The purpose of this report is to explore the contemporary dynamics of peace mediation with a view to three specific objectives. First, it aims to identify the distinctive characteristics of global peace mediation and the roles played by different actors, particularly governments, NGOs and regional organisations, in mediation processes. It also describes the new forms of co-operation between these actors and analyse the challenges and opportunities of the new co-operation frameworks in global peace mediation.

Abstract:
The increasing tension around the Iranian nuclear programme and the uncompromising positions of the protagonists have made the goal of creating a zone free of weapons of mass destruction in the Middle East seem utopic. Yet, the current strategy of maintaining a low profile in the discussions on the zone, while keeping the focus exclusively on Iran, is not likely to lead to progress. Instead, combining the Iranian question with the zone and enlarging the content and scope of the negotiations even further by including Iran's neighbours could be a better strategy. Turkey could play a key role because of its unique relations with Iran, and because of its strong quest for a more prominent international position — if it can only strike the right balance between the role of lead actor and team player. Turkish-Iranian relations could notably inspire the consideration of accompanying pragmatic agreements on regional cooperation in other fields as a way forward for the upcoming Middle East disarmament negotiations in Finland.

33. A Eurosceptic big bang: Finland's EU policy in hindsight of the 2011 elections

Abstract:
The Finnish parliamentary elections in spring 2011 were marked by a landslide victory for the Eurosceptic (True) Finns Party. Such an unprecedented upswing for anti-integrationist voices was expected to reshape Finland's EU policy. The Finns Party did not join the government, however, and the party has mainly influenced Finnish EU policymaking while in opposition, and indirectly through public opinion-building. While outright anti-integrationist rhetoric remains on the margins of national public debate, more critical approaches to EU politics have become increasingly pronounced. Political parties have, to varying degrees, adapted their rhetoric and policies to the changing environment. Importantly, the broad consensus on EU affairs in Finland has broken down, at least temporarily. The EU has featured high on the agendas of the recent election campaigns as well as in opposition politics. This has affected Finland's official position too. It has moved in a more cautious and self-contained direction, although the country remains a pro-integrationist member state.

34. The beginning of the end? The future of international engagement in Afghanistan

Abstract:
States which contribute to various international efforts in Afghanistan will find it increasingly difficult to balance a need to show long-term commitment with an unpredictable political and quickly changing operating environment. Recent events in Afghanistan are threatening to undermine the plans for an orderly transition of security responsibilities to Afghan authorities by the end of 2014. Countries must be ready to adjust contributions in both size and task during both 2012 and 2013. Germany has pledged to only gradually withdraw its forces and maintain its focus on partnering and training, despite an increasingly unstable environment. Current planning also foresees a German commitment in the post-2014 period. Finland will increasingly focus on civilian crisis management efforts and development assistance, and will stay engaged and committed as long as its closest partners also do so. Sweden is set to continue leading a Provincial Reconstruction Team (PRT), but post-2014 commitments are unclear. The United States is set to return to 'pre-surge' force levels (though with a different force structure) of around 68,000 soldiers by autumn 2012. Further withdrawals of up to 30,000 soldiers are being discussed.

The European Union is engaged in a ferocious political, diplomatic, and economic struggle to preserve the future of the single currency, the Euro, and the viability of what has become known simply as ''the project,'' namely the process of integration that has been the bedrock of Western European politics for over half a century. It is distinctly possible that its members' efforts may fail, either in the short or long term, and give way to an era of disintegration. Some have sounded the alarm: German Chancellor Angela Merkel famously remarked, ''If the Euro fails, Europe fails.'' Former president Nicolas Sarkozy of France predicted, ''If the euro explodes, Europe would explode. It's the guarantee of peace in a continent where there were terrible wars.'' Polish Foreign Minister Radek Sikorski warned the Euro's collapse could cause an ''apocalyptic'' crisis. Harvard economist Dani Rodrik cautioned ''the nightmare scenario would . . . be a 1930's-style victory for political extremism.'' After all, ''fascism, Nazism, and communism were children of a backlash against globalization.'' The erosion of democracy in Hungary and the rise in support for populist parties in Greece, the Netherlands, Finland, and France appears to some to be the beginning of the end.

36. Who Captures Value in Global Supply Chains?

Abstract:
Available statistics tell us little about the economic consequences of increasing global dispersion of production processes. In order to shed light on the issue, we perform grass roots detective work to uncover the geography of value added in the case of a Nokia N95 smartphone circa 2007. The phone was assembled in Finland and China. In the case when the device was assembled and sold in Europe, the value-added share of Europe (EU-27) rose to 68%. Even in the case when it was assembled in China and sold in the United States, Europe captured as much as 51% of the value added, despite of the fact that it had rather little role in supplying the physical components. Our analysis illustrates that international trade statistics can be misleading; the capture of value added is largely detached from the physical goods flows. It is rather services and other intangible aspects of the supply chain that dominate. While final assembly – commanding 2% of the value added in our case – has increasingly moved offshore, the developed countries continue to capture most of the value added generated by global supply chains.

The past twenty years have seen an exponential growth of UN peacekeeping in terms of breadth of mandates, scale and duration of operations. Where peacekeepers in the 1960s, 70s and 80s were deployed primarily to monitor ceasefires, they now investigate human rights violations, provide electoral support, and occasionally even support active combat operations. This surge has required a five-fold rise in the UN peacekeeping budget over the past ten years, from USD 1.5 billion in 1999 to almost USD 8 billion in 2011; it has similarly led to a four-fold increase in UN personnel deployed to support peacekeeping activities, from 27,000 military, civilian and police peacekeepers in 1999 to over 120,000 in 2011.

38. Can Europe's Divided House Stand?

Conventional wisdom has it that the eurozone cannot have a monetary union without also having a fiscal union. Euro-enthusiasts see the single currency as the first steppingstone toward a broader economic union, which is their dream. Euroskeptics do, too, but they see that endgame as hell -- and would prefer the single currency to be dismantled. The euro crisis has, for many observers, validated these notions. Both camps argue that the eurozone countries' lopsided efforts to construct a monetary union without a fiscal counterpart explain why the union has become such a mess. Many of the enthusiasts say that the way forward is for the 17 eurozone countries to issue euro bonds, which they would all guarantee (one of several variations on the fiscal-union theme). Even the German government, which is reluctant to bail out economies weaker than its own, thinks that some sort of pooling of budgets may be needed once the current debt problems have been solved. A fiscal union would not come anytime soon, and certainly not soon enough to solve the current crisis. It would require a new treaty, and that would require unanimous approval. It is difficult to imagine how such an agreement could be reached quickly given the fierce opposition from politicians and the public in the eurozone's relatively healthy economies (led by Finland, Germany, and the Netherlands) to repeated bailouts of their weaker brethren (Greece, Ireland, Italy, Portugal, and Spain). Moreover, once the crisis is solved, the enthusiasm for a fiscal union may wane. Even if Germany is still prepared to pool some budgetary functions, it will insist on imposing strict discipline on what other countries can spend and borrow. The weaker countries, meanwhile, may not wish to submit to a Teutonic straitjacket once the immediate fear of going bust has passed.

39. Inward FDI in Finland and its policy context

Abstract:
From independence to the collapse of the Soviet Union, inward foreign direct investment (IFDI) in Finland was either marginal (1917-1939) or insignificant (1945-early 1990s). Throughout this period, the success of Finland's core production clusters in forestry, metal engineering, chemicals, and plastics was based on exports, not IFDI (or outward FDI). However, with the end of the Cold War and the globalization of Finnish industries (especially the mobile communications cluster) in a period of strong export-led economic growth, IFDI in Finland took off rapidly from the mid-1990s. This period of growth came to an end with the global crisis of 2008-2009. In 2009, the Finnish economy shrank roughly by 8%, the sharpest plunge since the country's civil war in 1918. The recovery since 2010 has been relatively strong in comparison to that in most European Union (EU) economies, but Finland remains vulnerable to the Eurozone crisis. Today, IFDI is seen as an untapped resource, and the Finnish Government hopes to develop an IFDI promotion strategy in cooperation with the private sector and integrated with the national innovation system.

The "Open Door" policy of the North Atlantic Treaty Organization (NATO) has been an article of faith for Allies and aspirants alike for more than a decade. Its most recent formulation, approved at the November 2010 Lisbon Summit, states: "The door to NATO membership remains fully open to all European democracies which share the values of our Alliance, which are willing and able to assume the responsibilities and obligations of membership, and whose inclusion can contribute to common security and stability."
