4221. Chechnya Weekly: Five Rebels Killed in Ingushetia; Opposition Postpones Protest

Abstract:
Security forces in Ingushetia killed five militants during a special operation conducted in the city of Karabulak on June 11. Itar-Tass quoted law-enforcement sources in Ingushetia as saying the militants, who were holed up in a house, were blockaded by security forces, who called on them to surrender. Instead, the militants opened fire, and a battle ensued in which the five rebels were killed. According to the sources, the house in which they were holed up caught fire during the shootout. Itar-Tass quoted a military source as saying that one of the militants was killed when he tried to escape, after which the rest were killed in the battle. The news agency also reported that a woman was among the five dead militants. According to the opposition Ingushetiya.ru website, the woman killed in the battle owned the house where the militants were staying and her son was among those killed. Life.ru on June 11 quoted a law-enforcement source as identifying the slain woman and her son as having the surname Abalakov and saying that they had recently arrived in Karabulak.

4222. Georgia and Russia: Clashing over Abkhazia

Abstract:
With the dispute between Georgia and Russia in a new, dangerously confrontational phase, the risk of war in the South Caucasus is growing. Concerned by NATO's plans for further extension to former Soviet republics and Kosovo's unilateral but Western-orchestrated independence, Russia has stepped up manipulation of the South Ossetia and Abkhazia conflicts. Georgia remains determined to restore its territorial integrity, and hawks in Tbilisi are seriously considering a military option. Both sides need to recognise the risks in current policies, cool their rhetoric and cease military preparations. Russia should cease undermining its peacekeeper and mediator roles and be open to a change of negotiating formats. Georgia should adopt a new approach to the Abkhaz, encouraging their links to the outside world to lessen dependence on Russia and emphasising incremental con­­fidence building to establish the mutual trust needed for successful negotiations. The U.S. and European Union (EU) should be firm and united in cautioning both Moscow and Tbilisi against military adventures.

Abstract:
A review of America's post-Soviet strategy toward Russia is long overdue. The illusions that once guided policy are now at an end. What is needed is a dispassionate approach to Russia, wherein Americans would neither magnify nor excuse the virtues and vices of the Russian Federation but would accept the following realities: Russia is unlikely to become integrated into the Euro-Atlantic community and is unwilling to adjust its foreign policy priorities accordingly; There is broad-based support within Russia for the direction in which Vladimir Putin has taken the country; Russia has undergone a genuine—if limited— recovery from the collapse of the 1990s; Washington lacks sufficient leverage to compel Russian acquiescence to its policy preferences; and On a number of critical foreign policy issues, there is no clear community of interests that allows for concepts of "selective partnership" to be effective.

Abstract:
The political situation in much of the Middle East and North Africa (MENA) region is subject to persistent tension due to the Arab–Israeli conflict, the war in Iraq and its spillovers to other countries, and sporadic upsurges of terrorism. In addition, some countries face serious domestic political tensions, a lack of political openness, and the increasing popularity of Islamist opposition groups. Economically, fast demographic and labor force expansion has led to high un- employment and slow growth in per capita incomes. Unsustainable management of the environment and natural resources further threatens prospects for long-term economic growth. In this context, increased economic cooperation between the MENA countries, on the one hand, and the United States and the European Union (EU), on the other, aims not only at promoting growth and development but also at fostering more stable political environments.

Abstract:
Although the idea of a “League of Democracies” usefully reflects the urgent need to rebuild the legitimacy of U.S. democracy promotion, it is a problematic idea. It rests on the false assumption that democracies share sufficient common interests to work effectively together in a large group on a wide range of global issues. Such a league could aggravate rather than alleviate global sensitivities about the close association between U.S. democracy promotion and the U.S. global security agenda. The next U.S. president should opt instead for more flexible, case-by-case partnerships to fit specific issues and contexts.

Throughout Russia's history, the weakness of institutions and laws has ensured that the successor regimes rarely, if ever, turn out as intended by the previous ruler. Instead of continuity, the national tradition of highly personalized government often produces a very different political organism ostensibly from the same institutional framework. Yet with former president Vladimir Putin's staying on as a kind of regent–prime minister to the dauphin-president Dmitri Medvedev, at least for the next few years, the ideology, priorities, and policies of the Putin Kremlin—what might be called Putinism—are almost certain to inform and guide the Medvedev administration. The name Fethullah Gülen is virtually unknown in the United States. Self-exiled here for more than a decade, this prominent Turkish theological and political thinker is the leader of a movement estimated conservatively to have more than a million followers in Turkey. The movement controls a business empire of charities, real estate, companies, and schools. Thousands of Gülen's followers populate Turkey's bureaucracies. AEI's Michael Rubin believes that, just as many people remained clueless or belittled concerns about Ayatollah Ruhollah Khomeini's intentions in Iran thirty years ago, many may be making the same mistake today about Gülen, who professes to want to weld Islam with tolerance and a pro-European outlook. Rubin introduces us to a man who could play a prominent role in Turkey's future at a time when Turkey's "secular order and constitutionalism have never been so shaky."
