541. SCADvanceXP—an intelligent Polish system for threat detection and monitoring of industrial networks

Abstract:
SCADvanceXP is an industrial network intrusion detection system that scans and monitors data exchange between engineering stations, field divides, controllers, supervisory control and data acquisition (SCADA), and other elements of the operational technology network in detail. SCADvanceXP has the potential to detect advanced attacks on industrial infrastructures with the use of rulebased, signature-based, and behavioural detection methods, which are supported by sophisticated machine and deep learning models. As a system developed in Poland, it addresses the needs of industry in that region of Europe. The goal of this work was to assess SCADvanceXP’s potential to detect common industrial threats. In order to check SCADvanceXP’s potential, an effort was undertaken to evaluate its functionality on major industrial threats. For that purpose, twelve malware strains interfering with industrial systems were described. Later, the SCADvanceXP functionality was overlapped on malware behavioural and detection markers, pointing out exact mechanisms in SCADvanceXP that would detect analysed threats. The results show that SCADvanceXP is able to detect a wide range of attacks on industrial networks. SCADvanceXP’s rich functionality is able to provide a high standard of security. However, if a threat is affecting systems not directly connected with industrial networks, SCADvanceXP will not be able to detect it. SCADvanceXP only monitors industrial systems; hence, corporate networks must be protected by a different solution to provide the required level of security. Nonetheless, SCADvanceXP is dedicated to operating within industrial networks and does not have access to regular IT networks. It can be concluded that SCADvanceXP is a specialist tool providing desired security for industrial networks.

542. Remote work in the Finnish Defence Forces: Employees’ experiences of changes in organisational culture

Abstract:
This paper investigated what changes took place in the organisational culture of the Finnish Defence Forces during the COVID-19 pandemic, and also afterwards when remote work has remained permanently available to staff. A total of 468 employees of the Finnish Defence Forces participated in the study by reporting their experiences of changes in organisational culture. In the analysis of qualitative data, the Gioia methodology, which classifies the data into categories and themes, was used. Remote work creates challenges for leadership, and more equality, changed management competence, and remote work management skills were expected from management. However, it would seem that the organisational culture in the Finnish Defence Forces has developed in such a way that trust within the organisation is even stronger than before. Remote work has developed the personnel’s skills in managing digital tools as well as the employer image of the Finnish Defence Forces in the eyes of their personnel. This is the first study to map employees’ experiences of remote work from the perspective of changes in organisational culture in the Finnish Defence Forces. The research provides novel information that can be utilised in developing the operations and management of organisations. The Finnish Defence Forces have taken significant steps towards a modern work community. There are still some challenges to be solved in terms of how to improve leadership of remote work. A particularly important resource in resilience to change is the trust that is manifested in the organisational culture of the Finnish Defence Forces.

Abstract:
In recent years, threats to critical infrastructure have increased. This is primarily due to growing global threats and the digitalization of key operational processes, including those in the water sector. Consequently, the Government of Kosovo, in collaboration with relevant stakeholders, has placed significant emphasis on ensuring resilience in this sector. While Kosovo has legislative frameworks in place on protecting critical infrastructure, including the Water Law and Law on Critical Infrastructure, there are gaps in implementation. Furthermore, there is a lack of full alignment with the EU Water Framework Directive. Comprehensive integration and legislative amendments are necessary for effective water management.

Abstract:
This paper questions the effectiveness of the ongoing EU-led dialogue in normalizing relations between Kosovo and Serbia, despite various agreements made since 2011 when the process started. This paper argues that the current process is leading towards a scenario where “no solution is a solution” could become the default stance of the international community, particularly within EU capitals. This is a result of Serbia playing the long game and Kosovo the waiting game. Such an outcome would potentially carry devastating consequences as it cements the status quo, risks regional stability, maintains Kosovo’s isolation, and deepens interethnic tensions within Kosovo.

545. Strengthening Protection Mechanisms of Gender Based Violence in Kosovo

Abstract:
Femicide and insufficiently addressed gender-based violence represent major security concerns in Kosovo, yet they have not been adequately prioritized as immediate issues by the full spectrum of state mechanisms. Activists in Kosovo have consistently demanded that gender-based violence be declared and treated a national emergency, a plea that state institutions have not taken into consideration. Within just five days in April 2024, two women in Kosovo were victims of femicide, murdered by their partners. Gender-based violence and femicide pose significant security threats to women. From January to March 2024, 698 cases of gender-based violence were reported to the police, compared to 2,638 cases reported throughout 2023. Despite the high number of reported cases, many cases remain unreported due to the complex socio-economic challenges’ women face across different regions of Kosovo. There are several reasons highlighting the inadequacies in addressing the prevention of gender-based violence. Recent research conducted by the Kosovo Centre for Security Studies elaborates on several problems concerning gender-based violence in Kosovo. There are some of them: Women’s trust in security and justice institutions is critical for reporting gender-based violence. However, the leniency of the judicial system towards perpetrators and the prolonged duration of domestic violence cases discourage women from seeking justice. There is a lack of sensitivity and expertise among law enforcement authorities, especially in rural areas, to handle genderbased violence cases effectively. The absence of property ownership among women is a significant barrier to their economic independence and security. Despite legal provisions for equal property rights, women often relinquish their inheritance, leaving them with limited resources and options when facing violence. This lack of financial autonomy leaves women in a troubling situation where they may feel compelled to return to their abusers. Many women withdraw their complaints of gender-based violence due to third-party interventions, often under family pressure. There is a tendency among family members and officials to blame women for reporting abuse, further discouraging them from seeking help. Women reporting domestic violence often endure double discrimination from institutions, society, and their families. There is limited information about rights and available support services for victims of gender based violence in Kosovo. The lack of awareness intensifies feelings of vulnerability and exacerbates the sense of helplessness when seeking solutions. There is also insufficient investment in support services for victims and consequences for perpetrators. Insufficient and unstable funding for shelters poses a significant challenge to supporting survivors of domestic violence. Without adequate resources, shelters struggle to maintain essential services and meet the increasing demand for their services. There is also a lack of sustainable institutional support for victims, leading some to return to their abusers. Addressing gender-based violence and femicide requires a holistic approach from all institutions involved in handling cases arising from diverse circumstances. In this analysis, we aim to examine the shortcomings in implementing protection orders for victims and the physical protection of shelters and the Centre for Social Work (CSW) from perpetrators.

Abstract:
Membership of Kosovo in the North Atlantic Treaty Organization (NATO) is regarded as a national interest across Kosovo’s political spectrum and receives substantial public support. According to the 2022 Security Barometer by the Kosovar Centre for Security Studies (KCSS), an overwhelming 92 percent of all citizens in Kosovo are in favor of joining NATO. This support is even more pronounced among the Kosovo Albanians, where the approval rate soars to 99.5 percent. This is the only objective in Kosovo that enjoys this level of public backing. Kosovo’s Security Strategy 2022-2027 states ‘The irreplaceable aim of the Republic of Kosovo is NATO membership and integration as the mechanism that provides long-term strategic security’. NATO’s leading role in ending the 1999 war and averting a potential genocide in Kosovo is widely seen as a major reason behind the strong public support for the alliance. However, this sentiment has been reinforced by recent developments, such as the Russian invasion of Ukraine in February 2022, intensifying Kosovo’s appreciation for NATO membership. The urgency for Kosovo to join NATO is further heightened by the unresolved bilateral disputes with Serbia and the increasingly adversarial positions of Serbian President Vucic towards, as shown by a recent statement from him, which implies that on Kosovo, Serbia should learn from Azerbaijan, adding that: “They waited 27 years for special geopolitical circumstances”. The Banjska terrorist attack in September 2023, which is believed to have been orchestrated with the support of Serbian security institutions and in cooperation with Russia, reinforces the perception that Serbia sees a military solution to the “Kosovo problem”. Although Kosovo benefits from NATO’s protection via the KFOR mission, NATO’s stance on Kosovo remains status-neutral, with no significant advancement in NATO-Kosovo political relations since 2016. This paper delves into these challenges and seeks to explore the obstacles Kosovo faces on its path to NATO membership. Accordingly, this paper includes an analysis of the current NATO-Kosovo relations, options for Kosovo to enhance these relations and overcome key challenges, including exploration of the Partnership for Peace and the Membership Action Plan (MAP), a review of NATO accession processes in Albania, Montenegro and North Macedonia, and concluding remarks with recommendations.

The Western Balkans, a region with a complex history and significant geopolitical value, finds itself at the crossroads of influence from major external powers—Russia, China, and Turkey. Each of these countries extends its reach through various domains such as economics, culture, religion, politics, and security, exploiting both state and non-state mechanisms to cement their influence. This report delves into the strategies employed by these state actors, highlighting their individual and collective impacts on the strategic landscape of Bosnia and Herzegovina, Kosovo, Serbia, and Montenegro. The findings reveal how these external influences pose both opportunities and significant risks, shaping the regional dynamics and the future integration of these states into larger international frameworks such as the European Union (EU) and the North Atlantic Treaty Organization (NATO).

548. Can Price Controls Be Optimal? The Economics of the Energy Shock in Germany

Abstract:
In the wake of the global energy crisis, many European countries used energy price controls to fight inflation and to stabilize the economy. Despite its wide adoption, many economists remained skeptical. In this paper, we argue that price controls should be part of the policy toolbox to respond to shocks to systemically important sectors because not using them can have large economic and political costs. We put forward our arguments in two steps. In a first step, we analyze the impact on the German economy and society of the global energy crisis that followed Russia’s attack on Ukraine in February 2022. Our analysis shows that energy shocks matter. Specifically, the one-year GDP loss of the energy crisis 2022 amounts to 4 percent and is of a comparable magnitude to the short-run output losses during the COVID-19 crisis 2020 and the global financial crisis 2008. In addition, during the energy crisis 2022 inflation rates rose dramatically and real wages dropped more than in any other year in post-war Germany. There are also clear signs that the crisis is causing severe long-term economic damage (hysteresis effects). At the beginning of 2024, GDP is 7 percent and real wages are 10 percent below their pre-COVID-19 trend. We argue that the German government handled the immediate response to the energy shock well, but subsequently waited too long to introduce an energy price brake in 2022. This failure to act decisively in response to heightened economic insecurity coincided with a strong rise of the approval rates of the far-right AfD in the summer of 2022. We also show that the German energy price brake was an effective price stabilization policy for households, but did not protect the industrial base appropriately making it more likely that the German economy will continue to stagnate. In a final step, we turn to the use of price controls as an optimal policy response to an energy shock within a general equilibrium framework. We develop a simple production model with an energy sector and shows that price controls are socially optimal whenever selffulfilling expectations generate endogenous price uncertainty in the wake of an energy shock. We also link our analysis to the so-called sunspot literature that was developed in the 1980s as a response to the rational-expectations revolution in macroeconomics. Finally, we use our theoretical analysis to shed some light on the economic policy debate and the resistance of German mainstream economists to the introduction of energy price controls in 2022.

Russia’s invasion of Ukraine in February 2022 pushed Europe into a new era of instability. The fundamentals of the continent’s political and economic order are shifting as Russia’s brutal methods of war undermine the prospects of the slightest cooperation between Moscow and European states. Decades-old trade links have been severed, transport corridors rerouted, and people-to-people contacts have become more scarce than ever. Europe is reshaping its security architecture around Russia as the main threat, while Moscow frames its aggression against Ukraine as an existential defensive war with a duplicitous West. The only European region that stands out in this process of growing mutual alienation is the Western Balkans. More than a year into the war, Russia’s relations with several Balkan states appear to have undergone little change. Serbia is eagerly continuing with energy deals with Gazprom, Bosnian Serb leaders frequent Moscow on official visits, and some leading Montenegrin parties are sticking to pro-Russian slogans. 550. The Spillover Effect: The Gaza Conflict and Potential Ramifications to the Western Balkans

Abstract:
This report outlines potential security and geopolitical risks for the Western Balkans stemming from the war in Gaza. While none of these security challenges are inevitable, they are possible. Depending on whether the conflict in Gaza continues in its current form or whether it escalates in intensity and number of belligerents, there are at least three potential ramifications for the Western Balkans. The first concerns the potential radicalisation in the local Muslim communities involving anti-Semitism and acts of violence that could disrupt harmony between local religious communities. The second concerns the risk that if the conflict expands to engulf Iran and Hezbollah and potentially other regional actors, there is a risk that this security rivalry between Middle Eastern players like Israel and Iran will spread to the Western Balkans. Thirdly, depending on the geographical scope and duration of the conflict, there is a potentially high risk of a new refugee crisis impacting the region.
