271. Post-Mortem on Europe's First War of the 21st Century

Abstract:
The small war between Georgia and Russia from 8 to 22 August 2008 has shattered any remaining illusions over the frontiers of the normative map of Europe. All the primary parties have to be criticised: Russia for setting a trap for Saakashvili to fall into, the Georgian leadership for its astounding military and political blunder in falling into it, and the United States for having failed to restrain its protégé. The first consequence is that Georgia has paid the price of Saakashvili's folly, with the definitive loss of Abkhazia and South Ossetia. The second consequence is triggered by Russia's continued occupation of strategic points in Georgia-proper, which means not peacekeeping but threatened strangulation of the Georgian economy and its role in the transit of oil and gas from the Caspian to the West. It also means that business as usual has become impossible, as already announced between NATO and Russia, and with more important decisions pending in both the EU and US. The third consequence is that the EU should immediately step up its policies to integrate Ukraine, with real perspectives of membership subject to the standard criteria. The fourth unknown consequence is how far this deteriorating process between Russia and the West will go. Russia may pretend, with its petro-power and wealth, to be immune from any actions by the West, but beyond the short-term it is vulnerable. Whatever these unknowns, already Russia has crossed a red line with its strategic occupation of Georgia-proper, rather than the option just to push Georgia out of South Ossetia. This latter option would have met with widespread understanding internationally. But with its chosen option Russia has placed itself in another category, which is a throwback to earlier times, and totally incompatible with the political and moral principles of modern Europe.

Abstract:
This report evaluates the international community's response to the conflict in Abkhazia. It recommends a package of immediate measures to the Georgian and Abkhaz sides to prevent the escalation of violence. As part of a multi-year strategy, it also suggests steps that Georgians, Abkhaz, and international stakeholders can take to lay the ground for future negotiations. In addition, the report proposes a diplomatic initiative by the United States and the European Union (EU) that would restore Georgia's sovereignty, while preserving the interests of Abkhaz.

Abstract:
Washington and Moscow's failure to develop a working relationship could lead to a dangerous crisis—perhaps even a nuclear one. There is an immediate need to grab onto the superstructure of the relationship through the STA RT and CFE treaties, both of which require urgent action. A new architecture should follow that to broaden the relationship, including the creation of a new future for security in Europe. Both capitals need to devise a strategy as well as a mechanism to manage the relationship and prevent future crises. A commission of past presidents—U.S. and Russian—would have the authority to confront these monumental tasks.

Abstract:
The Cold War ended but it seems to be here again. The title for this paper is '2009 - time for détente and disarmament'. It really should have read 'high time for détente and disarmament' because the Cold War ended about twenty years ago and yet today it seems as if it were still here. We hear of plans for new nuclear weapons, the development and testing of missiles and antimissiles, plans for a further expansion of NATO and a chill in the cooperation between EU and Russia as a consequence of the war in Georgia.

Abstract:
Russia's actions in Georgia showed that Moscow has rejected the Western-sponsored vision of transcending military threats in Europe for the ex-Soviet regime. Robert Hunter, former U.S. ambassador to NATO, explains what was lost. Dieter Dettke, a veteran German policy analyst, sees Berlin will not confront Moscow. With much of the global financial superstructure in meltdown, EA's previous analyses are followed up in this issue with a discussion on the limits of sovereign wealth funds as a source of salvation for U.S. and European businesses. In defense, despite the urgent need of a new aerial refueling tanker for the U.S. Air Force, politics has forced an unfortunate delay in the battle between Airbus and Boeing for the order. The book reviews in this issue include an insightful account of the long-term trends making it almost unthinkable for Europe to field enough soldiers to fight any of the world's new wars. Presciently, France's former foreign minister, Hubert Védrine, talked to EA in the summer about the return of nationalist real politik after the demise of over-optimistic assumptions about a Pax Americana.

All this year the EU has been grappling with challenges coming from its periphery: Kosovo's fate, Turkey's evolution, and immigration flows north across the Mediterranean. The idea of closer ties among all the countries around the Med was an ambitious attempt to come to grips with the southern problems. In 2002, NATO Secretary-General Lord George Robertson stated that, “for the North Atlantic Treaty Organization, the Caucasus is of no special relevance.” Up until now, this attitude has not changed fundamentally, even though the region obviously attracts the Alliance's attention more than it did in the 1990s. NATO's stance toward the South Caucasus has always provoked much more and stronger reactions in Russia than in the political, media, and public realms of the Alliance's member states.
