The two main Serbian war criminals have been protected by the diplomatic goals of the main powers, which were courting Serbia. Europeans wanted to see Belgrade join the EU; Russia wanted to preserve a Slavic bloc; the U.S. deferred to Moscow. Justice lost out, according to this book, yet to be translated into English.

Abstract:
In October 1999 “the second Chechen war” broke out. In December the Russian federal army started an operation to take control of Grozny. During the confrontation between the Federal forces and the Chechen separatists, serious human rights violations occurred. Several cases concerning violations of fundamental rights, in and around the city, have been brought before the European Court of Human Rights against Russia. The lawsuits concerned in particular physical integrity issues. This study provides some insights on the jurisprudence of the European Court on Human Rights in order to ascertain the adequacy of the mechanism of protection provided by the European Convention of 1950 in situations of armed conflict.

On September 3, 550 British troops evacuated one of Saddam Hussein's former palaces in Basra via the Shatt al-Arab waterway, retreating to Basra airport, the last British base in Iraq. Britain remains responsible for security in the city and for the major supply route from Kuwait, fifty miles to the south. But there is an increasing presumption that British forces will soon withdraw completely, and that U.S. forces will have to replace them.

Coverage on the Middle East continues to be very prominent in many countries, particularly the United States, where close to 80% of all its international coverage is devoted to the region. In German television, other European countries together received the same volumes as the Middle East. This is a very high ratio, considering that German troops are only involved in Afghanistan, and not in other Arab countries. Coverage on the Middle East is considerably subdued in South African television when compared to other measured countries, perhaps because events in Europe received considerably more attention. German television committed the largest share of its coverage to international news (44%), followed by the United States and Britain (37%), while Arab television dedicated 29% of its coverage to the international arena. The lowest share of international focus was in South African television news (24%).

105. Analytical Perspectives on the War in Lebanon

The summer 2006 war in Lebanon can be perceived through at least five different frames of reference. The US administration saw the war in Lebanon as a local manifestation of the global war on terror. According to this framework, Hezbollah is an Al Qaeda-type enemy, not a national group with a local agenda and constituency; bargaining with Hezbollah is not possible. This point of view makes fighting global terror more difficult and jeopardises the search for stability and peace in the region. Many Israeli and European politicians saw the war as a confrontation between radical Islam and a modern Israeli state, a clash of cultures between Islamic fundamentalists and Western civilisation. This frame of reference, however, fails to recognise the fault line within the Muslim world itself, between those who want to integrate their societies into a globalised world and those who do not. The conflict in Lebanon can also be interpreted as a consequence of the weakening of a state, a framework which underlines the need to strengthen Arab institutions, or as an asymmetrical war between an armed nation state and a guerrilla movement. Finally, the war in Lebanon can be seen as a conflict over power, land, resources and sovereignty - the classic realist perspective. If the international community fails to work toward a comprehensive peace settlement in the Middle East, another framework will gain strength in the Arab world: one that interprets events according to a theory of non-negotiable conflicts between Western imperialism and radical Islamic resistance.

Late last summer, I was looking for photos to illustrate an article on the influx of European peacekeepers into Lebanon. Amid the standard shots of armoured cars, one image was distinctly different. It showed a group of blue-helmeted troops striding purposefully up a beach – and being completely ignored by a nonchalant sunbather.

107. Kosovo: Breaking the Deadlock

Kosovo was left at the end of the NATO/Yugoslavia war in 1999 in limbo. It is still there, despite Security Council Resolution 1244, which foresaw a process for deciding its status. That process has occurred, but because of a threatened Russian veto, the Security Council failed to approve the plan prepared under the leadership of former Finnish President Marti Ahtisaari, which provides for Kosovo's independence under international supervision with extensive protection for its Serb population. The UN Secretary General invited the Contact Group—France, Germany, Italy, Russia, the UK and the U.S.—to pursue further, direct negotiations between Pristina and Belgrade, but with little prospect of movement on either side. Belgrade continues to insist on maintenance of its sovereignty over Kosovo, and Pristina continues to insist on independence. On December 10, the Contact Group will report to the UN Secretary General, who in turn will report to the Security Council (UNSC). A small group of experts with long Balkans experience met at USIP September 5 to discuss the situation and suggest ways forward. Others (consulted electronically) join in associating their names with this paper. Listed at the end, all believe that Kosovo's independence must happen without further delay, in order to prevent regional instability. During the Seven Years War a young, handsome and daring cavalryman in the Prussian Army was observed taking sexual liberties with his beautiful mare. This indiscretion was brought to the attention of King Frederic II. Advisors fretted as to what would become of the army as a fighting force, and of war in general, if such behavior were to spread across all ranks of mounted personnel. Many expected the king would have this deed punished in the most draconian manner. Frederic decided otherwise and simply ordered : “Transfer that chap to the infantry!”

110. Debunking the 1930s Analogy: Neville Chamberlain's Grand Strategy Re-Examined

The key events of the 1930s Hitler's rise to power, Germany's reoccupation of the Rhineland, the Anschluss with Austria, Munich and the subsequent German occupation of Prague in March 1939, and the outbreak of World War II in September 1939 transpired some seventy years ago. The events of the 1930s or at least Churchill's depiction of them have provided the standard images that have shaped U.S. foreign policy and scholarly research alike: falling dominoes, insatiable dictators, the interdependency of strategic commitments, the importance of demonstrating resolve, and the impossibility of achieving diplomatic accommodation with nondemocratic regimes. But does the myth track with the historical record? Does the 1930s myth accurately explain British grand strategy in the 1930s? Simply stated, my argument is that the 1930s myth as commonly understood in the United States is bad history, and that its use has contributed importantly to a series of dubious policy decisions by U.S. decisionmakers and still does. As I demonstrate, the British, in fact, were not willfully blind to the German threat or indifferent to the need to rearm to meet it. Rather, during the 1930s, London formulated a quintessentially realist grand strategy that attempted to blend deterrence and diplomacy to contain Hitler's Germany (and Japan and Italy), and defend Britain's interests as a world power by avoiding what, for Britain, could only be a disastrous war.
