Abstract:
The major social policy challenge of the current economic recession is how to prevent a precipitous rise in poverty in the UK. In addition to limiting the numbers of people plunged into poverty because of the recession, government must also mitigate the impact on people already living below the poverty line. But, this paper will argue, response s to the recession present an opportunity to make a step-change, ensuring that actions taken also help build a fairer, more sustainable society in which poverty is ended in the long-term.

3792. The G20 Meetings: No Common Framework, No Consensus

Abstract:
Participants in the recently completed G20 meeting in London agreed on a number of measures, some substantial and some merely symbolic, but they sidestepped the real issues dividing the major economic powers and, in so doing, failed to address the root causes of the global trade and investment imbalances. This was almost inevitable. China, Europe, and the United States have incompatible conceptual frameworks for understanding the causes of the global financial crisis; furthermore, their conflicting domestic political constraints make agreement on solutions hard to reach. Europeans believe that the root cause of the crisis was excessively deregulated financial systems, and they are skeptical about U.S. and Chinese calls for fiscal expansion, worrying that excessive spending would prolong the imbalances and make the ultimate adjustment more difficult. China also believes that the roots of the crisis lie within the structure of the global financial system, although Beijing insists that it was mainly the reserve status of the U.S. dollar that permitted imbalances to develop to unsustainable levels. China is particularly vulnerable to trade protection and seeks to maintain open markets for its continued export of domestic overcapacity. Like the United States, it is pushing for more aggressive, globally coordinated fiscal expansion. However, because of rigidities in its financial system and development model, its fiscal response to the crisis may exacerbate the difficult global adjustment and may, ironically, increase the chances of trade friction. In a time of contracting demand, the United States controls two-thirds of the most valuable resource in the world: net demand. Consequently, it is U.S. policies that will determine the pace and direction of the global recovery, along with the institutional framework that will govern trade and investment relationships for decades to come. The crisis puts the United States more firmly at the center of the emerging world order than ever. So far, the United States has not understood the need to consider the global outcomes of its recovery policies. Until the major powers can reach consensus about the roots of the imbalance and cooperate on policies to promote recovery, it is likely that the world economy will get worse before it gets better. The United States will drive the recovery process, but in order to do so effectively it will need to recognize its position of strength and negotiate the appropriate agreements with other major powers, especially China, on the pace and nature of the adjustment.

3793. Roads to Militant Radicalization: Interviews with Five Former Perpetrators of Politically Motivated Organized Violence

Abstract:
The present report is based on in-depth interviews with individuals formerly involved in politically motivated group violence, in order to acquire accounts of processes of radicalization in their own words. The main themes in the interviews were the following: 1) How did they become involved with militant activist groups? 2) What drove them to take part in specific militant operations? And: 3) What role did ideology, identity and social group processes play in these decisions? The latter theme is the main problem dealt with in this text.

Strukturell „begrenzte Staatlichkeit“ und nicht staatszentrierte Modi des Regierens sind keine Phänomene, die erst seit dem ausgehenden 20. Jahrhundert zu beobachten sind. Aus diesem Grund plädiert dieses Working Paper für die Übertragung des Governance-Begriffs auf vor- und frühmoderne Gesellschaften. Anknüpfend an die neuere Diskussion um frühneuzeitliche Staatlichkeit steht hier nicht die mehr oder weniger monolithische Sicht auf einen sich mit Macht durchsetzenden monarchisch-absolutistischen Staat im Vordergrund, als vielmehr die Vielfalt staatlicher Dynamiken und der daran beteiligten Akteure. Das Working Paper fragt daher nach den historisch kontingenten Entwicklungspfaden zentralisierter Herrschaftsausübung. Hierdurch soll insbesondere die Heterogenität dieses Entwicklungsprozesses beleuchtet werden, der durch eine Ungleichzeitigkeit von nebeneinander bestehenden traditionellen und neueren Regierungs- und Verwaltungsstrukturen sowie durch immer wiederkehrende Prozesse der Aushandlung von Autorität gekennzeichnet ist.

Abstract:
The European Union has recently introduced its Eastern Partnership initiative (EaP) as a tool to enhance the co-operation and support reforms in its Eastern neighbourhood. The initiative, jointly presented by Poland and Sweden, was an answer to the French efforts to promote and strengthen the Mediterranean Union. The initiative involves several important steps to encourage countries such as Armenia, Azerbaijan, Belarus, Moldova and Ukraine to build a stable and valuable relationship with the EU. With the Czech EU Council's presidency the project has become a foreign policy priority of the Union and a lot of effort has been put in the launching and preparations. Nevertheless, the EU should not take for granted the partner countries' support and interest in the EaP and should permanently work towards ensuring that the offer presented to the partners is attractive and suited to provide assistance in reforms.

Abstract:
This article analyses Georgia's post-Rose Revolution progress in the process of democratic transition up until the August 2008 war. The focus is on the role that the incumbent administration plays in this process, and on the internal pressures that the leadership currently faces. In the light of some important studies in the democratisation field, this article considers the extent to which President Saakashvili and his government represent a clear change in the political order vis-à-vis his two predecessors. With regard to the crises in November 2007 and August 2008, this period in Georgia's development as a nation will have a profound impact on its population, its neighbouring countries and an area of the world in close proximity to the EU. While Saakashvili has made admirable progress overall, he still retains a surfeit of power detrimental to Georgian democracy.

Abstract:
The Russian Armed Forces not only expelled invading Georgian troops from the separatist region South Ossetia, but they also entered Abkhazia and marched deep into Georgia proper over the course of the "five day war" in August 2008. The following report analyses Russia\'s military preparations since spring 2008, an aspect hitherto almost unknown among politicians, the media and the public in Western Europe and North America. They included the shooting down of a Georgian drone by Russian fighter jets over Abkhazia, a massive increase of Russian "peacekeeping troops" along the Georgian-Abkhaz armistice line, the deployment of Russian railway troops to Abkhazia and the "Kavkaz 2008" military exercises. These developments occurred against the backdrop of political events, such as demands made by the Russian State Duma to recognise South Ossetia and Abkhazia as independent states, Russia\'s decision to withdraw from the CIS economic embargo against Abkhazia and NATO\'s refusal to offer membership to Georgia.

Abstract:
The last months of 2008 witnessed what is being called the worst financial crisis since the Great Depression of 1929-30. The first indications of a serious crisis appeared in January 2008. On 15 January, news of a sharp drop in the profits of the Citigroup banking led to a sharp fall on the New York Stock Exchange. On 21 January a spectacular fall in share prices occurred in all major world markets, followed by a series of collapses. A number of American and European banks declared massive losses in their 2007 end of the year results.

3800. Difference within Similarity: Transatlantic Relations as a 'Community of Neighbours'

Abstract:
The contribution focuses on the unfolding and tensions within the transatlantic relationship and it pursues, in particular, the question how the bonds of association between Europe and America are best comprehended and accounted for. In trying to break some new ground for theorization it argues that the Realist, Liberal and Constructivist accounts have so far come up short in terms of providing up-to-date and broadly acceptable answers. With the dominant theories focusing largely on either external enmity or internal homogeneity, difference internal to the relationship has too easily been conceptualized as destabilizing and seen as representing a rupture. In contrast, the paper assert s that while elements of enmity and homogeneity are important, communities such as the Atlantic one are also critically brought together by their internal differences. It then aims, in view of the difference-based dynamics at play and foundational for the Atlantic communality, to complement an d provide a corrective to the more established theorization of that togetherness.
