Abstract:
Governing Gaza: Bureaucracy, Authority, and the Work of Rule provides a fascinating and sophisticated examination of the foreign governing systems enacted by civil servants in the Gaza Strip during the periods of the British Mandate over Palestine (1917-48) and the Egyptian administration of the Gaza Strip (1948-67). The mainstay of Ilana Feldman's book is what she calls "the tenuous domain of the everyday that was never entirely lost" in the "ruptures of Palestinian history" (p. 2). Feldman is both an anthropologist and a historian, and thus her book, an "ethnographic history," examines both the "government at work" and what it meant for people to "work for the government." Her analysis encompasses historical material currently held in archives in four different countries, enriched with oral histories of civil servants, and made sense of by her own experiences of living in Gaza amid the modern-day bureaucracy of the Palestinian Authority (PA) and the Israeli occupation authorities.

Abstract:
As the reconstruction of Nahr al-Barid refugee camp in northern Lebanon is halted once again, this time due to the discovery of an archaeological site, twelve thousand Palestinians from the camp have taken to the streets in protest. The remaining nineteen thousand refugees continue to reside in eleven other camps in Lebanon, unable to return two years after the Lebanese army destroyed it. The struggle for these refugees has shifted, albeit temporarily, from the right of return to Palestine to that of return to the camp.

The policy of isolating Hamas and sanctioning Gaza is bankrupt and, by all conceivable measures, has backfired. Violence is rising, harming both Gazans and Israelis. Economic conditions are ruinous, generating anger and despair. The credibility of President Mahmoud Abbas and other pragmatists has been further damaged. The peace process is at a standstill. Meanwhile, Hamas's hold on Gaza, purportedly the policy's principal target, has been consolidated. Various actors, apparently acknowledging the long-term unsustainability of the status quo, are weighing options. Worried at Hamas's growing military arsenal, Israel is considering a more ambitious and bloody military operation. But along with others, it also is tiptoeing around another, wiser course that involves a mutual ceasefire, international efforts to prevent weapons smuggling and an opening of Gaza's crossings and requires compromise by all concerned. Gaza's fate and the future of the peace process hang in the balance.

Egypt has been scrambling to formulate a new policy toward the Gaza Strip this week after being challenged by Hamas, which opened more than eleven crossings along the Israeli-constructed wall that serves as the Egypt-Gaza border. Up to 750,000 Palestinians have flooded the northeastern corner of the Sinai Peninsula since January 23, spending approximately $130 million in local markets, while tens of thousands of Egyptians took advantage of the lack of immigration, customs, and security controls to cross into Gaza. This massive movement of people caught many by surprise and may have serious ramifications for Israel, Egypt, and the Palestinians.

Abstract:
Step by methodical step, Hamas is consolidating its control over the Gaza Strip. The latest development followed a 25 July explosion that killed five of the movement's military leaders in addition to a young girl. In response, the Islamist movement mounted a broad campaign during which it overran the Hillis family, one of Gaza's most powerful and which includes prominent Fatah leaders; arrested hundreds of political activists; and raided more than 200 organisations and offices. The campaign largely wiped out the remains of the Palestinian Authority's security services in Gaza, brought families and smaller political factions to heel, further encroached on civil society and crippled Fatah's already limited political and military capacities to mobilise. In Arab capitals, there is continued talk of Palestinian reconciliation. In the U.S., there is discussion of a possible peace agreement between President Abbas and Prime Minister Olmert. On the ground, in both Gaza and the West Bank, events are taking a decisively different turn.

Israeli Prime Minister Ehud Olmert's July 30, 2008, announcement of his intention to resign from office and the recent upsurge in internecine violence between Hamas and Fatah operatives in Gaza has thrown a monkey wrench in the Bush administration's goal of seeing Israel and the Fatah-led Palestinian Authority sign a peace treaty laying out the borders and powers of a Palestinian state by the end of 2008. But even in the unlikely event that such an agreement is reached, far from stabilizing Israel's relationship with the Palestinians, it will likely have either no impact on the Palestinian conflict with Israel, or a profoundly negative one.

The United States has conducted irregular warfare and counterinsurgency campaigns since its inception. In fact, part of America's war of independence was an insurgency against the British. Since its independence, the U.S. has fought counterinsurgency campaigns against the Native Americans, against the South during the Civil War, in the Philippines, and, of course, in Vietnam. The experiences of America's friends and allies are similar. Among others, the British fought counterinsurgencies in Malaya and Northern Ireland, the French in Indochina, Algeria, and Sub-Saharan Africa, and the Israelis conducted counterinsurgency operations during the two major Palestinian uprisings (1987-1993 and 2000-2005) in the West Bank and Gaza. Yet, America's ability to conduct counterinsurgency has been more ad hoc than institutionalized.

Madrid and London terrorist attacks in 2004 and 2005, European counterparts to those carried out in New York and Washington during 2001, have steadily increased EU institutions' concern about the phenomenon of violent radicalization, specially that of Islamist nature, as a possible previous step leading to Jihadist terrorism in a context of a continuous and even growing flow of immigration, namely from Muslim origins.
