4041. Reshaping Civil Society in Morocco: Boundary Setting, Integration and Consolidation

Abstract:
This paper looks at the dynamics affecting the development of civil society in Morocco within the context of the European Neighbourhood Policy. It explores cooperation mechanisms in three domains of civil society endeavour – women's rights, human rights and socio-economic rights. In each area, the paper examines the kinds of mechanisms and opportunities emerging for the promotion of civil society, and which forms of action and stances taken by civil society have been encouraged (or otherwise). The paper contends that the development of civil society has triggered different responses by the state and international community. While civil and political rights have preoccupied domestic and international actors, socio-economic rights have long been absent from their agendas. Yet it is argued here that shifting responsibility for issues in the socio-economic domain to civil society is highly problematic under the current circumstances of state building, and poses risks of further ruptures in Moroccan society.

4042. The multiple paradoxes of the agriculture issue in Central Asia

Abstract:
Agriculture constitutes one of the main sectors in the economies of Central Asia: cotton production and export, mainly in Uzbekistan and Turkmenistan, and to a lesser extent in Kazakhstan and Tajikistan; a booming grain sector in Kazakhstan; and a long tradition of vegetable cultivation throughout the region. The agrarian question is a sensitive one since the population is still predominantly rural in four of the five republics (all except Kazakhstan) and because food safety is not ensured in the two poorest states (Kyrgyzstan and Tajikistan). Land reform would be a priority for the growth of investment, increased productivity, and, consequently, the reduction of rural unemployment and poverty. However, pressed by the choice of cotton versus self-sufficiency in food production, the Central Asian states remain hesitant. They must also manage many structural problems, including high levels of corruption in the agrarian administrative organs, the opacity of decisionmaking structures for the export of production, quasi-slavery in some impoverished rural areas, child labour, and serious environmental problems related to the overuse of the soil.

Abstract:
The first permanent European Council President and second High Representative for EU foreign policy have been chosen. After weeks of speculation, the question of who will occupy the roles has now been answered: Herman Van Rompuy will take office as European Council President on 1 January 2010; and Catherine Ashton will be appointed the EU's foreign affairs chief on 1 December 2009. The presidency of the European Council has until now been performed by the head of State or government of the member state holding the rotating presidency, but the Lisbon Treaty clearly stipulates that from its entry into force, the President of the European Council may not hold national office. The position of a High Representative had previously existed, but the function has been significantly re-written by the Lisbon Treaty. So, in addition to new faces, there are also new unknowns. The question of precisely what powers the President and High Representative will exercise remains largely unknown, as it is not yet clear how they will perform as individuals and in tandem. Nevertheless, the Treaties give at least a general indication of the powers these two leaders will wield.

4044. Understanding Klaus: The Story of Czech Eurorealism

Abstract:
It is somewhat ironic that Czech eurosceptics managed to delay the ratification process of the Lisbon Treaty at a time when they seem to be in decline as a political force. President Klaus and his allies are becoming increasingly isolated within Czech political circles and lack the support of any established political party other than the Communists. The twin pressures of domestic vote utilisation and socialisation at the EU level are making Czech eurorealists within the Civic Democratic Party less eurosceptic. It is still too early to speak of any complete change within the party, however, and any evidence of a reorientation of the party's EU policy remains ambiguous.

4045. Re-setting the Eastern Partnership in Moldova

Abstract:
Recent political changes in Moldova offer a window of opportunity for both EU-Moldova relations and for the Eastern Partnership. In the next few months, the EU should move quickly to consolidate the reform process in Moldova. In particular, the EU should send a group of high-level EU policy advisors to the country for the purpose of promoting reform of law-enforcement agencies. Leaders from the EU and its member states should also undertake a series of high-profile visits to Moldova to demonstrate support for reforms and European integration. Finally, the EU should support visible projects that have a quick policy impact, and will have broader relevance for Moldova's modernisation. Such projects could include equipping the entire country with free wireless internet access, the liberalisation of air travel between the EU and Moldova, replacing the corrupt traffic police with speed cameras and traffic patrols and moving forward on liberalising visas for Moldovans.

Central Asia faces a broad range of security challenges. Due to the region's position at the crossroads between Russia, China, Afghanistan, Pakistan, Iran and the Caspian Sea it is confronted with a range of trans-national issues such as drug trafficking, human trafficking, organised crime and terrorism. Central Asia also encounters specific regional threats including scarcity of water resources for generating power and irrigation purposes, which is currently causing tension. On a national level the five Central Asian republics face the threat of instability due to bad governance and the harsh impact of the economic crisis.

Little is heard these days about REACH, the new EU Regulation on the Registration, E valuation, Authorisation and Restriction of Chemical substances. For the general public and non-specialised EU observers, the ongoing implementation of what is perhaps the biggest EU regulation ever undertaken appears to be proceeding in serene tranquillity. What a contrast with the turmoil and hectic debates that raged between mid-2003 and December 2006, when this new EU chemicals regulation (of some 850 pages) was finally enacted.

4048. Who can be trusted after the financial crisis?

Abstract:
The financial crisis has damaged citizens' trust in public institutions, especially the confidence that European citizens invest in the European institutions. The results of major public opinion surveys show a severe decrease in citizens' trust in the immediate aftermath of the financial crisis with a slight recovery nine month later. In particular, citizens' net trust in the European Central Bank hit an historical low point in the aftermath of the financial crisis with a majority of people distrusting that institution. A variety of other surveys also show that confidence levels in the free market economy have decreased in most of the largest economies and demand for stronger state regulation has increased on both sides of the Atlantic. The key question now is whether this loss of confidence is a temporary or permanent phenomenon, which would have important consequences for the economy and for the proper working of the European institutions.

In October 2009, the lion's share of media and political attention given to the ratification process of the Lisbon Treaty in the Czech Republic has been devoted to the antics of the President, Václav Klaus. However, it is important to point out that the process is being delayed not only by the President's reservations and requests for a Czech (quasi)opt-out from the EU Charter of Fundamental Rights, but also by the pending review of the Treaty by the Czech Constitutional Court (CCC), which is set to give a second ruling on the Lisbon Treaty on November 3 rd, having delivered its first decision in autumn 2008.

Abstract:
This paper looks at the dynamics affecting the external dimensions of the EU's labour immigration policy. It assesses the role and functions of mobility partnerships as a mechanism for governing circular migration schemes that allow the temporary movement of individuals for employment purposes between EU member states and non-EU countries. The paper argues that given the actual origins, rationale, conditional nature and kinds of circular migration policies advocated by these partnerships, they should be considered 'security' partnerships for the participating EU member states and to a limited extent for the non-EU countries. At the same time, they could be regarded as 'insecurity' partnerships for the coherency and legitimacy of the EU's labour immigration policy, as well as the liberty and security of the third-country workers.
