171. Towards the Next Phase of the EU's Area of Freedom, Security and Justice: The EC's Proposals for the Stockholm Programme

Abstract:
The European Union needs a new five-year strategy for the development of the next phase of the Area of Freedom, Security and Justice (AFSJ). The existing plan, designed in The Hague Programme of 2004, expires at the end of this year. The Justice and Home Affairs research unit of CEPS has already set out, in several contributions, the big issues and provided policy recommendations for the next five-year plan – The Stockholm Programme – which will be adopted under the Swedish Presidency in December. In June 2009, the European Commission published its perspective towards the Stockholm process in its Communication: “An area of Freedom, Security and Justice serving the citizen: Wider freedom in a safer environment”.3 In this Policy Brief, we take a closer look at the Commission's Communication and highlight the strengths and weaknesses of the approaches adopted for each of the different policy domains falling under the AFSJ rubric. The Communication assesses the AFSJ under three main headings: 1. successes, 2. ambivalent areas and 3. challenges. We will also follow these headings and comment accordingly. Our commentary on the three areas also provides answers to some of the thorny questions raised in the priorities for the Stockholm Programme. We spell these out in the conclusions and put forth a set of policy recommendations.

172. From London to L'Aquila: Building a Bridge between the G20 and the G8

From many perspectives, the London Summit of the G20 leaders at the beginning of April 2009 was a success – and a hard act to follow. The discussion was framed around crisis resolution and the strengthening of the international financial architecture. Beyond any concrete achievement, the success of the London Summit is that it morphed into an ongoing process with a rolling agenda, rather than remaining a one-off event. Undoubtedly the Italian Presidency of the G8 has a hard task, being caught between the success of London and the decreasing relevance of the G8. But there is also scope for building a meaningful bridge between London and the G8 meeting in L'Aquila in July 2009, and continuing and strengthening the economic governance reform process. There is an urgent need to continue to push for progress on a number of key items that were not adequately addressed at the London Summit and where progress can be made in L'Aquila – fostering clarity for the G20 agenda for the next meeting in Pittsburgh in September 2009. With regard, in particular, to the reform of the International Monetary Fund, the Italian Presidency should use its G8 chair to initiate a dialogue on reform of the European representation, taking advantage of having all the key players gathered together in L'Aquila.

Abstract:
The future of the Treaty on Conventional Armed Forces in Europe, widely considered to be the cornerstone of European security, was thrown into stark question when the Russian Federation announced in December 2007 that it would suspend its participation in the treaty. The 1990 treaty, considered the most ambitious and far ranging conventional arms control treaty in history, established limits on the numbers of conventional military hardware deployed in Europe, required substantial reductions in conventional arsenals, and created an intrusive regime of inspections and verification. In many ways, the treaty changed the face of European security by establishing new, cooperative political-military relationships.

174. Groundbreaking U.S.-Russia Joint Threat Assessment on Iran

Does Europe face a military threat from Iran, and if so what is the nature of that threat? What is Iran's nuclear capability today and what might it be in the future? What ballistic missile capability does Iran have today and what might it have in the future? If Europe had a missile defense system, would that system protect Europe? These questions have been widely discussed in the popular media, often on the basis of misleading information. This report, which has been written by a group of U.S. and Russian specialists, provides an assessment of the Iranian nuclear and missile programs and an evaluation of the European Missile Defense system proposed by the Bush administration. It is not yet clear what the Obama administration's policy on missile defense will be.

This report, based on the September 11, 2009 workshop on “U.S.-EU Cooperation toward Smart Grid Deployment” recommends that U.S. and EU leaders work in concert with the private sector to enhance the development and deployment of smart grid technologies across the Atlantic. The need for undertaking a holistic approach requires transatlantic cooperation in a number of complex areas, which warrant the establishment of specific public-private working groups focused on creating a common architecture with compatible standards, including those for cyber security, that can be applied in the transatlantic community and rolled out globally.

In late April 2009, the Policy Planning Staff of the Foreign Ministry of the Federal Republic of Germany requested that the James Martin Center for Nonproliferation Studies (CNS) undertake studies on four emerging issues in the fields of arms control, disarmament, and nonproliferation, to be completed by June 15, 2009. The four issues were: The need to address the interrelationship between nuclear and conventional arms reduction, if the United States wants to entice others to go along the path to Global Zero. The world after drastic nuclear arms reductions, including the fear of U.S. conventional superiority/global strike capabilities;  The need (and promising areas) to make (nuclear) arms control and disarmament a strong component of NATO's new strategic concept;  Missile Defense, also covering a possible threat from others than Iran and the need to bring missile defense into the NATO-Russia Council; and Substrategic nuclear weapons, with a description of a way to achieve mutual transparency, reduction, and elimination in Europe.

Europe is negotiating new trade deals with African, Caribbean, and Pacific (ACP) countries. A true partnership in trade could radically transform the lives of one-third of all people living in poverty, providing farmers and small businesses with sustainable incomes and workers with decent jobs. But Europe is choosing power politics over partnership. The deals currently on the table will strip ACP countries of important policy tools they need in order to develop. They will fracture regional integration, exacerbate poverty and make it harder for countries to break away from commodity dependence. Despite massive pressure, many ACP countries are holding out for a fair deal. Europe needs to rethink, and agree to change course. Ultimately, it is in its own interests to do so.

Even the largest EU member states are no longer in a position on their own to shape international events or the world we all live in. Acting together in the EU they have shaped the international trade agenda. They have been much less successful in foreign policy for a combination of reasons, largely lack of will and poor arrangements. The Lisbon Treaty sets out to remedy the second of these, perhaps helping also to remedy the first in a world in which that becomes increasingly vital for European interests.

Abstract:
The main purpose of this paper is to examine the foreign trade patterns and/or specialization in foreign trade of three EU member countries – namely, Greece, Portugal, Spain, and candidate country Turkey – and to compare the foreign trade patterns with the EU/12 in the period 1995- 2005. The paper is divided into seven main sections. The first section summarizes the export and import developments of the countries in question between the years 1995 and 2005. The second section describes the methodology and data sets. Empirical analysis is found in the third section, where in five subsections we investigate international competitiveness and trade specialization using different indices. In the fourth part of the research we compare the dynamic products in world exports with dynamic products in the exports of the four countries. The final section gives brief conclusions drawn from the results and considers the future position of Turkey within the enlarged EU. In this research we do not intend to explain why the foreign trade patterns are different in the considered countries. We simply try to show whether and where there are any differences in foreign trade specialisation among the four countries and EU/12.
