Abstract:
The biometric ID Card project (INES) of the French ministry of Interior has given rise to much criticism and resistance since 2005. This paper analyses the different forms of contestation and the content of the critical discourses that have led to the provisional suspension of the INES project. Le projet de carte nationale d'identité biométrique (INES) du ministère de l'Intérieur français a suscité de multiples critiques et résistances depuis 2005. Cet article analyse les différentes formes de contestation ainsi que la teneur des discours d'opposition auxquels ce projet s'est heurté et qui ont conduit à sa suspension provisoire.

Abstract:
L'étude vise à mettre en lumière les enjeux politiques, idéologiques et juridiques qui se sont noués autour de l'idée d'intégration depuis le milieu des années 1970 - moment où l'on a pris conscience que l'immigration de travailleurs, perçue comme temporaire, avait évolué vers une immigration durable et où l'intégration des immigrés est entrée dans le champ des préoccupations des pouvoirs publics avant de devenir un sujet de débat politique. Cette histoire se joue sur trois plans qui interfèrent sans cesse. L'intégration est d'abord un objet de discours ; mais le discours peine à déboucher sur des réalisations, au point d'apparaître comme un substitut à une action publique défaillante, même si l'intégration est l'un des objectifs officiellement assigné à la politique d'immigration, à côté de la « maîtrise des flux migratoires ». L'intégration est par ailleurs entravée par la réglementation du séjour et de l'éloignement : l'amalgame délibéré, dans les deux dernières « lois Sarkozy » de 2003 et 2006, entre droit au séjour et intégration, vient rappeler cette réalité souvent oubliée ou déniée.

23. Should ratification proceed? An Assessment of Different Options after the Failed Referenda

After the resounding Dutch no-vote of 62%, ratification of the Constitutional Treaty has become even less likely than it already was after the political earthquake caused by the French referendum three days before. While the German Chancellor and the French President encourage other countries to continue with the ratification process, the British message is clear: Any attempt to proceed at this point would be pointless. British Foreign Minister Jack Straw found rather subtle words in the House of Commons to describe the situation, but other sources suggest that instead of wasting their time on a lengthy and useless exercise that would cost the EU even more support, European leaders should bury the Constitution at the upcoming European Summit on 16-17 June (or soon afterwards) and then settle for something 'more modest'.

Abstract:
The ratification process of the Constitutional Treaty has taken some unexpected turns, since the publication of our initial report. The situation has changed especially dramatically in France: within only 10 days the 'yes' camp slid from a previously stable figure of around 60% to below 50%. Our report had concluded that “if the reasons for a particular European compromise are not made transparent to the citizens, issues can be used in a divisive way at the national level”. It therefore called for a stronger European dimension in the national debates and expressed the hope that politicians and the media would play their role in stressing the common European significance of the European Constitution.

The clear rejection of the European Constitutional Treaty by the French and Dutch electorates seems to reflect, at least in part, the uneasiness of many European citizens with a Europe which they perceive to govern "from above" with insufficient legitimacy, and without an adequate balance of free market vs. social concerns.

Abstract:
Public discourse, understood both as ideas about public action and interactive processes that serve to 'coordinate' the construction of those ideas and to 'communicate' them to the public, has been central to the success (or failure) of the reform projects of social democratic parties. Certain background factors, including countries' policy legacies, problems, preferences, and capacity set the stage for reform while good ideas which are cognitively sound and normatively appropriate as well as relevant, coherent, and consistent contribute to reform success. But institutional context also matters with regard to how ideas are conveyed to whom, with 'simple' polities emphasizing the 'communicative' discourse to the general public and more 'compound' polities the 'coordinative' discourse among policy actors. This is demonstrated with examples from Germany, France, Britain, Italy, the Netherlands, Denmark, and Sweden.

Abstract:
The proposed European Constitution, which was just voted down in France and the Netherlands, is technically a treaty containing far-reaching amendments to the present set of treaties governing the European Union. Article 48 of the EU treaty text currently in force specifies that any such amendments first be unanimously approved by the governments of the member states within an Inter-Governmental Conference framework and then ratified by each country. The first, intergovernmental step of ratification was completed October 29, 2004.

Beginning on July 6, British prime minister Tony Blair will host the G8 summit in Gleneagles, a hotel and golf course in Scotland. Africa and climate change are the two main topics on the agenda, but counterterrorism, proliferation, and political reform in the Middle East are scheduled to be discussed as well. The annual G8 summit has become the sole forum in which the leaders of the seven top industrialized countries (Britain, Canada, France, Germany, Italy, Japan and the United States) and Russia meet to discuss and decide on courses of action. Diplomatic grandstanding and expected antiglobalization demonstrations aside, the summit is an opportunity to set the international political and bureaucratic agenda for months ahead.

There are few politicians who can claim that they have, literally, come back from the dead. Jean-Pierre Chevènement can make a still more dramatic declaration: He is a man who has been reborn twice. Chevènement was the French minister of the Interior from 1997-2000, in the last Jospin government. In October 1998 he was admitted to hospital for a routine gall-bladder operation. Following a complication in the anaesthetic procedure, his heart stopped beating for forty-five minutes. He fell into a deep coma that lasted for three weeks, during which he drifted in a muffled, foggy world inhabited by strange beasts, as he later recalled.

In the late 1990s, the European Left seemed to be once more in the ascendancy with Social Democratic-led governments in power in the majority of EU countries, including the United Kingdom, France, and Germany. At the same time, the debate about the socalled 'Third Way' — as an icon of the apparent electoral revitalization of European Social Democracy — rose to become the most important reform discourse in the European party landscape.
