In advance of the 2014 NATO Summit in Wales, United Kingdom, the Atlantic Council asked a select group of future leaders (ages twenty-five to thirty-five) in NATO member and partner countries about the role of the Alliance today. CEOs, elected officials, civil society leaders, PhD researchers, legislative staff, veterans, and active duty military officers were among the respondents.

Abstract:
La valoración de bajo riesgo de sufrir un ataque con armas biológicas realizada por la estrategia nacional de seguridad resulta errónea ya que España como miembro de la OTAN debería recoger en su estrategia nacional de seguridad del año 2013 esta amenaza ya considerada como tal por la OTAN en el año 2002. Para una valoración efectiva del nivel de esta amenaza resulta preciso considerar que esta ha trascendido el ámbito militar. En el presente artículo se presentará la vulnerabilidad de España derivaba de las políticas y protocolos de seguridad de carácter reactivo y no preventivo establecidas en España así como aspectos mutidimensionales que requieren un replanteamiento y mejoras acordes a una valoración de riesgo más precisa.

173. The Conflict over Aviation Emissions: A Case of Retreating EU Leadership?

Abstract:
Notwithstanding the incremental steps taken in October 2013, meaningful action on regulating international aviation emissions through the International Civil Aviation Organisation (ICAO) remains a distant prospect. The European Union (EU) must decide on its aviation Directive without the guarantee of a global market-based mechanism being agreed in 2016. The strong and uncompromising positions of countries opposed to the inclusion of foreign airlines in the EU's emissions trading system (ETS) are more related to a realist game of politics rather than to the design details of the policy instrument. The political and legal arguments against the European Commission's proposal to amend the EU ETS vis à vis aviation emissions are unconvincing. Europe should also insist on its own sovereign rights-such as the right to regulate international aviation in its own airspace-and consider ways of manifesting more assertiveness in the future in order not to create a precedent with the retreat in the Aviation Directive case. Otherwise, the EU ma y become vulnerable to pressure in other areas of regulation with extraterritorial implications, and the EU's credibility when faced with strong and coordinated external influences might be undermined.

Abstract:
Launched in July 2013 by the European Union and the United States, the Transatlantic Trade and Investment Partnership (TTIP) represents an important effort to reach a comprehensive economic agreement between two major trading partners. As has been pointed out, the project offers great opportunities for liberalizing trade and investment and regulatory convergence. Its level of ambition implies high risks, but despite negotiators' initial optimism, its success is far from certain. This Perspective focuses on the project's investment chapter, drawing lessons from the failed negotiations on a Multilateral Agreement on Investment (MAI), which was meant to consolidate the results of liberalization in the OECD area, establish new disciplines and introduce protection and dispute settlement.

176. Turkey and the PKK: Saving the Peace Process

The peace process to end the 30-year-old insurgency of the Kurdistan Workers' Party (PKK) against Turkey's government is at a turning point. It will either collapse as the sides squander years of work, or it will accelerate as they commit to real convergences. Both act as if they can still play for time – the government to win one more election, the PKK to further build up quasi-state structures in the country's predominantly- Kurdish south east. But despite a worrying upsurge in hostilities, they currently face few insuperable obstacles at home and have two strong leaders who can still see the process through. Without first achieving peace, they cannot cooperate in fighting their common enemy, the jihadi threat, particularly from the Islamic State in Iraq and Syria. Increasing ceasefire violations, urban unrest and Islamist extremism spilling over into Turkey from regional conflicts underline the cost of delays. Both sides must put aside external pretexts and domestic inertia to compromise on the chief problem, the Turkey-PKK conflict inside Turkey.

178. Trade policy issues in the Wider Europe – that led to war and not yet to peace

Abstract:
This paper looks at the trade policy landscape of the EU and the wider Europe, with a focus on issues arising from the signature on 27 June 2014 of Deep and Comprehensive Free Trade Agreements (DCFTAs) between the EU and three East European countries (Georgia, Moldova and Ukraine), and actual or prospective issues relating to the customs union of Belarus, Russia and Kazakhstan (BRK), and the Eurasian Economic Union whose founding treaty was signed on 29 May 2014.The huge expansion of intercontinental free trade area negotiations currently underway, in which the EU is an active participant alongside much of the Americas and Asia, stands in contrast with Russia's choice to restrict itself to the Eurasian Economic Union, which is only a marginal extension of its own economy. Alone among the major economies in the world, Russia does not seek to integrate economically with any major economic bloc, which should be a matter of serious concern for Moscow. Within the wider Europe, the EU's DCFTAs with Ukraine, Moldova and Georgia are a major new development, but Russia now threatens trade sanctions against Ukraine in particular, the economic case for which seems unfounded and whose unilateral application would also impair the customs union.The Belarus-Russia-Kazakhstan customs union itself poses several issues of compatibility with the rules of the WTO, which in turn are viewed by the EU as an impediment to discussing possible free trade scenarios with the customs union, although currently there are far more fundamental political impediments to any consideration of such ideas. Nonetheless, this paper looks at various long-term scenarios, if only as a reminder that there could be much better alternatives to the present context of conflict around Ukraine.

Eurasian integration has been formally elevated to a new level. On 29 May, Russia, Belarus and Kazakhstan signed in Astana the founding treaty of the Eurasian Economic Union. However, problems related to integration, enlargement and international cooperation with the EEU indicate the effort is far from a point of no return. Despite the upbeat mood in Moscow, integration remains weak and selective, and in several important fields has been shelved until 2025. At the same time, the enlargement process has encountered security-related obstacles and triggered additional costs for Russia.

Abstract:
In particular, the challenges are present with respect to Kosovo’s access to defense related regional initiatives. While Kosovo’s recent membership in the RCC is expected to open the doors for representation and access to other regional security initiatives, the findings in this paper show that the progress is limited and accompanied by a wide variety of challenges. By not being fully-fledged member, Kosovo is constrained in benefiting from joint operations and activities in the field of rule of law, justice and security. Consequently, the political agreements reached in the dialogue between Kosovo and Serbia and the concept of introducing regional cooperation in the Western Balkans, are seriously challenged.
