211. Gaza Approaching a Boiling Point?

Abstract:
Political and humanitarian conditions in Gaza are in a critical state. The Fatah-Hamas rivalry and the Gulf countries’ rift with Qatar have stymied funding to the territory and exacerbated an already desperate energy crisis. The issuance of exit permits to Palestinians in Gaza is at its lowest rate since 2014. In the midst of pressing humanitarian concerns, what options do Palestinians and Israelis have to help prevent renewed violence? How can the United States and the international community bring the question of Gaza back into regional deliberations and the peace process? The Middle East Institute (MEI) hosted a discussion with Tareq Baconi (al Shabaka), Lara Friedman (FMEP), Christopher McGrath (UNRWA), Natan Sachs (Brookings), and Paul Salem (MEI) on the ways in which to mitigate the political and humanitarian problems in Gaza. 212. The Disengagement, Twelve Years On: Implications, Lessons, and an Eye toward the Future

Abstract:
The perspective of twelve years since Israel’s disengagement from the Gaza Strip and the northern West Bank confirms that this significant political and security-related event was a correct strategic decision. Regarding the West Bank, it appears that unilateral disengagement as a stand-alone event will not repeat itself. However, a political and security independent process with similar attributes could enable Israel to continue striving for a reality of two states for two peoples, based on a gradual, secure, and responsible end to Israel’s control over the Palestinian people. Efforts should be made to reach agreement with the Palestinians regarding interim measures throughout transitional stages. However, if it becomes clear that an agreement cannot be reached, measures should be implemented independently (regardless of Palestinian consent) aimed at improving Israel’s situation without impairing its security. These measures will need to be carried out in close coordination with the United States and in accordance with US-Israel understandings.

Abstract:
Events of recent weeks in both nearby and distant arenas have reshuffled the cards vis-à- vis the state of affairs in the Gaza Strip. The result has been the emergence of possible conditions for change – that is, if Israel takes effective advantage of them and leverages them through cooperation with Egypt and the Gulf states. Yahya Sinwar’s election as the leader of Hamas in the Gaza Strip was followed by Hamas’s issuing of a new policy document, and the decision of the pragmatic Sunni camp, led by Saudi Arabia and Egypt, to sever ties with Qatar and impose sanctions on it. In addition, Palestinian President Mahmoud Abbas decided to reduce the Palestinian Authority’s payments for fuel destined for the power station in the Gaza Strip (a measure that has exacerbated the electricity crisis in Gaza), and Sinwar and a Hamas delegation went to Egypt for meetings with senior Egyptian intelligence officials and long-time Abbas rival Mohammed Dahlan.

215. Views of Youth Non-Formal Education in the West Bank and Gaza

Over half of Palestinians are dissatisfied with the educational system in the West Bank and Gaza. In addition, a survey conducted by the Arab Barometer reveals they are worried about the ability to provide their children with a good education. This worry, coupled with 1 the concerns Palestinians have about the current formal education system, provides a unique potential opening for youth non-formal education programs to fill some of the gap. However, in order to meet the needs of Palestinians, non-formal education programs must first address the issue of accessibility. Certain barriers, both physical and nonphysical prevent access to these programs. Currently, participation rates in non-formal education programs are relatively low and with the majority of these education programs organized by private institutions, it is not surprising that cost is one of the most pronounced barriers Palestinians face. In terms of content, the types of programs most valued differs between residents of Gaza and the West Bank. In the West Bank a focus on critical thinking and analytical skills would be welcomed by the population, as respondents express a preference for curricula that develop these skills. To some extent West Bankers would also welcome a program that promotes social skills and emotional intelligence. In contrast, Gazans prefer more traditional educational styles, with Palestinians in Gaza favoring a system that places greater emphasis on memorization compared with the West Bank. However, across all regions, Palestinians are open to attending non-formal education programs, especially those that develop skills for the labor market or allow them to obtain a certificate or qualification. Promotion of NFE programs should target potential students on by highlighting the potential benefits of their curriculum on their future job prospects.

216. Treading Water: The Worsening Water Crisis and the Gaza Reconstruction Mechanism

In the wake of the devastating destruction in Gaza in 2014, the Gaza Reconstruction Mechanism (GRM) was established as a temporary measure to facilitate the entry of construction materials and a range of items classified and treated as ‘dual use’ by Israel. Two and a half years on, vital water sector recovery and development remains hampered and fully controlled by the Government of Israel, demonstrating the extent to which Israeli government policies continue to undermine humanitarian response, cause de-development and exacerbate the separation of the Gaza Strip from the rest of the Occupied Palestinian Territory and the world. This paper analyses the effectiveness of the GRM in improving access to water, health and sanitation services, assesses the roles and responsibilities of a range of actors and identifies urgent steps in relation to the GRM that should be taken to contribute to the development of a just, effective and sustainable water sector in Gaza.

217. Towards Sustainable Food Security in the Occupied Palestinian Territory: Strengthening rangeland governance

Abstract:
Bedouin and herder communities are among the poorest and most marginalized populations in the Occupied Palestinian Territory. In the West Bank, an estimated 30,000 Bedouin live in 183 communities in Area C, under complete Israeli control. In the Gaza Strip, there are some 75,000 Bedouin living in 18 Bedouin communities, many in border areas where there are access restrictions enforced by the Israeli army. These communities suffer from lack of access to basic services and are some of the most marginalized in Gaza. Better rangeland management would enable the available resources to be optimized and would increase the productivity of the agricultural sector, increasing food security under the existing constrained conditions. The aim of this paper is to describe the challenges facing rangeland management in the OPT and the possibilities for change.

I think it is difficult to contest that the most important state player in world affairs over the last one hundred years – and consistently so over this period – has been the United States of America. World War I – into which, to borrow from Christopher Clark's justly celebrated book, we 'sleepwalked' – marks a useful starting point. It is not only the fairly important role America played in bringing WWI to an end that signals the beginning of this era, but also the no less important role it played in shaping the aftermath. Wilson's 14 points were considered at the time 'idealistic' by some of the yet-to-be 'Old Powers'. But by dismantling the Ottoman Empire through the principle of self-determination (not at that time a universal legally binding norm) it was an early swallow to the demise, a mere generation later, of all other colonial empires and the truly decisive reshaping of the balance of power in the post-WWII world. The US played an equally cardinal role in ideating and realizing the United Nations Organization and the Universal Declaration of Human Rights – two lynchpins of our current world order.
