1. Gendarmeries and constabulary-type police: Roles and responsibilities of police with mixed military and civilian characteristics

Abstract:
Gendarmeries and constabulary-type police go by many names, but all combine characteristics of both the military and civilian police. Because of their unique skill sets, demand for such forces to face new threats to domestic and international security has increased everywhere. However, the mixed military–civilian characteristics of gendarmeries and constabulary-type police pose special challenges for democratic civilian control and the appropriate use of force, especially in domestic law enforcement. This SSR Backgrounder describes the roles and functions of gendarmeries and similar forces and explains how applying the principles of good SSG enables them to fulfil their legitimate mission of protecting both state and human security with respect for human rights and the rule of law. This SSR Backgrounder answers the following questions: What are gendarmeries and constabulary-type police? What roles can gendarmeries play in domestic security? How can gendarmeries contribute to international security? Are gendarmeries compatible with democratic security governance? What does SSR mean for gendarmeries?

Abstract:
SSR for Safer Cities - Supporting States to Achieve SDG 11 Safety and security has already become an urban experience for more than half of the world’s population. Against this backdrop, SDG 11 seeks to bring sustainable and peaceful development to the people who live in cities by calling on states to “Make cities and human settlements inclusive, safe, resilient and sustainable”. Yet high rates of urban violence reflect a failure to address the challenges of urbanization in national and donor-supported strategies for security and development. Urban violence exacerbates state fragility and human suffering, endangers local and regional peace, and drives uncontrolled migration. This fact demonstrates the urgency of linking SDG 11 with SDG 5 on women’s empowerment and SDG 16 on peaceful, just and inclusive societies. Within this larger priority there is now a pressing need to address the immediate challenges of SSR in urban contexts, manifests in the purpose of DCAF’s Policy and Research Division project “SSR for Safer Cities” supported by the Human Security Division of the Swiss Federal Department of Foreign Affairs. As part of the project, three case studies on security in cities conducted by local experts over the course of 2018 examine SSR within the urban realm; the selected cities are Bogotá, Cape Town and General Santos City.

Abstract:
Multilateral organizations are playing an important role in shaping the SSR agenda through the development of policy and guidance and by engaging in the provision of a wide range of SSR support on the ground. However, despite their significant engagement in this area, there is no predictability in terms of the type of support that multilateral organizations will take on. While policy frameworks concur that international support should be well coordinated, the support provided by these organizations tends to be compartmentalized in practice. As a result, considerable time is often lost while each organization separately assesses a conflict, maps what others are doing, and agrees on a division of labour. The report presents the findings of a multi-year research project on the approaches of the United Nations (UN), the African Union (AU), the European Union (EU), and the Organization for Security and Co-operation in Europe (OSCE) to supporting nationally-led SSR processes. The study aims at developing an empirically-based understanding of the roles and potential comparative advantages of these organizations in SSR support, as well as avenues for enhanced cooperation. For this purpose, the study examines the following three categories related to the role of multilateral organizations in SSR support: normative frameworks, institutional capacities, and operational practices. This report was commissioned from DCAF by the Security Sector Reform Unit (SSRU) of the United Nations Department of Peacekeeping Operations (DPKO).

Intelligence services perform an essential security function by providing governments with timely and relevant information necessary to protect the security of states and their societies. This SSR Backgrounder explains how the principles of democratic control and oversight can be applied to intelligence services. Oversight of intelligence matters, because intelligence services can pose a threat to democratic governance, the rule of law and human rights, even while acting in the public interest. Abstract:
BACK TO RESOURCES CITIZENS OF UKRAINE ON SECURITY SURVEY 2016 Abstract This publication presents the results of a nationwide sociological survey conducted by the Razumkov Centre's Sociological Service in the framework of Ukraine's security governance challenges monitoring project, implemented by the Geneva Centre for the Democratic Control of Armed Forces (DCAF), jointly with Razumkov Centre, with support from the Kingdom of the Netherlands. The survey and the publication were made possible through financial support from the Ministry of Foreign Affairs of the Kingdom of the Netherlands. The assessments and conclusions made by the authors do not necessarily coincide with official position of the Ministry of Foreign Affairs of the Kingdom of the Netherlands. The survey was conducted by the Razumkov Centre's Sociological Service on 27-31 May 2016, in all regions of Ukraine, except Crimea and the occupied territories of Donetsk and Luhansk regions. 2,019 respondents aged above 18 years were polled. The sampling error does not exceed 2.3%.

7. Syrian refugees in Turkey: a burden or benefit?

Abstract:
This second paper of the DCAF-STRATIM paper series by M. Murat Erdogan analyses the situation of Syrian refugees in Turkey, and the resulting challenges for both the refugees themselves and for Turkish society. The author argues that although the Turkish government does not officially acknowledge Syrians as refugees, Turkey has maintained an open door policy and provides them with considerable opportunities, rights and services€. The author calls on Turkey to review its approach towards Syrian refugees as the current approach is based on the wrong assumption of it being a temporary phenomenon€. The author expects a high probability that significant numbers of Syrians will permanently remain in Turkey. Since the first wave of Syrian refugees reached Turkey on 28 April 2011, the flow has not halted. With the Syrian civil war in its sixth year, expectations for a peaceful Syria in the short- and medium-term have faded considerably. The author calls for smart strategies, in line with human rights, and supported by Turkish society, for integration and co-existence based on efficient registration, better coordination between relevant agencies, a focus on education and the provision of working permits.

Abstract:
This working paper aims to support the ongoing efforts of the Palestinian executive authorities, security forces, independent institutions, civil society organisations (CSOs) and the media to strengthen the Palestinian complaints system. It identifies deficits in the complaints system of the Palestinian security sector and proposes recommendations to rectify them. It particularly stresses the need to improve coordination between the vast number of complaints units and calls for greater clarity on the role of civil society and the media. It hopes to raise awareness for these issues among Palestinian decision-makers and citizens and international actors. When fully functioning, the complaint handling system can be an effective source of information for the government to improve its performance and develop its services. The paper builds upon the discussions of the complaints working group, consisting of Palestinian government officials and representatives of the security forces, civil society and the media. DCAF presented the recommendations to senior Palestinian decision-makers in late September 2016, providing these with cases of international best practice.

Abstract:
Gender equality is an international norm that stipulates the equal right of women, men and gender minorities to access opportunities and resources, regardless of the sex with which they were born and the gender with which they identify. In the context of the security sector, this means that women and men should have equal opportunities to participate in the provision, management and oversight of security services, and that the security needs of women, men, boys and girls should be equally considered and effectively responded to. While ECOWAS recommends that the specific security and justice needs of men and women, boys and girls are fully integrated into all reform processes and governance mechanisms applicable to the security sector, the transition from theory to practice often proves challenging. Tool 8 of the Toolkit for Security Sector Reform and Governance in West Africa is designed to provide practitioners with action-oriented guidance for tackling this challenge. It may be most useful to national actors involved in the governance of security institutions and to those who partake in democratic oversight. This Tool aims to facilitate the identification of effective entry points for integrating the aims of gender equality in national legislation, strategies and budgets for security; in the management of security institutions; in the delivery of justice and security services and in national defence; as well as at all stages of internal and external oversight of the security sector.

10. Survivors Speak: Reflections on Criminal Justice System Responses to Domestic Violence in Bosnia and Herzegovina

Abstract:
Domestic violence has increasingly been recognized as a societal problem and a criminal act as opposed to a private family matter. This is demonstrated by legislation that criminalizes acts of family violence and promotes gender equality and human rights. The question remains, however, whether criminal justice system professionals (police, prosecutors and judges) are applying existing legislation intended to hold perpetrators accountable, protect victims and their children and ultimately interrupt the damaging intergenerational pattern of domestic violence. This research explores the experiences of survivors of systematic domestic violence and contrasts those stories with common theories on the causes of domestic violence and criminal justice system practices in Bosnia and Herzegovina. The resulting publication reveals the extent to which systematic domestic violence is not appreciated as a serious criminal violation, and as a result, places victims, their children and the community at increased risk. Survivors Speak goes on to concretely identify evidence based risk factors within cases of domestic violence, validated through qualitative research in BiH. These risk factors can be used by criminal justice system professionals to appropriately assess and tailor the police, prosecutorial and judicial response to domestic violence, thereby enhancing victim and community safety and interrupting the intergenerational cycle of domestic violence
