1. The Implementation of the G7 and G20 Gender Equality Goals in Germany

In recent years, the Group of Seven (G7) and Group of Twenty (G20) have placed increasing emphasis on gender equality. As part of this focus, the member states of both institutions have set out a series of objectives aimed at advancing gender equality. This report examines the degree to which these goals have been implemented in Germany. First, the gender equality goals that both institutions have set out since 2009 are presented and systematised. The report then investigates the current state of progress in Germany and describes measures that have already been undertaken to implement the goals.

Abstract:
Ukrainian surrogacy companies now hold over a quarter of the global surrogacy market since a series of human rights violations caused India, Thailand, and Nepal to close their borders. Similar violations are occurring in Ukraine, including the abandonment and trafficking of children and the abuse of surrogates. The Ukrainian government is not taking action, despite concerns expressed by both lawmakers and surrogates that the industry engages in unethical practices. This paper proposes that the Hague Conference’s Experts’ Group on the Parentage/Surrogacy Project spearhead international ratification of a holistic series of policies focused on protecting women and children from exploitation.

3. Turkey’s Refugee Resilience: Expanding and Improving Solutions for the Economic Inclusion of Syrians in Turkey

Abstract:
Since 2014, Turkey has not only hosted the world’s largest refugee population but has also modeled a best practice for the global refugee policy discussion. Turkey’s experience on the key issues such as jobs and employment should be examined as lessons for both refugee hosting countries and donor countries alike. The country has provided Syrians under Temporary Protection the right to access work permits and formal employment. Facilitating self-reliance for such a large number of refugees’ households remains a challenging task, even in the medium to long-term. This is especially the case in a context where increasing levels of unemployment in Turkey compounded by the socio-economic impact of the COVID-19 pandemic have posed a serious challenge to job creation and increased competition for available opportunities. Many Syrians living in Turkey experiencing partial or complete loss of income while incurring higher expenses, which is compounded for most households by a lack of savings. Addressing these challenges requires to draw lessons learnt at both policy and operational level to effectively support access to livelihoods opportunities. This notably involves fostering greater engagement and partnership with the private sector, on the one hand, and exploring innovative solutions such as e-work and online livelihoods opportunities on the other. The COVID-19 pandemic is proving to be an important test on the government’s and their international partners’ relevance and flexibility and their ability to quickly step up efforts in that direction. In this context, UNDP Turkey—a longstanding development partner and the co-lead of the Refugee and Resilience Response Plan (3RP)—joined hands with the Atlantic Council’s program on Turkey—”Atlantic Council IN TURKEY”—to explore policy options to foster socioeconomic inclusion among Syrians under Temporary Protection. Building on the experience and expertise of both organizations, our joint policy report : “Turkey’s Refugee Resilience: Expanding and Improving Solutions for the Economic Inclusion of Syrians in Turkey” aims at outlining pragmatic and innovative options to facilitate refugees’ access to decent employment so as to contribute to our common objective to #leavenoonebehind.

Abstract:
Women, people with disabilities, internally displaced persons and the LGBTQ community often face discrimination and political exclusion. People who identify with more than one of these identities, such as women with disabilities or young people who are displaced, have unique experiences that are often not considered in the design and implementation of electoral and political activities. Intersectionality, or the interconnected nature of different social identities, is fundamentally about power and has a profound impact on understanding the dynamics of political inclusion and exclusion. To address barriers to meaningful participation and make their voices heard, it is crucial to identify, assess and develop contextualized solutions. In Ukraine, a vast number of dedicated civil society organizations (CSOs) and activists work diligently to push for equality and access to political life. However, obstacles to full and equal political participation remain across Ukraine. These obstacles are even more significant for people with multiple social identities, who face unique experiences of discrimination. CSOs representing different identity groups are generally not yet coordinating or building coalitions to advocate for joint causes, and the experiences of those facing compounding discrimination are often not considered by political decision-makers. A new assessment from the International Foundation for Electoral Systems (IFES) identifies vulnerabilities that impact the political participation of these groups in Ukraine and opportunities for coalition-building. The Intersectionality Assessment of Political and Electoral Participation in Ukraine seeks to make conversations about electoral and political rights more deliberately inclusive of all Ukrainians. It provides targeted recommendations for decision-makers at all levels of government, national CSOs and international organizations. The assessment is available in English and Ukrainian.

5. The Case for Gender Balance in Arms Control, Non-proliferation and Disarmament Negotiations

Global efforts to eliminate weapons of mass destruction (WMD) and regulate small arms and light weapons (SALW) have gradually increased over the past four decades but the number of women involved in these efforts remains alarmingly small. Women face enormous obstacles when it comes to their participation in diplomatic negotiations and decision-making processes, and arms control, non-proliferation and disarmament diplomacy is no exception. Women continue to be excluded or marginalized from these procedures and when they do participate it is often in low-level positions from which exerting influence is difficult. Studies have shown that women represent only 32 per cent of all participants in official arms control, nonproliferation and disarmament forums and that heads of delegations, as well as speakers in related events and conferences, are almost exclusively men. This paper investigates the possible causes of this imbalance and shows why a continuing gender disparity among experts and practitioners in the field is problematic. It demonstrates that the inclusion of women has positive effects on the outcome of negotiations and examines why this is the case. Finally, it discusses the ways in which the European Union (EU) in particular, and the international community in general, can increase the number of women involved in the field.

The new policy would be a way of doing things differently in Sweden’s international affairs, organizing its approach to diplomacy, development, and defense under a 3 Rs framework of women’s rights, resources, and representation, the latter of which this journal issue seeks to explore.

This article proposes a re-reading of the problem of gender, or as it has been put, more often than not, ‘the woman problem,’ that resists the reproduction of modern/colonial systems of governance and their political norms, standards, ideals and pacts. In turn, it seeks to open pathways to dialogue with, rather than import, conceptions of gender that respond to the terms through which modern/colonial societies have been forged on the continent of Abya Yala, drawing inspiration from decolonial and diasporic perspectives. To this end, the article maps some of the available channels of the gender debate in what has come to be known as the global South from an array of perspectives that highlight the ways in which the relations between categories of oppression and privilege (such as race, class, sexuality and gender) are reflected and positioned so as to grapple with the coloniality of knowledge, power and being. More specifically, it focuses on three ways of dealing with power dynamics in the context of Abya Yala that have influenced how we conceive and respond to questions of gender. Its primary objective is to investigate the politico-epistemic conditions that structure gender thinking in binary and intersectional ways, and, in turn, open space for imbricated approaches forged from within (post-)colonial histories that do not take as their starting point the importation of theoretical references from places otherwise situated within a global political economy of knowledge/power/being. More than a critique of theoretical standpoints from the global North, in and of themselves, which regardless were not thought to respond to our realities, here we analyse the terms through which gender and feminisms have been put up for debate. Without effectively decentring the Eurocentred references that preoccupy gender thinking in our respective disputes, we risk continued distraction from what is at stake when gender is put on the table: the (im)possibilities of living one’s full humanity on one’s own terms.

8. Is There a Motherhood Penalty in Academia? The Gendered Effect of Children on Academic Publications

Abstract:
Based on data that tracks CV and publication records as well as survey information from sociologists in German academia, we examine the effects of parenthood on the publication output of male and female academics. Results indicate that having children leads to a sig- nificant decline in the number of publications by women, while not affecting the number of publications by men. We also find that the gendered effect of children on productivity hardly mitigates differences in publication output between men and women, as women still publish about 20 percent less than men after controlling for the adverse effects of chil- dren on productivity. We further find that the gendered effect of childbearing depends partly on prior levels of women’s academic achievements, which suggests mechanisms of performance-driven self-selection. Lower-performing women tend to suffer a stronger motherhood penalty, while the publication output of more successful women (who have been granted academic awards) is not reduced through childbirth. The results indicate that women are better at managing the “double burden” of parenthood and career if external, award-giving committees have bestowed prestige upon them and indicated their potential for a scientific career. Overall, these findings contribute to a better understanding of how to reduce the adverse effect of children on female publication output.

This Tool is part of the DCAF, OSCE/ODIHR, UN Women Gender and Security Toolkit, which comprises nine Tools and a series of Policy Briefs. Within police services, this Tool is aimed at the policy rather than the operational level, with relevance for senior police, gender units and those interested in improving police effectiveness through integrating a gender perspective. While police services are a key audience for this Tool, it is intended for a wide readership – including parliaments, government departments with policing responsibilities, civil society organizations, development partners, international police assistance providers and researchers working to improve policing and gender equality. Police reform is not solely the work of police services, but of a wider set of actors who support and influence the police and their operating environment. This Tool sets out a range of options for integrating a gender perspective and advancing gender equality in and through policing, drawing on experience from multiple contexts. While it provides guidance in terms of examples and checklists which borrow from good practices in different contexts, what is relevant will differ across time and place and require adaptation. For that reason, the Tool also sets out conditions that are important in achieving progress. The Tool includes: why a gender perspective is important for policing; what policing that advances gender equality and integrates a gender perspective looks like; how policing can advance gender equality and integrate a gender perspective; case studies that draw out learning from specific contexts; suggestions for assessing a police service’s integration of gender; other useful resources.

In our cover article, Matt Bryden and Premdeep Bahra trace the evolution of the jihadi terrorist threat in East Africa over the last three decades. They argue that al-Shabaab’s January 2019 attack on the Dusit D2 luxury hotel compound in Nairobi, Kenya, “brought together three strands of al-Shabaab’s organizational DNA: its Somali provenance, its ideological affiliation with al-Qa`ida, and its growing cohort of trained, experienced East African fighters. The successful combination of these traits in a single operation suggests that al-Shabaab’s longstanding ambition to transcend its Somali origins and become a truly regional organization is becoming a reality, representing a new and dangerous phase in the group’s evolution and the threat that it poses to the region.” Our interview is with Catherine De Bolle, the Executive Director of Europol, who previously served as Commissioner General of the Belgian Federal Police between 2012 and 2018. Graham Macklin outlines what is now known about the Christchurch terrorist attacks. He writes: “In the space of 36 minutes on March 15, 2019, it is alleged that Brenton Tarrant, an Australian far-right extremist, fatally shot 51 people in two mosques in Christchurch in the deadliest terrorist attack in New Zealand’s history. What was unique about Tarrant’s attack—at least insofar as extreme-right terrorism is concerned—is that he livestreamed his atrocity on Facebook and in doing so, highlighted the Achilles heel of such platforms when faced with the viral dissemination of extremely violent content.” Joana Cook and Gina Vale provide an updated assessment of the numbers of foreign men, women, and minors who traveled to or were born in the Islamic State, examine the proportion that have returned ‘home,’ and outline the continuing challenges foreign women and minors affiliated with the Islamic State pose to the international community. Robin Simcox assesses the terrorist threat from “frustrated travelers” in Europe by examining the 25 plots (eight of which resulted in attacks) by such individuals since January 2014.
