Abstract:
Dresden and in a Paris suburb in October 2020 as well as the shooting in Vienna in November 2020 painfully reminded the European public of the threat that Islamist extremism and terrorism continue to pose in Europe. Especially worrysome is the fact that two of these attacks were apparently carried out by recently released terrorist offenders. In both cases, the alleged attackers had been in contact with deradicalization programs. This raises the question of how to prevent or reduce recidivism and potential violence.

Abstract:
After two weeks of heavy fighting, the new war between Azerbaijan and Armenia over Nagorno-Karabakh is likely to escalate further. International actors have so far been unable to broker a ceasefire. In this case, the EU, with its limited leverage, can add most value by leading a response to the inevitable humanitarian catastrophe. EU diplomatic efforts should be led by France and Germany, coordinated with other member states, and also with Russia, to the extent necessary.

Abstract:
In our latest issue of Ifriqiya, Rina Bassist discusses the regional and international challenges facing Mali's new transitional government, and its precarious security situation. Can Mali’s new government regain territorial control and restore personal security? For the past four months, Mali has been governed by a transition government that was set up after a military coup d’état in the summer of 2020. The international community initially condemned the coup, but it has since been forced to accept this reality, and has been encouraging Mali’s military and the transition government to advance the implementation of the 2015 Algiers peace accords. Yet actions taken so far by the military and the new regime do not bode well for the future of the country, and are showing signs of weakness vis-à-vis a multitude of armed groups, including several jihadi militant organizations.

Abstract:
In recent years, France and Turkey have been on opposing sides relating to Middle East concerns. The countries’ disagreements over situations in Syria, Libya, the Eastern Mediterranean, and lately the Caucasus, have escalated significantly, generating fears of a proxy conflict with direct military confrontation between the two North Atlantic Treaty Organization (NATO) members. Attempting to rally widespread European support, France assertively challenges the Turkish “neo-Ottoman” ambitions; while Paris is anxious of Ankara’s acts outside of Paris’s expectations for a historically narrowly defined Turkish national interests. In the medium-term, the two countries appear to be testing each other to redefine their respective zones of influence, adapting their foreign policy objectives in the turbulent dynamics of the post-Arab Spring era. This power competition resonates domestically, as both the French and the Turkish public are receptive to the developing negative narratives of “the other.”

Abstract:
The measures that most governments took in response to the sudden collapse in economic activity during the COVID-19 lockdowns nearly exclusively focused on protecting vulnerable workers and firms. These measures included unemployment benefits, grants, transfers, loans at low rates, and tax deferrals. As lockdowns are lifted, governments must shift policies toward supporting the recovery and design measures that will limit the pain of adjustment while preserving productive jobs and firms. This Policy Brief explores how such measures can be designed, with particular emphasis on Europe and the United States. The authors propose a combination of unemployment benefits to help workers, wage subsidies and partially guaranteed loans to help firms, and debt restructuring procedures for small and medium-sized companies handicapped by excessive legacy debt from the crisis.

Abstract:
The US package of measures to help households hit by the economic shock from the COVID-19 crisis, including the Paycheck Protection Program, is almost twice as large in proportion of GDP as the French package, but it has proven less effective in curbing unemployment because of poor design and implementation. In contrast, the increase in the unemployment rate in France has been five times less than the increase in the United States. Cohen-Setton and Pisani-Ferry dive beneath the unreliable headline numbers to assess the effectiveness of government support provided to households in March–May 2020 in the two countries. They conclude that the French approach (mirrored in some other European countries) delivered a bigger bang for the buck. But the fact that the US approach has fallen short should not diminish the significance of the policy shift signaled by the enactment of measures to maintain household income.

Abstract:
Following an increase of COVID-19 cases in Africa, France wants to present itself as the main advocate of a humanitarian aid plan and the broadly discussed proposal of mass debt relief for the continent. In its political dimension, the move highlights the international role of France and the EU. It can also contribute to decreasing the dependence of African states on China. If it succeeds, President Emmanuel Macron can go forward with his initiative to reform the global governance system, especially the UN, and to emphasize the importance of the EU’s Southern Neighbourhood Policy.

Abstract:
“Together, protecting marine biodiversity: know how to act” was the French governmental conference organized by three ministries in Paris on 12 March 2020. Ministry of Higher Education, Research and Innovation, Ministry of Agriculture and Alimentation, and Ministry for the Ecological and Inclusive Transition along with two research think tanks, Ifremer and OFB have organized the “day of biodiversity”. Participants were mostly researchers, governmental and local officials, business leaders, fishermen, representatives of associations and foundations, all from France. Thus, the language of the conference was French. The conference took place in the 13th century Collège of Bernardins, a former Cistercian college of the historic University of Paris. Experts and audience shared reflections and discussions on major research issues on ocean change, as well as the French position towards global maritime policy in order to find proposals for sustainable management and protection of the ocean.
