celebration in May 2019 by the European Union and its Eastern neighbors was anything but grandiose and festive. Internal EU developments, the overall political dynamics in the region and the indeterminacies of the Eastern Partnership project were the main cause. As the EU’s flagship policy initiative towards its Eastern European neighborhood is currently undergoing auditing and revision, this article seeks to cast a look back at how the Eastern Partnership has functioned over the past decade – and to think forward to its future(s) with regard to design and deliverables in face of the enduring and imminent policy dilemmas in this highly contested region.

Abstract:
This report has been prepared in the framework of the project “Transfer of know-how to small and mid-size businesses” of the International Visegrad Fund (IVF) and USAID. It summarizes the conditions of the SME sector (small and medium size enterprises) in Georgia, identifies the main problems in their development and provides recommendations for further interventions based on the Czech experience, existing literature and a survey implemented among SME stakeholders. Georgia generally receives favorable evaluations of its business environment. It ranks high in indices of economic freedom and is among the top countries with respect to ease of starting and doing business. On the other hand, the SME sector suffers from several problems. The most serious obstacle to SME development seems to be in the area of finance; access to finance is difficult for SMEs and the cost of credit is high. Human capital and innovations are among the weak points of Georgian SMEs as well. The different shortcomings of the environment and markets call for different interventions. The paper is roadmap of concrete activities – it contains a set of recommendations to support SMEs development drawn on three different sources: first, the theoretical foundations of entrepreneurship policy, second, the Czech experience and know-how in the SME sector, and finally, the ideas of local experts and stakeholders generated during interviews and workshops. Activities and recommendations have been divided into “generic,” which relate to a particular determinant of business environment and have an impact across industries and sectors such as access to financing, education, developing skills training, R&D, innovation, export strategy, start-ups, and those which are “sector-specific,” such as banking, health and agriculture. Political stability, the main problem in Georgia, is beyond the scope of possible interventions.

Abstract:
The report focuses on the potential of the development of small and mid-size businesses in Moldova. It provides an economic overview of the country, and then analyzes various best practices and lessons learned from the development of SMEs in the Visegrad countries, especially Hungary. The report provides a description of economic developments, main trade figures, relevant labor developments, migration and the role of remittances and defines the bottlenecks for SME development in the country. The authors built their analysis on available literature and statistics as well as their own survey and interview series. The study highlights six case studies relevant for SME development selected for deeper investigation such as simplified tax schemes, online tax reporting, entrepreneurship education, agriculture and producers’ organizations, the wine industry and issues of measurement of the SME sector. Finally the report draws up potential intervention schemes for Moldovan stakeholders and provides further recommendations for longer term initiatives and actions taken for the support of economic and SME development.
