3911. The European Union and Political Cleavages in Turkey

Abstract:
This article examines how the Turks' views of the European Union align with notions of a center-periphery cleavage in Turkish politics. Traditionally, pro-European views have been associated with the more prosperous, better-educated "center," whereas the rural, less educated and more religious Turks of the "periphery" have been less supportive of aspects of Europeanization. Examination of 2002 survey data finds that more religious voters were less supportive of the EU. However, analysis from a similar survey done in 2006 finds the religious factor to be insignificant whereas education, typically associated with the "center," is now related to negative feelings toward the EU. This turnabout is reflected as well in the positions of Turkey's two major parties and can be attributed to how each side of this cleavage views the benefits of closer ties to the EU.

Abstract:
The Turkish proposal of a Caucasus Stability and Cooperation Platform (CSCP), and its impact on existing EU initiatives covering the same region, represents a challenge for the future shape of the European neighborhood. This article analyzes the evolution of the CSCP since its launch in summer 2008 until now and presents the platform's approach and main ideas. A core question will be whether the Turkish proposal will be complementary to or in competition with other European initiatives such as the Eastern Partnership or the Black Sea Synergy. Different stakeholders' perceptions of the CSCP will also be outlined. Finally, an outlook will be given which will explore Turkey's role for the stability at the EU's south-eastern borders as well as its impact for the European Neighborhood Policy.

3913. The Mechanics of Regime Instability in Latin America

Abstract:
The paper is narrowly addressed to a single puzzle: How did it happen that countries that attempted to install democracy earlier enjoyed it less frequently? Regime dynamics are driven by two mechanisms: (1) Democracies become more durable as per capita income increases, and (2) Past experiences with democracy destabilize both democracies and autocracies. As a result, countries that experiment with democracy at lower income levels experience more regime instability. Moreover, until they reach some income threshold, at any time such countries are less likely to be democratic than countries that first enter democracy when they have higher incomes. Hence, paradoxically, the resistance of European monarchies against democracy resulted in democracies that were more stable than those following postindependence attempts in Latin America.

In 2003, trying to convince member states to reform the United Nations, former secretary-general Kofi Annan contended at the General Assembly that the international community was at ''a fork in the road'': in his mind, member states had to decide whether it is possible to continue on the basis agreed in 1945, when the UN was founded, or whether radical changes are needed. With current calls for a ''new BrettonWoods'' to respond to the ongoing economic crisis, Annan's judgment can be applied to the whole multilateral system today. Never has reform seemed so necessary. The coming challenges and threats call not only for collective action, but also for effective institutions, legitimate rules, and global mobilization, which is precisely what multilateralism is about.

Until now debates on initiating dialogue with the Taliban have mainly focused on the Afghan Taliban, whereas many of the difficulties that U.S. and NATO forces are facing stem from the militant spillover from Pakistan. This brief outlines why it is important to broaden the debate through a disaggregation of the major factions of the Pakistani Taliban and discusses in what sense a “good, bad and ugly Taliban” distinction can be a viable policy option.

3916. The Estimated Trade Effects of the Euro: Why Are They Below Those From Historical Monetary Unions Among Smaller Countries?

Abstract:
Andy Rose (2000), followed by many others, has used the gravity model of bilateral trade on a large data set to estimate the trade effects of monetary unions among small countries. The finding has been large estimates: Trade among members seems to double or triple, that is, to increase by 100-200%. After the advent of EMU in 1999, Micco, Ordoñez and Stein and others used the gravity model on a much smaller data set to estimate the effects of the euro on trade among its members. The estimates tend to be statistically significant, but far smaller in magnitude: on the order of 10-20% during the first four years. What explains the discrepancy? This paper seeks to address two questions. First, do the effects on intra-euroland trade that were estimated in the euro's first four years hold up in the second four years? The answer is yes. Second, and more complicated, what is the reason for the big discrepancy vis-à-vis other currency unions? We investigate three prominent possible explanations for the gap between 15% and 200%. First, lags. The euro is still very young. Second, size. The European countries are much bigger on average than most of those who had formed currency unions in the past. Third, endogeneity of the decision to adopt an institutional currency link. Perhaps the high correlations estimated in earlier studies were spurious, an artifact of reverse causality. We test the hypotheses regarding lags and size directly; and we address the endogeneity problem by means of a natural experiment involving trade between the CFA countries of Africa and the euro countries of Europe. Contrary to expectations, we find little evidence that any of these factors explains a substantial share of the gap, let alone all of it.

3917. Ottoman De-Industrialization 1800-1913: Assessing the Shock, Its Impact and the Response

Abstract:
India and Britain were much bigger players in the 18th century world market for textiles than was Egypt, the Levant and the core of the Ottoman Empire, but these eastern Mediterranean regions did export carpets, silks and other textiles to Europe and the East. By the middle of the 19th century, they had lost most of their export market and much of their domestic market to globalization forces and rapid productivity growth in European manufacturing. Other local industries also suffered decline, and these regions underwent de-industrialization as a consequence. How different was Ottoman experience from the rest of the poor periphery? Was de-industrialization more or less pronounced? Was the terms of trade shock bigger or smaller? How much of Ottoman de-industrialization was due to falling world trade barriers—ocean transport revolutions and European liberal trade policy, how much due to factory-based productivity advance in Europe, how much to declining Ottoman competitiveness in manufacturing, how much to Ottoman railroads penetrating the interior, and how much to Ottoman policy? The paper uses a price-dual approach to seek the answers. It documents trends in export and import prices, relative to each other and to non-tradables, as well as to the unskilled wage. The impact of globalization, European productivity advance, Ottoman wage costs and policy are assessed by using a simple neo-Ricardian three sector model, and by comparison with what was taking place in the rest of the poor periphery.

Abstract:
Last month, Kamal Hassan, a Somali-American living in Minnesota, pled guilty to training and fighting with al-Shabab, an al-Qaeda-linked terrorist group in Somalia. In July, two other Somali-Americans in Minnesota pled guilty to similar charges, with the FBI continuing to investigate more than a dozen others who may have traveled from the United States to Somalia. The FBI also recently arrested seven individuals in North Carolina on terrorism-related charges, including one who had spent time in Afghan training camps. These and other recent events have raised new concerns in the United States about the threat of homegrown radicalization.

3919. Cyprus: Reunification or Partition?

Three decades of efforts to reunify Cyprus are about to end, leaving a stark choice ahead between a hostile, de facto partition of the island and a collaborative federation between the Greek and Turkish Cypriot communities living in two constituent states. Most actors agree that the window of opportunity for this bicommunal, bizonal settlement will close by April 2010, the date of the next Turkish Cypriot elections, when the pro-settlement leader risks losing his office to a more hardline candidate. If no accord is reached by then, it will be the fourth major set of UN-facilitated peace talks to fail, and there is a widespread feeling that if the current like-minded, pro-solution Greek and Turkish Cypriot leaders cannot compromise on a federal solution, nobody can. To avoid the heavy costs this would entail for all concerned, the two leaders should stand shoulder to shoulder to overcome domestic cynicism and complete the talks, Turkey and Greece must break taboos preventing full communication with both sides on the island, and European Union (EU) states must rapidly engage in support of the process to avoid the potential for future instability if they complacently accept continuation of the dispute. A real chance still exists in 2009-2010 to end.

3920. Afghanistan's Police: The Weak Link in Security Sector Reform

Abstract:
In seven years, the Afghan National Police forces have grown to 68,000 personnel, with a target end strength of 86,000. The ANP includes the uniformed police force, which is responsible for general police duties, and specialized police forces, which deal with public order, counternarcotics, terrorism, and border control. Despite the impressive growth in numbers, the expenditure of $10 billion in international police assistance, and the involvement of the United States, the European Union, and multiple donors, the ANP is riddled with corruption and generally unable to protect Afghan citizens, control crime, or deal with the growing insurgency. The European Union has replaced Germany as the lead partner for police reform, but the United States has the largest police program, which is directed by the U.S. military. Putting soldiers in charge of police training has led to militarization of the ANP and its use as a counterinsurgency force. Using improperly trained, equipped, and supported ANP patrol men as “little soldiers” has resulted in the police suffering three times as many casualties as the Afghan National Army. Police are assigned in small numbers to isolated posts without backup and are targeted by the insurgents. Beyond funding the Taliban, the explosion in Afghan narcotics production fueled widespread corruption in the Afghan government and police. Drug abuse by police officers became increasingly common as did other forms of criminal behavior. Challenges facing the ANP were further compounded by a proliferation of bilateral police assistance programs that reflected the policing practices of donor countries. These efforts often were not coordinated with the larger U.S. and EU programs, creating confusion for the ANP. The Obama administration has acknowledged the importance of the police and announced its intentions to expand and improve the ANP as a key part of its plan for stabilizing Afghanistan. It should do this as part of a broader international community approach to police assistance that embraces a comprehensive program for security sector reform and rule of law.
