3871. Illusion of Power: Russia after the South Caucasus Battle

Abstract:
The war in the South Caucasus sent shockwaves throughout the post-Soviet world, European capitals and across the Atlantic, making more urgent the demand for a re-evaluation of policies towards Russia. The projection of hard power in Georgia generated a number of unintended consequences for the Russian state. The crisis and war unveiled many of Russia's weaknesses and vulnerabilities across four crucial dimensions: the military, the 'power vertical' and federalism, the economy and Russia's international position. This paper aims at reassessing Russia's military, political, economic and diplomatic might after the battle in the South Caucasus. The research concludes with proposals for a new Western strategy on Russia and the EU's Eastern Neighbourhood which would ensure an undivided and sustainable European order.

The paper first summarises Russia's present critique of the international security architecture and its aspiration to build something new and better. The author then presents a matrix of four models of international society as a framework within which to try and discern what Russia may be seeking. While it is clear that Russia objects to one of these models, that of a unipolar US-led world, its current foreign policy discourse and actions offer no clear guidance as to what its aims are in this regard, as there are confusions and contradictions in the different elements of official Russian discourse.

Abstract:
The aim of the paper is to identify and evaluate existing and potential EU energy supply risks on the basis of a sector-specific approach. Moving away from common generalisations on security of energy supply as well as from those studies that focus only on one sector, it brings together all types of fuel and analyses the risks related to each of them. The result is a comprehensive picture of the energy security challenges faced by the EU in the long-term. The paper can be seen as a tool to avoid overlapping, incoherence and contradictions in the process of assessing security of supply and aims to formulate a consistent and more unified European energy policy.

Abstract:
Drawing on a diverse array of opinions from Africa, Asia, Europe, and North America, the EastWest Institute's Fifth Worldwide Security Conference brought together specialists from the spheres of policy, academia, and civil society. Participants addressed a variety of issues on the contemporary global security landscape. These ranged from specific security threats (whether illicit trade, the targeting of critical infrastructure or cyber crime) to the role of interested actors (such as business, NGOs, and media), as well as a focus on potential strategies to counter terrorism and extremism (either in terms of constructing global cooperative architectures or, more controversially, the possibility of opening dialogue with the terrorists). A variety of policy recommendations emerged from each session—detailed in the main body of the report—but there were several recurring themes binding the debate together and animating the core arguments of proceedings as a whole. These policy recommendations were not necessarily consensus recommendations but reflected a wide range of debated policy prescriptions.

Abstract:
Since the Middle East peace conferences in Madrid (1991) and Washington (1991–1993), Europeans have gradually stepped up their political involvement in the Middle East. While Europeans have had strong trade and cultural relations with their neighboring region for decades, they have, in parallel with the Middle East peace process and the development of European Union (EU) foreign policy instruments, moved to assert their political interests more forcefully. These policies have largely been motivated by geographic proximity and geopolitical considerations—chiefly, the fear of security threats emanating from Europe's neighborhood (a spillover of conflict in the form of terrorism, organized crime, migration, and the proliferation of weapons of mass destruction), Israel's security, and access to energy resources. The implicit assumption has been that these different European interests can best be reconciled in an environment where there is peace between Israel and its neighbors (and therefore no contradiction between good relations between the EU and Israel and good relations between the EU and the wider, resource-rich region) and where the people of the Mediterranean and the Middle East find decent living conditions in their countries. As a consequence, Europeans have first focused their efforts on the realization of a two-state solution to the Israeli–Palestinian confl ict, which they consider to be the core of the region's instability. They have, second, aimed at supporting comprehensive peace between Israel and its neighbors. And they have, third, sought to provide an environment conducive to peace in the region as well as to deflect what were (and still are) perceived as security risks emanating from the region.

3876. Palestine and Israel: Time for Plan B

Abstract:
The international effort to achieve a two-state solution to the Israeli–Palestinian conflict has come to a dead end, at least for the present. Things can—and might well—get worse unless the United States and other outside actors couple a realistic view of the present with a serious effort to push for a more promising future. The first step in a new diplomatic approach must be to establish a cease-fire that builds on the common interest of both Israel and Hamas to avoid fighting in the short term. A new cease-fire should be clear and perhaps even written; mediators (whether Arab or European) must be willing to make an agreement more attractive to both sides to sustain (Hamas can be enticed by some opening of the border with Egypt; Israel will demand serious efforts against the supply of arms to Hamas). The second step must be an armistice that would offer each side what they crave for the present—Israel would get quiet and a limit on arms to Hamas; Palestinians would get open borders, a freeze on settlements, and an opportunity to rebuild their shattered institutions. Such an armistice must go beyond a one-year cease-fire to become something sustainable for at least five to ten years. Finally, the calm provided by the armistice must be used to rebuild Palestinian institutions and force Palestinians and Israelis to confront rather than avoid the choices before them.

Abstract:
We remain in an economic crisis and financial crisis, one that Gary Gorton has named “The Panic of 2007” (Gorton 2008). The thesis of this article is that monetary policy has played a pivotal role. Under Alan Greenspan and now Ben Bernanke, the Fed has conducted monetary policy so as to foster moral hazard among investors, notably in housing (O'Driscoll 2008a). More generally, the crisis is the product of a “perfect storm” of misguided policy. Policies to encourage affordable housing fostered the growth of subprime lending and complex financial products to finance that lending. Regardless of the desirability of the social goal, the financial super- structure depended on housing prices never falling. Housing prices do fall sometimes, and did so decisively beginning in 2007 (Gorton 2008: 50).

Never waste a crisis: it can open opportunities. Thus runs a mantra in the Obama White House. Certainly, the crisis is stark already, and worse seems set through 2009. So where are the opportunities in this crisis? So far, a main one seems to be renewed transatlantic commitment to the principle of "survival together." Both in the European Union and in Washington, policy-makers have vowed to avoid the "beggar-thy-neighbor" approaches, protectionism and trade wars that worsened the Depression in the 1930s. Today, they agree, there can be no success, no salvation, no solution for any country acting alone to protect itself.

Germany, France and some other European nations emphasize better global financial regulation - perhaps partly to punish Wall Street but also to prevent a recurrence of abuses.
