Abstract:
Walter Rosenkranz is a long-standing politician of the far-right FPÖ. In 2024, he was elected First President of the National Council, which is the second most powerful office in Austria. Rosenkranz has a long history of making Islamophobic statements and policy proposals, and has transnational links with anti-Muslim actors.

Abstract:
Herbert Kickl is the current leader of the far-right Freedom Party of Austria (FPÖ), one of Austria’s major political parties that has shared power in various coalitions over the past three decades. It regained power, especially after mobilizing against immigrants and Muslims and is one of the main factors in the institutionalization of Islamophobia in Austria with many links to far-right anti-Muslim actors around the globe. Kickl invented the most successful anti-Muslim political campaigns of his party with slogans such as “Home, not Islam” (Daham statt Islam). Together with Viktor Orbán, Kickl established the Patriots for Europe (PfE or Patriots), the new far-right political group in the European Parliament, which has become the third-largest group ahead of the tenth European Parliament (2024-2029).

Tommy Robinson is a British anti-Muslim and anti-immigration activist. A co-founder of the racist English Defense League, Robinson believes Islam is a “disease” and Muslims are invading Europe. He has been connected to trans-national anti-Muslim activists and organizations, including PEGIDA. Robinson has had numerous criminal convictions and is currently serving time in jail.

Abstract:
Thomas Hoffmann is a full professor at the University of Copenhagen. He states that he specializes in a number of fields including Qur’anic Studies, Biblical Studies, Religion and Literature, Ritual Theory, and History of Religion. He was named a professor by the dean of the theological faculty. Hoffmann publishes in the weekly right-wing Weekendavisen and is a frequent commentator on contemporary Islam and Muslims in Denmark. He is also a member of several state institutions that advise the government on policies regarding religion and integration affairs. Hoffmann has styled himself as an authority on contemporary Islam, and his comments have promoted harmful stereotypes about Muslims.

Abstract:
Russia’s war of aggression in Ukraine poses multiple threats to international security, with nuclear safety and nuclear weapons returning to the forefront of global politics. Alongside verbal threats of using tactical nuclear weapons, Russia’s invasion plans have included attacks on nuclear power plants (NPPs), such as the shelling of the Zaporizhzhia complex in Ukraine. These actions raise critical questions about the application of international law to military operations involving NPPs and liability for resulting nuclear damage. This paper examines the scope of international law in such scenarios and concludes with implications from the perspective of strategic studies and NATO nuclear policy.

Abstract:
The crises of the past few years have significantly affected the volumes of official development assistance (ODA) – also known as aid – provided by traditional donors. 2023 marked the fifth consecutive year for increased ODA allocations globally: total volumes reached 223.7 billion US dollars, a significant increase from the 160 billion US dollars provided in 2019. The succession of the Covid-19 pandemic, the Russian war of aggression against Ukraine and, most recently, the flare-up of the Israel-Palestine conflict contributed to such increase. Absolute volumes however position members of the Organisation for Economic Co-operation and Development’s Development Assistance Committee (OECD DAC), that is, traditional donors, still far away from the United Nations target of allocating 0.7 per cent of gross national income (GNI) to ODA – in 2023, the OECD average hovered around 0.37 per cent.[1] Although this percentage is the highest in 55 years,[2] the need for concessional finance for developing countries has arguably never been more urgent. The challenges brought about by an ever-worsening climate crisis, coupled with long-standing issues such as poverty and poor health are enough to justify increased ODA, according to practitioners.[3] These figures are usually (and rightly) discussed from such outward impact perspective – how will a less generous donor affect the beneficiaries whose livelihoods its ODA supports? The input dimension, that is, whether these policies align with a country’s public sentiment on ODA, is however relatively less explored. ODA is public funding, so it might be legitimate to ask: where does public opinion stand on aid, and what could this possibly mean for development policy and practice?

Russia’s war against Ukraine has brought back to the spotlight the question of China’s (officially the People’s Republic of China, PRC) potential attack on Taiwan (officially the Republic of China, ROC). Beijing claims that the island is one of its provinces, whereas the current Taiwanese government maintains that it is already an independent country. A conflict over Taiwan – or even a Chinese blockade of the island – would have immediate economic and political implications for Europe which will likely impose sanctions on the PRC, the EU’s second-largest trading partner.[1] The EU is not a security actor in East Asia, but has some formidable – and unique – soft power assets that could be leveraged to promote dialogue and understanding between China and Taiwan, with the objective of reducing tensions in the area and maintaining the status quo.

Recent geopolitical crises and the Covid-19 pandemic have exposed weaknesses in global supply chains, leading to disruptions in the flow of goods and creating shortages. The semiconductor shortage crisis between 2020-2021 exacerbated these issues, particularly affecting industries reliant on chips. This crisis prompted governments and industries to prioritise resilience and independence in supply chains. This paper examines the causes, effects and implications of the supply chain crisis, focusing on the economic relations between the EU and South Korea. Both parties recognise the importance of addressing supply chain vulnerabilities and have initiated collaborative efforts to strengthen critical industries like batteries and semiconductors. Moving forward, strategic collaboration between the EU and South Korea will be crucial for effectively addressing the supply chain crisis. Measures such as enhancing supply chain resilience, investing in research and development and fostering technological cooperation are essential for ensuring economic stability and navigating future challenges.

530. Italy’s National Energy and Climate Plan and Road Transport: An Appraisal

Abstract:
The Italian government has recently submitted the final version of its National Energy and Climate Plan (NECP),[1] which outlines Italian measures to achieve its national climate targets by 2030 in line with the objectives set by the European Union. To do so, Italy has put forward targets, strategies and measures also for the decarbonisation of transport, which remains among the hardest to decarbonise. While Italy’s greenhouse gas emissions due to energy consumption have decreased by 21 per cent from 1990 to 2022, those related to transport have increased by 8 per cent in the same period. Moreover, the transport sector accounted for 27 per cent of national emissions in 2022, with road transport alone accounting for 92 per cent of those emissions.[2] Against this backdrop, it is important to assess the main targets and political implications of Italy’s NECP related to both private cars and heavy-duty road transport (buses and trucks) in order to identify potential gaps and opportunities to reach Italy’s climate targets.
