121. A strategic concept for countering Russian and Chinese hybrid threats

Abstract:
Tackling hybrid threats, particularly from state actors such as Russia and China, remains one of the greatest challenges for the transatlantic community. Hybrid threats have gained more traction among policymakers and publics across Europe and the United States, especially in a world with COVID-19. Over the last five years, Euro-Atlantic nations and institutions, such as NATO and the European Union (EU), have taken important steps to respond to hybrid issues. But, as hybrid threats become more prominent in the future, policymakers must move toward a more coherent, effective, and proactive strategy for countering Russian and Chinese hybrid threats. To develop such a transatlantic counter-hybrid strategy for Russia and China, this paper argues that two major things need to happen. First, transatlantic policymakers have to build a common strategic concept to guide collective thinking on hybrid threats. Second, transatlantic policymakers need to take a range of practical actions in service of that strategic concept. In a strategic concept for countering Russian and Chinese hybrid threats, Lauren Speranza offers five strategic priorities that could form the basis of this strategic concept and presents a series of constructive steps that NATO, the EU, and nations can take, in cooperation with the private sector and civil society, to enhance their counter-hybrid capabilities against Russia and China.

122. Geometries of deterrence: Assessing defense arrangements in Europe’s northeast

The conventional military threat from Russia towards Europe most acutely affects a number of frontline Nordic and Baltic states from the Barents Sea in the Arctic through the Baltic Sea region: Estonia, Finland, Latvia, Lithuania, Norway, Poland, and Sweden. Since Russia’s invasion of Crimea in 2014, these countries, in concert with other Euro-Atlantic allies and partners, have concentrated on strengthening their own defenses and on developing and enhancing eight sets of different defense cooperation arrangements. As the only two non-NATO and militarily nonaligned nations in the region, Finland and Sweden’s role in regional security and their level of cooperation with these and other partners poses challenges as well as opportunities for deterrence and defense in Europe’s northeast. These two countries have particularly emphasized cooperation with partners as they seek to build an interlocking web of security relationships to improve defense in the region. The core arrangements within this network include: The Finnish-Swedish bilateral defense relationship; Nordic Defense Cooperation; Nordic-Baltic Eight; The Northern Group; NATO Partnerships; The European Union; Ad hoc arrangements such as the Joint Expeditionary Force; Framework Nations Concept, and European Intervention Initiative; Finnish-Swedish-US trilateral and bilateral defense cooperation. These “geometries of deterrence” vary in scope, scale, and membership, but taken together, they enhance a range of important components of deterrence. In Geometries of Deterrence, Hans Binnendijk and Conor Rodihan assess the contributions of each of these arrangements against an ideal or “gold standard” for conventional military deterrence, before evaluating the arrangements collectively and offering recommendations to further strengthen deterrence for Finland, Sweden, and indeed for all of Northeastern Europe.

123. European energy security and the critical role of transatlantic energy cooperation

Abstract:
Transatlantic cooperation is essential to European energy security, which is and should remain a key national security priority for the United States. European energy security is crucial for the maintenance of a strong European economy and for European political stability, both of which are in the best interests of the United States. The new report from the Atlantic Council Global Energy Center, European Energy Security and the Critical Role of Transatlantic Energy Cooperation: Final Report and Recommendations, by Richard L. Morningstar, András Simonyi, Olga Khakova, and Jennifer T. Gordon, provides insights into how the United States and European Union (EU) can work together to strengthen European energy security. The Global Energy Center’s new report recommends that the United States and the EU focus their energy cooperation in several areas that will benefit the EU’s efforts to meet climate targets and that, at the same time, will also bolster energy security. These areas include: the development of competitive and transparent energy markets; the identification of alternative energy sources and routes; collaboration on new energy technologies to reduce greenhouse gas emissions; and coordination of a transatlantic financing strategy. Additionally, new energy infrastructure, interconnected grids, the European Green Deal, and broader geopolitical challenges also represent areas of opportunity for cooperation between the United States and the EU.

124. Russia’s exotic nuclear weapons and implications for the United States and NATO

In 2018, Russian President Vladimir Putin announced five new nuclear-capable, strategic weapons systems. These systems include a nuclear-powered, nuclear-armed cruise missile and a nuclear-powered, nuclear-armed submarine drone. What does Russia have to gain from developing these novel and exotic nuclear weapons? And what should the United States and NATO do about it? This new Atlantic Council issue brief, Russia’s Exotic Nuclear Weapons and Implications for the United States and NATO, answers these questions. Informed by a workshop convened by the Scowcroft Center for Strategy and Security and Los Alamos National Laboratory, authors Matthew Kroenig, Mark Massa, and Christian Trotti evaluate the potential utility, motivations, and consequences of these new systems. Among other conclusions, the most significant may be that great-power competition has returned, and with it, the importance of nuclear weapons in international politics.

The countries of Central and Eastern Europe (CEE) possess fundamental strengths that uniquely position the region to capitalize on the next wave of digitalization – solid education systems, a large talent pool of “STEM” graduates, widely adopted digitally enabled services, and fewer technology legacies. But, these advantages alone do not mean that Central and Eastern Europe will automatically succeed in this digital transition. One key factor of success will be the ability of these countries— all of them in the European Union—to cooperate in this effort across the region, for both their future economic development and their political influence within Europe and in the transatlantic relationship. Abstract:
It is difficult to imagine what could unite Jürgen Habermas, Francis Fukuyama, Judith Butler, Noam Chomsky, Martha Nussbaum, Michael Walzer, Yuval Noah Harari and Vladimir Mironov.1 However, the renowned Institute for Philosophy and Social Theory in Belgrade (IFDT), founded to settle dissident intellectuals expelled from the university for their involvement in the Yugoslav 1968 protests, managed to do so. An international appeal has reached us in the past few days which has revealed once more the ongoing clandestine attack on freedom of thought and academic autonomy in Serbia. Unfortunately, Serbia is not alone in democratic backsliding, neither in Southeast Europe or Europe more generally, nor at the global level. Democracy has been openly challenged in several EU states, while the most recent developments in the USA have revealed the depth of internal fractures in American liberal democracy. Thus, it is not surprising that the Southeast European region (SEE) - a post-conflict, semi-peripheral area in Europe - faces growing illiberalism and varying types of competitive authoritarianism and new despotism.

Abstract:
Europe has not yet achieved creating a common European sense of »who we are«. The question is whether EU normative influence ever truly existed and whether substantial normative transfers to Southeast Europe (SEE) have ever been achieved. The prevailing top-down »one size fits all« approach to democratization in Southeast Europe must be contested in favour of a more nuanced methodology that considers the interests, grievances, and demands of each society.We cannot have societies with true European values without creating high-quality discursive spaces where SEE citizens can socialize as active citizens. We need to build a democracy of informed and engaged citizens that do not exclude each other.

128. The Western Balkans in Times of the Global Pandemic

Abstract:
The global COVID-19 pandemic and the measures taken by governments around the world constitute a major rupture to the “business as usual”, and this includes the Western Balkans, too. The pandemic has been overshadowing other developments while also accelerating existing trends, and it will continue to do so. This analysis establishes the COVID-19 pandemic as a critical juncture, a crisis that can permanently shake up institutions and societies. There are considerable dangers beyond the impact of the pandemic on human lives, ranging from an economic crisis which could turn out to be worse than the one in 2008/9, to a heightened crisis of democracy and a geopolitical shift. None of these developments are inevitable and some of the consequences of the COVID-19 pandemic for the Western Balkans can be mitigated. By exploring nine critical fields, this analysis will highlight ways in which the pandemic and government responses pose particular challenges: 1. The Role of the State, 2. Democracy and State Capture, 3. Geopolitical Shifts, 4. New Nationalisms, 5. Social Resilience, 6. Environmental Impact, 7. Migration and Health Care, 8. Health Care and Social Security and 9. Economic Implications. With regard to all of the critical fields, the study examines the impact and outlines possible risks and opportunities before identifying specific interventions that could prevent the worst consequences for the region. In its emergency response, the EU needs to include all Western Balkans countries in assistance and post-emergency reconstruction plans, irrespective of the status of their accession talks. The full inclusion of the region is essential so as to prevent dire economic consequences and geopolitical drift. Support to overcome post-crisis economic and social effects should be conditioned on measures to reduce state capture. The pandemic cannot be an excuse for an unlimited suspension of democracy and restrictions on civil liberties must be temporary, proportional and transparent. The EU needs to identify and monitor the restrictions concerning democratic institutions and civil liberties that are permissible during the state of emergency in the Western Balkans. After the pandemic, state-society relations need to be rebuilt and the states of the region need to prioritise communication and education of the population over excessive repression. The spread of fake news is best combatted by clear and open communication, not through restrictions and censorship. Vulnerable groups, such as the Roma, need to be given access to healthcare and be protected from discrimination. The environmental crisis in the region will not be resolved or even ameliorated and faces the risk of becoming sidelined in the interest of a quick economic recovery. The combination of reduced car traffic during the lockdown and the continued record-high lev- els of air pollution have exposed the urgency of decisive action in regulating heavy industry: many large factories keep violating environmental standards and endangering the citizens’ health. To address the economic and social consequences, governments should support SMEs in particular, while also securing food supply for vulnerable groups. Finally, a temporary universal basic income could help citizens who have lost their livelihood. There is both a short- and long-term need to improve the quality of hospitals in terms of equipment, adequate supplies of medication, and reducing overcrowding of acute hospital wards, along with a raise in wages for hospital staff to secure their retention. A joint approach by governments and EU member states is required to address the shortage of medical personnel due to emigration from the region, which puts an additional strain on health care. A careful mixture of short- and long-term measures is needed to prevent the pandemic from turning into an enduring disaster for the Western Balkans. The crisis has also given greater visibility to many structural weakness- es in the region, from the weak health care systems, low trust in the state, to weak democracy and state capture, while at the same time awakening civic consciousness and serving as a backdrop for increased solidarity among citizens. Putting a spotlight on the weaknesses can help tackle them and build more resilient societies.

Abstract:
The Danish defence opt-out will hamper the protection of Danish interests if, in the future, there is dynamic integration, working towards increased European strategic autonomy. Conversely, the defence opt-out will be less important if the EU’s defence cooperation stagnates or is rolled back, for example due to internal disagreement among the member states. These were the main findings in the external DIIS report from 2019 that has now been translated to English. The report was commissioned by the Danish government in November 2018 and focuses on the development in the EU in the field of security and defence policy cooperation and its significance for Denmark. Picking up from the last DIIS report (2008), the new report focuses in particular on the period following the launch of the EU’s global strategy in the summer of2016. The analysis is based on interviews with experts, officials and representatives from the EU, NATO, Denmark and other Member States, as well as case files in the archive of the Danish Ministry of Foreign Affairs, official documents, and existing research.

130. Integrating Climate Change Adaptation and Development: Past trends and ways forward for Danish development cooperation

Abstract:
Climate change has a severe impact on the livelihoods and economies of developing countries and will constrain achievement of the Sustainable Development Goals on virtually all fronts. While efforts to reduce emissions are obviously vital, it is equally critical that societies adapt to the already ongoing impact of climate change. Integrating climate change adaptation broadly into development cooperation is therefore a pressing issue and has never been more relevant. Discussion of the relationship between climate change adaptation and development and how to ‘mainstream’ adaptation into development support is not new. However, uncertainty persists regarding the ways and extent to which adaptation should be addressed as part of broader development efforts. This new DIIS Report seeks to address the integration of adaptation and development, with a particular focus on Denmark’s development cooperation. The report discusses the linkages between adaptation and development, examines the approaches of selected development actors, and discusses selected trends in Denmark’s funding to climate change adaptation. The report concludes that despite challenges there are currently good opportunities and a growing momentum among key actors towards finally integrating adaptation and development. Denmark should take a global leading role in this by making climate action a main aim in development cooperation, and by adopting approaches that address climate change and development in an integrated manner from the outset of policy development and -programming.
