331. Iran and the P5+1: Getting to "Yes"

Abstract:
That nuclear negotiations between Iran and the P5+1 (China, France, Russia, the UK, U.S. and Germany) were extended beyond the 20 July 2014 deadline was neither unexpected nor unwelcome. The parties ha d made enough headway to justify the extension, which was envisioned in the Joint Plan of Action (JPOA) that was signed in November 2013 and came into force in January, but given the political and technical complexity, they remain far apart on fundamental issues. Unless they learn the lessons of the last six months and change their approach for the next four, they will lose the opportunity for a resolution not just by the new 24 November deadline but for the foreseeable future. Both sides need to retreat from maximalist positions, particularly on Iran's enrichment program. Tehran should postpone plans for industrial- scale enrichment and accept greater constraints on the number of its centrifuges in return for P5+1 flexibility on the qualitative growth of its enrichment capacity through research and development.

Abstract:
The French government recently announced a plan to “combat radicalization” and a series of measures to prevent recourse to violence. Although the term is not entirely new in the French political parlance, it marks a departure from a counterterrorism policy justified mainly by a judicial approach and enforced in great part through administrative measures. France is thus moving closer to the Netherlands and the United Kingdom, which both began to develop such policies in the mid-2000s. Yet what exactly does it mean to “combat radicalization”? What explains the French government’s change of approach? And what can be learned from a decade of experience in these two European countries? This study shows that the concept of radicalization serves as an effective discourse to legitimize the extension of police action beyond its usual purview, by becoming involved in areas of diversity management such as education, religion, and social policy. The study traces the dissemination of the discourse through European institutions and, using the notion of “policed multiculturalism,” analyzes the effects of its legal, administrative and preventive forms.

Abstract:
Many of today’s public policies aimed directly or indirectly at regulating the behaviors of individuals and organizations provide for the implementation of a certain type of instrument which can be qualified as a label. They share some features with what the literature tends to identify as proper standards (e.g., they aim at defining the best practices, they may represent – at least – a symbolic resource for those who adopt them), but they also have some peculiarities, which we will present here. In this paper, we propose to analyze the characteristics and dynamics underpinning this mode of governance as part of a study of two particular public policy domains chosen for their complementarity as well as their contrasts: the fight against obesity, and sustainable consumption. In both of these fields, labels have become a preferred mode of governance – and even, we might say, a kind of standard. Based on Foucault (2004), we emphasize the fact that the logics of distinction, which regulate utilities and sanctions in a particular social field, are instrumentalized by public policy as an incentive to the actors to deliberately take action whose value is endorsed by a label. Hence, the aim and outcome of this mode of governance are not the uniformity of a field, but the ongoing creation of increasingly demanding labels that only some of the participants can hope to obtain.

334. The Impact of the Global Financial Crisis on International Migration

Abstract:
Economic and financial crises never fail to impact international migration patterns, processes, and policies. The Great Depression (1929-33) resulted in massive repatriations of Latin Americans from the United States and the introduction of highly restrictive immigration policies in a number of industrialized countries, including France and Canada. The Oil Crisis (1973) resulted in severe restrictions on labor migration, a concomitant growth in asylum applications and irregular migration in Europe, and the emergence of new flows of labor migration to new industrial centers in Asia and Latin America. As a result of the Asian financial crisis (1997-99), several Southeast Asian countries introduced policies of national preference and sought to expel migrant workers. The Russian financial crisis (1998) accelerated rates of emigration from Russia, in particular of Russian Jews and the highly-skilled. The gravity of the Latin American financial crisis (1998-2002) also resulted in a significant exodus, in particular from Argentina.

Abstract:
Les Misérables, the recent film adaptation of the beloved musical based on Victor Hugo's epic novel, carries viewers through a sweeping tale of revolution, romance, and redemption. Set in 19th-century France, the film captures the drama and hardship of life during a time of revolutionary turmoil while providing a testament to the inner hero of man and his capacity to live as an embodiment of his values. The film opens with the release of ex-convict Jean Valjean (Hugh Jackman) on parole from a nineteen-year prison sentence he suffered for stealing a loaf of bread and repeatedly attempting to escape. Valjean attempts to resume a normal life under the watchful eye of his nemesis, the rigid Inspector Javert (Russell Crowe). Valjean soon realizes that the only way he can be truly free is to violate his parole, disappear, assume a new identity, and begin his life anew. In fleeing his parole, Valjean infuriates Inspector Javert, who vows never to rest until he has captured Valjean and administered "justice." From this point on, Javert's pursuit of Valjean dominates much of the story; however, numerous other story lines develop as well, the most important involving Valjean's adoption of Cosette (Amanda Seyfried). Cosette's mother, Fantine (Anne Hathaway), is thrown into abject poverty when a foreman at Valjean's factory unjustly terminates her employment. Eventually Valjean learns of Fantine's plight and vows to care for Cosette, whom he showers with love. The story leads to the June Rebellion of 1832 in Paris, .

Finally, the situation in Mali was rotten enough for international intervention. First because the mujahideen of Ansar Dine, the Movement for Tawhid and Jihad in West Africa (MUJWA), along with Al-Qaeda in the Islamic Maghreb (AQIM), only had to exercise a little pressure at the front in Konna, to let the last remnants of the Malian Army fall apart.1 Second because the Malian Interim President, Dioncounda Traoré, installed after the coup d'état against President Amadou Toumani Touré of 22 March 2012, faced yet another coup d'état from this same decrepit army, set heavily against foreign intervention as it might upset its power within Mali, which led him to formally ask France for military support, believing he had nothing to lose.2 Undoubtedly, the French Ministry of Defense and French Military HQ État-Major des Armées had a plan ready despite President Hollande's public assurances that France would not pursue a neocolonial intervention in a sovereign state. France has historically intervened militarily in West Africa whenever the situation allowed.3 In the past decade, Mali had become more and more part of the U.S. sphere of influence in Africa as U.S. armed forces trained Malian troops in counter terrorism operations. This was without much success, as is now clear, but France must have looked with disquiet upon their loss of influence. Then there are the uranium mines at Imouraren in neighboring Niger, only a few hundred kilometers from the mujahideen controlled zone in Mali. A further degradation of the security situation in Mali would certainly pose a threat to these French strategic interests

The structural problems characterising Mali interlocked with the dynamics of crisis triggered by the war in Libya in 2011, causing the collapse of one of the few African democracies. The Tuareg rebellion of 2012, the coup d'état and the Islamist takeover of Northern Mali were the three key phases of this crisis, which pushed France - the former colonial patron - to intervene military. After analysing the major local actors involved in the crisis, the article critically analyses the engagement of the EU in the crisis.

FRANCE's ECONOMY is not just doing badly. It is in profound decline. The slide has proceeded far enough now that businesspeople and politicians across the Continent increasingly refer to France as the "sick man of Europe"-quite a distinction at a moment when Greece, Portugal, Spain and Italy share the hospital ward. For decades, European Union structures were strong enough to allow Paris to ignore the country's economic shortcomings. No longer. Unless Paris reforms its economic policies and practices, it could have a disastrous effect. Further economic woes may undermine the Franco-German cooperation on which the EU has relied, confronting the union with either dissolution or, more likely, an increasingly Germanic future.

SINCE SEPTEMBER 11, 2001, the United States has damaged its reputation and national security by lurching from one war to the next. Afghanistan, which began triumphantly for the Bush administration, has devolved into a protracted and inconclusive war in which the Taliban is making fresh inroads as American and allied forces hand over security to the Afghan army. Then there is Iraq. It was purveyed by the Bush administration to the American public as a mission that could be accomplished swiftly and smoothly. Neither occurred. Since then, President Obama's self-styled humanitarian intervention in Libya has led to instability, allowing local militias, among other things, to pretty much bring the oil industry to a standstill by disrupting major export terminals. Most recently, it looked as though Syria might be Libya all over again-an American president embarks on an uncertain crusade, and Britain and France join to provide the necessary diplomatic persiflage for justifying a bombing campaign.
