4591. Building security in its neighbourhood through the European neighbourhood policy?

Abstract:
“Building security in our neighbourhood” is one of the three objectives of the European Security Strategy (ESS) .This document, which was approved by the European Council in December 2003, defines the major threats and security objectives of the European Union. The three objectives identified addressed the key threats (terrorism, proliferation of weapons of mass destruction, regional conflicts, state failure, and organised crime), building security in the neighbourhood, and building an international order based on effective multilateralism. Among the three, two of them are linked to the EU's neighbourhood. The objective of addressing the key threats only indirectly relates to the areas surrounding the EU. Not all of these security challenges coming from the EU's neighbourhood area are specific to the region; however, the impact of these challenges on EU security, either real or perceived, can still be greater because of geographical proximity. On the other hand, the objective of building security in the neighborhood is directly related to the areas surrounding the EU.

Abstract:
The Istituto Affari Internazionali (IAI) and the Center for Global Counter Terrorism Co-operation (Center) convened a brainstorming on 11 - 12 July in Rome on “Implementing the UN General Assembly's Counter-Terrorism Strategy: Addressing Youth Radicalisation in the Mediterranean Region. Lessons Learned, Best Practices and Recommendations.” The event was organised in co-operation with the Italian Ministry of Foreign Affairs, the German Ministry of Foreign Affairs and the Centro Studi sul Federalismo (Turin), with the support of the Compagnia di San Paolo. The participants included experts from the UN and other multilateral bodies, officials from the Italian and German governments, and academic and other non-government experts from the United States, Europe and the Middle East and North Africa (MENA) region. The meeting also included a roundtable of representatives of the “Consulta Giovanile per il Pluralismo Religioso e Culturale” (Youth Consultative Council), a youth advisory board recently established by the Italian Ministries of Youth and Sport and Interior to enhance the role of youth in promoting dialogue and tolerance among different cultures and religions. The Rt. Hon. Giovanna Melandri, the Italian Minister for Youth Policies and Sport addressed the brainstorming.

Abstract:
Immigration matters have become one of the most important topics of the Community debate. An integrated approach to immigration whereby issues relating to development cooperation, migration management, integration and security policy might be considered together. However, given that the reality of immigration across member states is extremely varied, it is by no means obvious what the objectives and/or priorities of these integrated policies on immigration should be, nor is it clear to what extent there is room to pursue the development of EU common policies in this field. The premise underlying the one-day seminar was that Italy and Spain are two major stakeholders in any joint venture in the field of immigration and bilateral cooperation with third countries, be they common policies or simple multilateral cooperation ventures.

The European University Institute, the Istituto Affari Internazionali, and the Institute for Human Rights at Åbo Akademi University organized a workshop "The New Human Rights Council: The First Two Years" on 7-8 November 2007 in Florence. The purpose of the workshop was to evaluate and assess the potentials of the newly established United Nations Human Rights Council in promoting universal respect for the protection of all human rights and fundamental freedoms.

4595. Performance-Based Incentives for Health: A Way to Improve Tuberculosis Detection and Treatment Completion?

Abstract:
Tuberculosis is a public health emergency in Africa, Eastern Europe, and Central Asia. Of the estimated 1.7 million deaths from TB, 98 percent are in the developing world, the majority being among the poor. In order to reach the MDG and the Stop TB partnership targets for 2015, TB detection rates need to double, treatment success rates must increase to more than 7075 percent, and strategies to address HIV-associated TB and multi-drug resistant TB must be aggressively expanded. DOTS, the internationally-recommended TB control strategy is the foundation of TB control efforts worldwide. A standard recording and monitoring system built on routine service-based data allows nearly all countries in the world to track progress in case detection and treatment completion through routine monitoring. This provides a good base for measuring the impact of different strategies for improving TB control outcomes.

The Commitment to Development Index (CDI) ranks 21 of the world's richest countries on their dedication to policies that benefit the five billion people living in poorer nations. Moving beyond simple comparisons of foreign aid, the CDI ranks countries on seven themes: quantity and quality of foreign aid, openness to developing-country exports, policies that influence investment, migration policies, stewardship of the global environment, security policies and support for creation and dissemination of new technologies.

4597. Moving Toward A Consensus on Climate Policy: The Essential Role of Global Public Disclosure

Abstract:
Among climate scientists, there is no longer any serious debate about whether greenhouse gas emissions from human activity are altering the earth' s climate. There is also a broad consensus on two issues related to reducing emissions. First, developing countries must be full participants in global emissions control, because they will be most heavily impacted by global warming, and because they are rapidly approaching parity with developed countries in the scale of their emissions. Second, efficient emissions control will require carbon pricing via market-based instruments (charges or cap-and-trade). These points of consensus are sufficient to establish a clear way forward, despite continued disagreements over the choice of specific instrument and the appropriate carbon charge level. Since all market-based systems that regulate emissions sources require the same emissions information, the international community should immediately establish an institution mandated to collect, verify and publicly disclose information about emissions from all significant global carbon sources. Its mandate should extend to best-practice estimation and disclosure of emissions sources in countries that initially refuse to participate. This institution will serve four purposes. First, it will lay the necessary foundation for implementing any market-based system of emissions source regulation. Second, it will provide an excellent credibility test, since a country's acceptance of full disclosure will signal its true willingness to participate in globally-efficient emissions reduction. Third, global public disclosure will itself reduce carbon emissions, by focusing stakeholder pressure on major emitters and providing reputational reward s for clean producers. Fourth, disclosure will make it very hard to cheat once market-based instruments are implemented. This will be essential for preserving the credibility of an international agreement to reduce emissions.

Abstract:
The Soviet Union's collapse brought to surface a complex ethno-political situation in the territory it formerly spanned. Changes in interstate boundaries separated various ethnic populations from their perceived homelands. This post-Soviet landscape has created policy dilemmas for the Russian government, as some 25 million Russians found themselves living outside the borders of the Russian Federation. How Russian leaders have dealt with issues pertaining to its 'compatriots' in the non-Russian Soviet successor states has become a subject of interest to Western observers. In particular, Western analysts have been observing the expression of 'ethnic diaspora' issues in Russian foreign policy.

4599. Staying the course - The Options of the West in the Face of Belarus

Abstract:
The West should keep a close eye on Belarus. Events during recent weeks have resulted in some unexpected shifts in Belarus' foreign policy. Apparently, President Lukashenko now sees the main challenge to his power to be coming from Russia's direction, and feels the need to look for support from the West. Over time, this could also herald some potentially far-reaching changes inside the country. One should not expect Lukashenko's regime to vanish overnight. Despite the increases in gas and oil prices, the country's economic situation is likely to remain stable for the foreseeable future. What is more, the political opposition remains weak and fragmented. The Belarusian foreign policy line is not developing within the “Russia-West” axis only. In reality, the Minsk contacts are more diversifi ed than is sometimes believed. Most visible are the ties with Venezuela, Iran, and China, as well as some other Latin American and Arab countries. The Western actors should be cautioned against taking Lukashenko's recent overtures at face value. It is quite likely that they may end up being deceived and merely help Lukashenko perpetuate his regime. More importantly, by rushing to embrace Lukashenko, the West would only discredit its own liberal agenda as well as betray the very opposition forces in Belarus that it has sought to cultivate. Despite the rapid pace of recent events, the West should be in no hurry to react. Time remains to follow the developments. The West – especially the European Union – should voice its continued support for the liberal agenda of the genuine opposition in Belarus and be ready to approach the country with a generous programme of rapprochement should the ice begin to thaw in the as yet frozen river.

4600. A Collapsing Façade – The Russian Duma Election in perspective

Abstract:
The Duma election and its results reinforce the prevailing undemocratic trends in Russia. The changes in electoral laws, the election campaign and its biased coverage in the Russian media, the Russian authorities' hostile attitude towards international election observation and the so-called Putin's Plan leave very little hope of democratic pluralism developing in Russia anytime soon. Russia's political system has been built gradually over the years. The system aims at controlling the competition for power and securing the political elite's interests. The system is characterised by non-transparent and manipulated political processes, misleading doublespeak on democratic norms, and the misuse of soft and hard administrative resources. Putin's overwhelming popularity does not compensate for the lack of democratic accountability. Likewise, his possible premiership would not strengthen parliamentarism in Russia because the decision is driven by instrumentalism towards political institutions. Instead, it would create a dangerous precedent for an ad hoc separation of power. Western actors should be more aware that the stability that Putin is often praised for bringing about is not build on solid ground, and they should change their policies accordingly. Promoting democracy – and thus longterm stability – in Russia is in western actors' interests.
