3401. Eritrea: The Siege State

Abstract:
Eritrea has been deeply troubled since independence in 1991. Following the devastating war with Ethiopia (1998-2000), an authoritarian, militarised regime has further tightened political space, tolerating neither opposition nor dissent. Relations are difficult with the region and the wider international community. At African Union (AU) behest, the UN Security Council imposed sanctions in 2009 for its support of the Somali Islamic insurgency. It has become, in effect, a siege state, whose government is suspicious of its own population, neighbours and the wider world. Economically crippled at birth, it is a poor country from which tens of thousands of youths are fleeing, forming large asylum-seeking communities in Europe and North America. But Eritrea is an extreme reflection of its region's rough political environment, not its sole spoiler. More effort to understand the roots of its suspicions and greater engagement rather than further isolation would be a more promising international prescription for dealing with the genuine risks it represents.

3402. Surveying Europe's Production and Procurement of Small Arms and Light Weapons Ammunition

Abstract:
Enumerating a state's demand and supply chains for small arms and light weapons ammunition remains a difficult undertaking. This is largely an outcome of many nations' reluctance to fully disclose information, together with poor accounting practices that hide the value of the data in aggregate totals. This working paper illustrates these challenges by detailing the most comprehensive picture possible of three countries' procurement, production, and exportation of ammunition for small arms and light weapons. Given the variety in transparency and disparate means of disclosure, each researcher took a unique approach towards fact finding. Comprehensive data on procurement, production, and exports was not uncovered in any of the cases, as none of these three countries compiles or publicizes such information. Instead, the best information available was gathered through a compilation of sources from each country.

Abstract:
In this paper, I examine the effectiveness of improvements in political and civil rights for attracting foreign direct investment flows (FDI) into democracies. I contend that advances in the quality of democracy – specifically those concerning civil rights – present positive but decreasing marginal returns in attracting FDI inflows. I empirically prove this proposition by using panel data regressions within the Latin American and Eastern European contexts from periods following their democratization (1991-2003).

Abstract:
In the Middle East, U.S. President Barack Obama has spent the first year and a half of his presidency seeking to undo the damage wrought by his predecessor. He has made up some ground. But given how slowly U.S. policy has shifted, his administration runs the risk of implementing ideas that might have worked if President George W. Bush had pursued them a decade ago. The region, meanwhile, will have moved on. It is a familiar pattern. For decades, the West has been playing catch-up with a region it pictures as stagnant. Yet the Middle East evolves faster and less predictably than Western policymakers imagine. As a rule, U.S. and European governments eventually grasp their missteps, yet by the time their belated realizations typically occur, their ensuing policy adjustments end up being hopelessly out of date and ineffective. In the wake of the colonial era, as Arab nationalist movements emerged and took power across the Middle East, Europe either ignored the challenge they posed or treated them as Soviet-inspired irritants. By the time the West understood the significance and popularity of these movements, Europe's power had long since faded, and its reputation in the region was irreparably tarnished by the stain of neocolonialism. Likewise, the United States only became fully conscious of the jihadist threat in the aftermath of 9/11, after Washington had fueled its rise by backing Islamist militant groups in Afghanistan during the 1980s. And Washington only endorsed the idea of a Palestinian state in 2000 -- just when, as a result of developments on the ground and in both the Israeli and the Palestinian polities, the achievement of a two-state solution was becoming increasingly elusive. The West's tendency to adopt Middle East policies that have already outlived their local political shelf lives is occurring once again today: despite its laudable attempt to rectify the Bush administration's missteps, the Obama administration is hamstrung by flawed assumptions about the regional balance of power. Washington still sees the Middle East as cleanly divided between two camps: a moderate, pro-American camp that ought to be bolstered and a militant, pro-Iranian one that needs to be contained. That conception is wholly divorced from reality.

Over the years, human rights have become an area of programmatic focus in the crisis management operations conducted by the EU. Nevertheless, the geopolitical reality after the launch of the so-called 'war on terror' witnessed the emergence of new practical impediments to human rights implementation in civilian crisis response operations. The militarisation of the humanitarian space and blurred boundaries between military and civilian tasks resulted in the increased vulnerability of civilians working in ground operations. Simultaneously, the scale of human rights violations, coupled with security threats to civilians due to both attacks by insurgents and interventions carried out by international military personnel, created operational challenges going well beyond what previous Common Security and Defence Policy (CSDP) civilian crisis management operations had to deal with.

Abstract:
With a focus on the Russian Federation, this article examines the adoption by the Council of Europe of Protocol No.14 to the European Convention on Human Rights (ECHR), and its long-delayed coming into force. The author starts with the question of the original object and purpose of the Council, and how they have now changed. This leads to an analysis of the nature of the crisis – a crisis of success – now faced by the ECHR system, and the reform process which started, on the 50th anniversary of the ECHR, in 2000. After describing Protocol No.14 itself, and the discussion which has surrounded it, the article turns to the central issue. This is not the question of procedural reform, or even admissibility criteria, but what lies behind – the “soul” of the ECHR system. Should the Strasbourg Court remain a court which renders “individual justice”, albeit only for a handful of applicants and with long delays; or should it make become a court which renders “constitutional justice”? The article focuses on the specific problems faced by Russia in its relations with the Council of Europe; and an analysis of the lengthy refusal by the Russian State Duma to ratify Protocol No. 14. The author concludes with an attempted prognosis.

Collective memories have long influenced domestic politics and especially international affairs—a fact most recently exemplified by the terrorist attacks on the United States on September 11, 2001. The events and the memories resulting from them became powerful motivating forces for Americans almost overnight. At home, an infrastructure of commemoration quickly arose—in films like United 93 ( 2006 ); memorials including one unveiled at the Pentagon in September 2008 and the Tribute World Trade Center Visitor Center opened in 2006; and even in political campaign discourse, as at the 2008 Republican National Convention. 1 Yet, as with other collective memories worldwide, there is no consensus as to the overall meaning and lessons of September 11 over time. Instead, the continued vehemence of discussions about 9 / 11 reveals still-unresolved struggles over the construction, content, and power of the memory. What degree of prominence should this memory have in American political culture? What historical narratives are offered as explanations? Most importantly, what values and policy implications—both domestically and abroad—ought to follow?

The current paper investigates the cross-national relevance of dependency theory and world systems theory for eight dimensions of development. The main emphasis is on indicators of sustainable development, and our essay comprises in all 36 main dependent variables. They are part of the dimensions of democracy, gender justice, high quality tertiary education, economic growth during the outgone economic cycle until 2008 and projected economic growth after 2009, the environment, human development, employment, and social cohesion on a global scale by a new. Our 175 nation analysis, using 20 main predictors of development tries to confront the very basic pro-globalist assumptions of the “Lisbon process”, the policy target of the European leaders since the EU's Lisbon Council meeting in March 2000 to make Europe the leading knowledge-based economy in the world with a “globalization critical perspective”. A realistic and politically useful analysis of the “Lisbon process” has to be a “Schumpeterian” approach. We analyze the “Lisbon performance” of the world economy by multivariate, quantitative means, looking into the possible contradictions that might exists between the dependent insertion into the global economy and other goals of the “Lisbon process”. Lowering the comparative price levels and increasing the dependency from the large, transnational corporations, as correctly predicted by Latin American social science of the 1960s and 1970s, emerges as one of the most serious development blockades, confronting Europe. It also emerges that failing to develop Europe's own MNC headquarter status in the global economy has very negative effects on development performance. The increase in military expenditures, proposed in article 42,3 of the new EU Lisbon Treaty, is another stumbling block against development. We also present a concluding factor analytical perspective, which again re-iterates the importance of avoiding a “race to the bottom” as an “alternative” in Europe.
