Abstract:
The Russian economy has been enjoying a period of robust growth, thanks largely to steadily rising terms of trade. The challenge confronting policy-makers is to facilitate Russia's transition into a period of self-sustaining, investment- and innovation-led growth. This will require a sound macroeconomic policy framework to manage the economy's adjustment to sustained high oil prices and a range of structural reforms aimed at creating better framework conditions for business.

Abstract:
Managing migration has become a priority for policy makers both in developed and developing countries; it is a difficult challenge indeed. Large immigration or emigration flows relative to domestic population's impact on almost all aspects of an economy and society: family structures, community life, educational and health systems, labour markets, security systems, governance and institutions. Despite the inherent difficulties in policy making, there is a growing awareness that if management can be improved, important gains for both migrant-receiving (“host”) and migrant-sending (“home”) countries may be generated. Effective management can furthermore mitigate the risks associated with migration.

Milan ranks among wealthy OECD metropolitan regions and is often identified with the “Made in Italy” brand on the international arena, notably for fashion and design. Once a successful industrial city, Milan has grown into the core of a wider industrial metropolitan region that is home to more than 7 million people. Industrial activities still drive the region's periphery while the centre of Milan is veering towards becoming a service platform for a significant share of northern Italy. Milan's historical skills endowment and its advantageous geographic location could underpin its ambition to become a southern European and Mediterranean capital, supplying advanced services and new technologies while remaining an international capital of fashion and design.

Abstract:
Ireland has continued its exemplary economic performance, attaining some of the highest growth rates in the OECD. After a remarkable decade, per-capita income has caught up with and overtaken the EU average. Further progress will require strong productivity growth and continued increases in labour supply. These challenges are familiar to most OECD economies. But it also faces some issues that are less common: it is going through a transition phase in upgrading its social services; infrastructure levels need to catch up with the boom in activity and population that has occurred over this period; and it has to manage some sizeable macroeconomic risks.

Abstract:
The European Union (EU) has long been a provider of diplomatic and technical support for the enhancement of international controls governing arms transfers. In June 1998, the EU Code of Conduct on Arms Exports (EU Code) was developed and agreed among member states. The EU Code includes a list of eight criteria designed to guide decisions on whether to grant or refuse export licence applications, as well as a number of operative provisions designed to aid its implementation, including, for example, a system for circulating reports among member states concerning both licences granted and applications denied. Subsequently, the EU has developed a number of other instruments and strategies.

This strategy involves the use of professionally developed core messages and dissemination strategies to impart knowledge to, shape the perceptions and change the behaviour of the civilian community towards SALW. Collecting quality data is a prerequisite for developing any SALW Awareness activities.

Abstract:
In most countries within South Eastern Europe a combination of past conflict and weak, but developing state institutions has resulted in varying degrees of control over the possession, use and trade in weapons in the first few years of the decade. Limited police performance, corruption and the growth of organised crime and trafficking networks, have effectively served to both justify illicit weapons possession in the minds of many, and also allowed for undesirable transfers and possession of illegal Small Arms and Light Weapons (SALW). Problems with co-operation and exchange of information, either at the national level between the different relevant departments or agencies, or internationally between governments, have also been evident.

4879. Armed Violence Report

Abstract:
Armed violence data gathering systems in countries in South Eastern Europe (SEE) vary in quality and coverage of the population. No single country embodies best practices by itself. The lack of continuous monitoring means that data has sometimes been generated by research that attempts to recover information on armed violence retrospectively. Different methods for doing this offer differing degrees of reliability; analysis of media reports and SALW Perceptions Surveys offer an important substitute for continuously gathered data, but are unreliable for a number of reasons. Other studies have been obliged to recover data from past records, which were not designed for storing data specifically on armed violence. In other cases, individual institutions have conducted their own data gathering, and have supplied useful fragments of a comprehensive picture of the problem.

In March 2006 SEESAC commissioned an Education Consultant to determine the need for a school curriculum on small arms throughout the Western Balkan countries through consultation with relevant stakeholders, a review of available literature on the subject of small arms, children and youth, and examination of evaluation reports from previous risk education projects conducted in South Eastern Europe (SEE). This report is one of a series of publications on this issue.
