4691. EU Commercial Policy in a Multipolar Trading System

Abstract:
In recent years, the bipolar multilateral trading system of the post-war years has given way to a multipolar alternative. Although many specifics have yet to be determined, some contours of this new trade policy landscape are coming into focus and in this short paper I examine their implications for the European Union's external commercial policy. Particular attention is given to both the state of business-government relations and the propensity to liberalise under the auspices of reciprocal trade agreements by Brazil, India, and China; the potential new poles of the world trading system. I consider the likely consequences of these developments, plus factors internal to both the European Union and the United States, for the possible con-tent of future multilateral trade initiatives.

Russia and the US agree on many more security issues than cause dispute between them. Neither expects war or major conflict with the other as an act of deliberate policy. The two states agree they are not military enemies. They have no military strategic interests of a bilateral nature that are fundamentally antagonistic.

Ben Nelson, D-Neb., and Minority Whip Trent Lott, R-Miss., will lead a U.S.-Russia Inter parliamentary Group is one of the few open channels for a broad dialogue by the two countries on the state of the badly frayed relationship. The visit, therefore, on the heels of Secretary of State Condoleezza Rice's recent meetings in Moscow, presents an important opportunity for the United States and Russia to pull back from an emerging pattern of unnecessary and possibly dangerous disputation.

The EastWest Institute (EWI) organized an informal roundtable discussion with the goal of presenting the Conflict Prevention Program's flagship project, the International Task Force on Preventive Diplomacy (ITFPD) to the international community based in Brussels. The roundtable also aimed to engage the Brussels community in a brainstorming exercise that would generate constructive feedback on the project. The roundtable convened 15 participants from NGOs based in Brussels, European institutions and foreign governments – all of whom attended in their personal capacities as specialists in the fields of conflict prevention and/or preventive diplomacy.

On April 25, 2007, the EastWest Institute, together with the Kennan Institute, organized in Washington DC a two-hour roundtable discussion on the current state and outlook for US-Russia relations. The roundtable used President Putin's speech presented to the 43rd Conference on Security Policy in Munich on February 10, 2007 as a point of reference. The purpose of this gathering was to examine strategies and approaches to reverse the significant decline in Russian-American relations over the last several years. The seminar was attended by 20 prominent experts from the US and Russia, including foreign policy advisors, representatives of the academic, business, and NGO communities, and mass media. Topics discussed included the most important issues on the US Russia geostrategic agenda: arms control and nuclear nonproliferation, international energy, Russia's WTO accession, trade and economic cooperation, mutual perceptions and role of the media.

In 2005–2006 the EastWest Institute (EWI) and the Association of Municipalities of the Kaliningrad Oblast (AMOKO) realized a joint project, «Reforming Municipal Finance of the Kaliningrad Oblast through Performance Budgeting». Carried out with financial support from the Swedish International Development Cooperation Agency (SIDA), the project was a contribution to the Russian national program of modernization of budget management systems at the regional and municipal level in accordance with the best world and European practices.

Energy security has re-surfaced as a headline issue in the policy councils of Europe and the Americas in a way not seen since the 1970s. On the one hand, some leaders believe that there is a new energy rivalry with ominous geopolitical overtones, and they look at Russia and China with suspicion in this regard. On the other hand, at a more commercial level, there has been rising uncertainty about oil supply and demand, because of political instability in the Persian Gulf and rampant consumption in the major industrial countries and emerging economies. Price volatility, long a feature of the oil market, reached levels not seen for some years, leading to fresh concerns about 'peak oil'.

Abstract:
With the beginning of negotiations, Turkey has, froom the legal perspective according Article 49 EUV, the right to join the EU, but the EU does not have the obligation to take Turkey in. The European Council's Turkey resolution at its December 2004 Summit foresees a guarantee clause: If accesion of Turkey is not accomplished, yet both sides still have an interest in deeper cooperation and integration, then "it must be ensured that the candidate state concerned is fully anchored in the European structures through the strongest possible bond". The key question is which model would then work best for Turkey: supranational integration (accession) or intergovernmental cooperation (Privileged Partnership, Extenden Associated Membership, European Economic Area Plus). The model of Gradual Integration shows a new, a third way of integration this model proposes a new dynamic method of intergovernmental integration, including decisiom-making rights for Turkey, from which a new sui generis form of membership could result.

Abstract:
This study argues that the forms of identity relations that the European Union (EU) establishes with outsider states shapes the Union's ability to postively influence conflicts involving those states. The European identitiy promoted by the EU embodies both inclusive and explosive aspects. While the EU has invoked the inclusive aspects of its identity in relation to the states in Central and Eastern Europe, it has constructed Morocco to be inherently different, and fluctuated between inclusion and exclusion in the case of Turkey. These various identity relations have shaped the EU's impact on Polish-German, Spanish-Moroccan, and Greek-Turkish relations show how an inclusive EU can contribute to the resolution of conflicts on its borders, the cases of Spanish-Moroccan and pre-1999 Greek-Turkish relations demonstrate how an exclusionary EU can end up aggravating the conflicts.
