Abstract:
The 1st Meeting of the DCAF Africa Working Group was held in Geneva, Switzerland on April 24, 2003. The objective of the Meeting was to facilitate the exchange of views, expertise and experience among participants involved in SSR related work in Africa, and to advise DCAF on programming for the region. Participants at the conference represented government, civil society, academic institutions, and donor and recipient countries.

83. Multilateral Arms Control and the Challenge of North Korea

Abstract:
The North Korean problem is composed of two inter-related issues, namely nuclear weapons and missiles. The current quasi-crisis on the Korean peninsula has resulted mainly from disputes over North Korea's nuclear weapons development that involves three dimensions. The first dimension is the suspicion on its past possession of nuclear warheads (one or two) before the signing of the Geneva Agreed Framework (Agreed Framework) in 1994. The second one centers on present nuclear issues related to reprocessing of 8,000 spent fuel rods stored in water pond and manufacturing and exports of plutonium as well as production of additional nuclear warheads, which were previously frozen by the 1994 Agreed Framework. The third dimension is the future nuclear problem associated with the development of highly enriched uranium (HEU) program. The United States claims that North Korea admitted its existence during its special envoy, James Kelly's visit to Pyongyang in October 2002.

Abstract:
Although missiles, missile defense technology, and space issues are intricately related, most policy analysis tends to treat each in a separate category. This tendency causes policymakers to miss the linkages among them and the overlap in the issues that affect developments in each of the other sectors. For this reason, four organizations—the Mountbatten Centre of the University of Southampton, the Simons Centre of the University of British Columbia, the U.N. Center for Disarmament Research in Geneva, and the Center for Nonproliferation Studies (CNS) of the Monterey Institute of International Studies—decided to organize a joint international conference that would consciously explore these linkages and treat the relevant issues in an integrated manner, benefiting from the expertise of specialists present from each of the three fields.
