Relations between the European Union (EU) and Iraq have normalized over the last couple of years. But despite committing more than € 900 million to reconstruction efforts since 2003 and having set up a European Commission office in Baghdad in 2005, the European bloc will need to step up its engagement if the country is to manage forthcoming challenges, such as integrating the “Sons of Iraq” into the Iraqi security forces, holding provincial elections, and maintaining security while President Obama leads a drawdown of US combat forces.

Abstract:
Following the end of violent conflicts, whether by military victory or negotiated settlement, international actors such as the European Union and the United Nations play an increasing role in peacebuilding, through a range of security, governance, and development activities. These may or may not be mandated by a peace agreement or other formal settlement, and may or may not follow or work in tandem with a peacekeeping mission. International, regional, national, and local actors may work in a more or less collaborative, or coherent fashion. Nonetheless, many of the key challenges of peacebuilding remain the same, and a familiar set of policies and strategies have emerged in contemporary practice to address these. Chief among the challenges of contemporary peacebuilding is that of addressing demands for some form of accountability, often termed transitional justice (discussed in section 3). However, as this guidance paper explains, the demands of transitional justice and its relation to broader peacebuilding activities, involve not just decisions about accountability, but a complex set of policy and institutional choices about security and governance as well. Thus, this guidance paper examines peacebuilding and transitional justice as a set of linked policies and strategies regarding not just accountability, but security sector reform (SSR), disarmament, demobilization and reintegration (DDR) of ex-combatants, and development of the rule of law.

73. After the 2008 Russia-Georgia War: Implications for the Wider Caucasus and Prospects for Western Involvement in Conflict Resolution

Abstract:
Following the war between Georgia and Russia in August 2008 and the ensuing Russian recognition of independence of South Ossetia and Abkhazia, the Caucasus has risen again on the Euro-Atlantic security agenda. First, the war highlighted that the “frozen” nature of the South Caucasus conflicts was a chimera, even if the war may have entrenched further the frozen nature of peace processes in the region. Second, the crisis generated new sources of instability for the entire post-Soviet space, not only because it highlighted a new form of Russian revisionism but also because it brought to the fore the limits of Western policies in what Kremlin views as its sphere of influence. The war brought to the forefront the colliding foreign policy agendas of the major external actors in the region. Not only in the run-up to the war, but also in the months and years preceding it, the American and European responses to Russia have been firm in rhetoric but compromising in reality. Russia made it clear that it has it own claims over the South Caucasus, it demonstrated its readiness to embark on military confrontation in order to achieve its goals, and through the war it wished to make crystal clear to the international community that Moscow is the only game in town. Third and related, the war exposed the inability of the West to prevent Russia from moving aggressively to restore its primacy over the former Soviet Union's territory. Thus the August war posed new implications and challenges not only for Georgia, but also for the wider Caucasus and beyond. This new context has induced the West to react and redefine its strategy towards the region and its relations with Russia, it has raised the urgency to engage in conflict resolution issues, and it has highlighted further the need for energy diversification.

74. European Reactions to Israel's Gaza Operation

Abstract:
Many countries such as Italy, Germany, and the Czech Republic showed understanding for Israel and described Israel's actions as self-defense. These countries generally used strong language against Hamas and demanded that it stop the rocket attacks unconditionally. At the time of the start of the Israeli airstrikes, the European presidency was held by France. On December 27, the Presidency of the Council of the European Union condemned both the Israeli air raids and the Palestinian rocket strikes on Israel from Gaza and called for an immediate end to these activities. The statement also condemned the disproportionate use of force. As of January 1, 2009, the Czech Republic took over the role of the Presidency of the European Union. On January 3, the presidency described the Israeli ground operations as an act of self-defense. This drew heavy criticism from many European countries, and the Czechs apologized for the "misunderstanding" and issued a new statement, but one that did not call for an "immediate" ceasefire. In diplomatic language there is a significant difference between "as soon as possible" and "immediate." France has been traditionally the main driving force behind European foreign policy. The separate Sarkozy visit to Israel and his humanitarian ceasefire proposal showed that France was not ready to relinquish its positions to the Czech Republic. The Czech positions during Israel's Gaza operation indicate that the current presidency will work toward a more favorable international environment for Israel. However, Israel should try to make the most of it, since the upcoming Swedish presidency, which starts on July 1, 2009, will most likely be a more difficult time for Israel.

Abstract:
The launch of the Eastern Partnership (EaP) marks the most significant change to the European Neighbourhood Policy (ENP) since it was launched in 2004. In the wake of the Georgia war in August 2008 and yet another gas crisis in January 2009, the EU clearly needs a more constructive policy towards Eastern Europe. But both the ENP and EaP are based on a contradiction. They offer only the remotest possibility of eventual accession to the EU, but are still based on "accession-light" assumptions, applying the conditionality model of the 1990s to weak states that are a long way from meeting the Copenhagen criteria. The priority in the eastern neighbourhood is not building potential members states but strengthening sovereignty, in the face of an increasingly assertive Russian neighbourhood policy. The game is playing the west off against Russia for geopolitical reward.

The Liechtenstein Institute on Self-Determination (LISD) at Princeton University's Woodrow Wilson School of Public and International Affairs convened a private workshop, “A Strategy for Afghanistan and Its Region,” May 7-10, 2009 in Triesenberg, Liechtenstein. The workshop's aim was to discuss in-depth the strategy of the Obama Administration toward Afghanistan and its region and to formulate additional recommendations. Some twenty leading international experts from the region, Asia, Europe and the United States participated. The meeting was co-funded by LISD, the Carnegie Corporation of New York, and the Stiftung für Selbstbestimmung und Internationale Beziehungen (SiBiL) in Vaduz, Liechtenstein. The workshop was co-chaired by Francesc Vendrell and Wolfgang Danspeckgruber.

This paper seeks to explore the problems and potentialities of asymmetrical historical comparison by examining visits by heads of State to the provinces in Germany and France on the eve of WW I. This act of political legitimisation and representation is analysed through the lens of the practical organization of the event understood as an administrative routine, thereby bringing into question many of the categories routinely mobilised to describe and to oppose two models of national integration.

80. Palestine and Israel: Time for Plan B

Abstract:
The international effort to achieve a two-state solution to the Israeli–Palestinian conflict has come to a dead end, at least for the present. Things can—and might well—get worse unless the United States and other outside actors couple a realistic view of the present with a serious effort to push for a more promising future. The first step in a new diplomatic approach must be to establish a cease-fire that builds on the common interest of both Israel and Hamas to avoid fighting in the short term. A new cease-fire should be clear and perhaps even written; mediators (whether Arab or European) must be willing to make an agreement more attractive to both sides to sustain (Hamas can be enticed by some opening of the border with Egypt; Israel will demand serious efforts against the supply of arms to Hamas). The second step must be an armistice that would offer each side what they crave for the present—Israel would get quiet and a limit on arms to Hamas; Palestinians would get open borders, a freeze on settlements, and an opportunity to rebuild their shattered institutions. Such an armistice must go beyond a one-year cease-fire to become something sustainable for at least five to ten years. Finally, the calm provided by the armistice must be used to rebuild Palestinian institutions and force Palestinians and Israelis to confront rather than avoid the choices before them.
