Abstract:
This essay seeks to determine the nature of the strategic energy partnership between the Russian Federation and the People's Republic of China, focusing on oil and gas. In particular, it will attempt to answer the question of whether there is a real and valid strategic energy partnership between the two countries. Many joint declarations, statements, and treaties on the strategic partnership have offered evidence of the good relationship between the two countries. These have been reinforced in recent years through cooperation in different fields—economy, military, and energy—underpinned by an apparently common shared vision of the world. As far as the energy partnership is concerned, many advances have been achieved in the oil and gas sectors. This results from a complementary association of both actors that gives priority to market forces, since Russia is a major oil and gas producer and China, because of its growing economy, is a major consumer. However, this strategic energy partnership is limited in scope, and is very fragile for many reasons: the Russian domestic market is growing; Europe is a more attractive partner for Russian energy exports; Russia has fears regarding China's rapid expansion in economic and geopolitical power; China's tendency to engage in active diplomacy in all directions; and the influence of Japan and South Korea on the Asian market. All factors indicate that there is at present an energy partnership between the two countries, but that it seems to be more strategic for Russia than for China.

Abstract:
The turn of the twenty-first century is a period of very important and decisive changes in international politics, particularly in the security arena, both in relation to the global system and to individual countries and societies. This dynamic process of change is above all connected with the dissolution of the Warsaw Pact and the expansion of security and economic development, especially in Europe. Many countries' achievement of independence on democratic principles, combined with the significant enlargement of NATO and the European Union, has increased the sense of integration and safety as perceived by many nations in the region. The division of the world into two opposing blocs disappeared, and the notion of the Cold War is now primarily considered only in historical perspective. However, these changes do not necessarily mean that we live in the world without threats. Although the probability of the outbreak of an armed conflict on the global scale is very low, new security threats have emerged. The unsettling quality of these threats lies in their asymmetric character, which means that it is very often difficult to identify a particular enemy, rendering them hard to combat. However, it should be stressed that, although these threats may originate in remote areas of the globe, they may also have a local impact through the increasingly omnipresent character of the worldwide communication networks that lie at the root of globalization.

Abstract:
There are three major players in the arena of European energy security: the European Union, its individual member states, and Russia, which is currently the EU's most important energy supplier. Other concerned parties include candidates for EU member- ship and those nations that aspire to candidacy. Countries through which Russian gas must travel en route to markets in Western Europe, possible gas suppliers from the Caucasus and Central Asia, and the United States also have significant roles to play. This essay focuses on researching the nature of the European Union's energy relations with Russia in terms of natural gas supply, from the perspective of the member states.

Abstract:
“When meaning is drawn from killing,” observes Timothy Snyder, “the risk is that more killing would bring more meaning.” Although Nazism and Stalinism are ostensibly separated by an ideological gulf, this brute fact binds the human nightmares unleashed by both. As Snyder notes, both Stalin and Hitler saw themselves as victims of an international conspiracy—for Stalin, the threat was capitalist encirclement and infiltration; for Hitler, it was the cosmic menace of the Jewish people—which thus justified the wanton slaughter of millions of innocent people according to a logic of self-defense. For both men, killing became self-justifying, leading to more murder, and more death.

Abstract:
Where many see trade policies and agreements as undermining human rights, Emilie Hafner- Burton takes a contrarian and more optimistic view. Her provocative and well-written book, Forced to Be Good: Why Trade Agreements Boost Human Rights, is based on years of qualitative and empirical analysis of the marriage of trade agreements and human rights. She shows that, rather than undermining human rights, Americans and Europeans have developed “mutually binding trade agreements that safeguard people's rights and even impose penalties for violations” (2). Moreover, Hafner-Burton provides an illuminating analysis as to why developing countries might accept increased human rights conditionality. She concludes that acceptance of human rights conditionality illustrates an “extraordinary political conversion in the way governments manage trade”.

Abstract:
The Teutonic Order dates back to the time of the Third Crusade (1189-1192). Around 1190, during the siege of Acre in the Holy Land an order of nurses was founded. This order was converted in 1198 into an order of knights, the so-called Teutonic Order. It was confirmed a year later by Pope Innocent III. The Order acquired its first properties in Palestine, Armenia and Cyprus, and from 1200 on also in Germany. Eventually it spread over large parts of Europe. The competition with older orders of knights in the Kingdom of Jerusalem as well as the failed crusades prompted the order to look for a new field of activity.

This legal framework consists both of the rules and principles of public international law and of the 'supranational' law of the European Union. Abstract:
In July 2010 the International Court of Justice rendered its Advisory Opinion on the legality of Kosovo's declaration of independence and the Constitutional Court of Spain rendered an opinion concerning the autonomy of Catalonia. Two very different cases, from very different places, decided by very different courts. Nonetheless, they each provide insights on the issue of separatism in the midst of European integration. Does the Kosovo opinion open the door for other separatist groups? Does the process of European integration increase or undercut separatism? In addressing these questions, this article proceeds in three main parts. Part A briefly recaps the legal issues involved in the Kosovo Advisory Opinion. Part B discusses the relationship between self - determination and EU institutions and practices with a particular focus on Catalonia and the Basque country. Finally, part C assesses the seemingly contradictory impulses of separatism and European integration.

Recent Developments in Legal Assistance in Criminal Matters 1089 Abstract The field of leg al assistance in criminal matters is deeply influenced by, and intertwined with, international law. However, legal assistance in criminal matters, which accordingly has been traditionally ruled by conventional tools of mutual legal assistance, is beginning to change: Heretofore, legal assistance in criminal matters has been rendered in compliance with basic principles which reflect the international law parity of the interacting States while being open to modifications by way of bilateral or multilateral treaties between individual States. Now, far - reaching changes seem to be well underway: The European Union is gaining ground as a global player, aiming to implement an “Area of Freedom, Security and Justice”. In order to reach this ambitious goal, a most important trend in criminal policy from a European perspective is to extend the principle of mutual recognition, which originally stems from the common market, to the area of criminal law. Taking an international perspective it is a remarkable evolution to see the European Union as an (arguably) idiosyncratic entity to commit its individual members to the fulfillment of obligations towards other non - Member States which the Member States themselves have not chosen. While both new approaches may be deemed more easily applicable beyond the realms of criminal law matters, namely in a commercial context, they indeed appear to be big steps in the sensitive area of criminal law which has traditionally been the sole responsibility of the sovereign State itself. Therefore the ongoing developments are bound to have international law repercussions. The following essay deals with these new developments in the field of legal assistance in criminal matters from a combined international and European perspective. We will be focusing specifically on the principle of mutual recognition since its implementation provides a litmus test for the state of procedural rights in the area of legal assistance in criminal law as well as its application within a reference - system previously governed by international law ultimately will modify international law. After describing foundational principles of legal assistance in criminal matters the ground will be prepared for further considerations by having a look at exemplary present application difficulties of mutual recognition, delve into the perspective of a rather radical simplification of transnational evidence gathering by application of the principle of mutual recognition. To give a complete picture we will examine the Intercontinental dynamics of legal assistance which has been put into effect under the rule of the European Union.

3740. Inexpensive Leadership: On Canada's Global Normative Position and Its Potentials

Abstract:
On the global stage, Canada holds a special status in many ways. This comes from a peculiar combination of Canada's geography, population and history on the one hand and its position vis - à - vis the rest of the world and especially the rest of the West on the other. It is the second largest country in the world and yet has a relatively low population of about 34 million based on the 2009 UN estimation. This latter characteristic can be seen as one of Canada's main strategic challenges in the path of becoming a major player in global affairs. A country with significant reservoirs of natural resources, Canada has been trying to add to its pool of human resources by admitting over six million migrants based on United Nations (UN) 2006 estimations. Although there have been vigorous debates in the country about immigration and the notion of multiculturalism, Canada has been relatively more successful compared to most (if not all) European countries in enriching its social tapestry through embracing more tolerant policies towards immigration. This has rendered Canada better - positioned to address inherent challenges in opening the doors to people of various cultures and ethnic backgrounds. Despite the lack of a major or urgent security threat, Canada is an integral part of NATO, one of the most enduring security organizations in recent history. Still, it has not come under fire, by and large, for being an arrogant power. It is an important part of global economy as according to the World Trade Organization: in 2007 Canada was the tenth largest exporter and the tenth largest importer of merchandise in the world. The same report estimates that excluding the intra - EU trade; yet, in the same year, Canada was the fifth largest exporter and the fifth largest importer of merchandise in the world. Despite this high profile in global trade, Canada's external image does not severely suffer from a record of colonialism (in contrast to Europe or Japan), neither has it been accused of neo - colonialism (in contrast to the United States or China.
