31. Anti-Corruption Reloaded: Turkey Executive Summary

Abstract:
Being the result of collaboration within SELDI, this report is innovative in both its method and its process. It is the result of the application of a system developed by SELDI in the early 2000s for the assessment of both corruption and anticorruption, tailored to the social and institutional environment of Southeast Europe. This executive summary reviews Turkey’s findings and provides a number of recommendations to achieve further progress in limiting corruption. Güneydoğu Avrupa’daki yolsuzluk sorunu, üzerine sıkça haber yapılan, toplumsal tartışmaların odağında yer etmiş olan, hem ulusal hem de uluslararası kurumların sürekli ve uzun süredir siyasa gündeminde bulunan, sorunsallığı kanıksanmış bir meseledir. Yolsuzluğun bu kadar yaygın ve kolay kontrol edilemeyen bir sorun olmasından dolayı, meseleyi anlamaya ve dolayısı ile de azaltmaya yönelik yenilikçi yaklaşımlara gerek duyulmaktadır. Avrupa Birliği’ne katılım beklentisi, bölge ülkelerinin harekete geçmesi için gereken hukuki çerçeveyi sağlıyor olsa da, yolsuzlukla mücadelede sürdürülebilir bir gelişimin sağlanmasında yerel siyasetteki menfaat sahiplerinin ve özellikle de sivil toplumun oynayacağı rol öne çıkmaktadır. Kalkınma ve Entegrasyon için Güneydoğu Avrupa Liderliği (SELDI) ağı, bilgi temelli yolsuzlukla mücadele amacı kapsamında, yolsuzluk ile bölgedeki yönetimsel eksiklikleri tanımlama ve anlamaya yönelik araştırmalara öncelik vermiştir. Elinizdeki bu SELDI raporu, Bölgesel Yolsuzluk ile Mücadele Girişimi tarafından yürütülen SEE (Güneydoğu Avrupa) 2020 Stratejisi Yönetim Prensibi ile örneklenen bölgesel yolsuzluk ile mücadele siyasetinin kalkınma ve uygulama konusu çerçevesinde hazırlanmıştır.

Abstract:
This project was aimed to research and analyze the quality of the statistical data on police involvement in corruption kept by police agencies in BiH, and to measure their effect on the overall integrity of the police system. The project also aimed to increase transparency of police agencies as well as generate dialogue on the methods of generating statistics and quality of the statistics themselves. The project is emphasizing the importance and need of harmonizing manners for data collection and keeping statistics and possibilities of achieving harmonization across BiH. "Mapping the Quality of the Statistical Data on Police Involvement in Corruption Amongst Police Agencies in Bosnia and Herzegovina (BiH)" is the first evidence-based research on police corruption in BiH. Most of research of local and international NGOs and other bodies stating that there is a high level of police involvement in corruption in BiH have been based on the citizens' perspective or were victim-based. None of them had dealt with real and relevant data from official registers and there is no evidence-based research on police corruption that takes into account the relevant statistical data. Hence, the real picture on police corruption in BiH is still not clear. However, the methodology used in mentioned research is somehow "justified" understandable. This is due to the lack of real and objective statistical data on police corruption in Bosnia and Herzegovina. The lack of legislation regulating this obligation usually leads to misinterpretation and wrong assessment of police behavior. In addition to that, the lack of clear international standards regulating this area makes the issue more dubious.

34. Reforming National Oil Companies: Nine Recommendations

Abstract:
Some national oil companies (NOCs) have contributed heavily to successful efforts to harness benefits from the oil sector and drive broader national development. In other cases, however, NOCs have become inefficient managers of national resources, obstacles to private investment, drains on public coffers, or sources of patronage and corruption. As such, NOC reform—incremental in some cases, fundamental in others—lies at or near the top of the policy agendas of many oil-rich countries. Building on existing literature, we surveyed 12 NOCs from diverse geographical and operational contexts to distill practical steps that policy-makers can take to make their countries' NOCs more effective and more accountable—to governments and to citizens. Our recommendations can be seen in both the executive summary and the full report.

Abstract:
Europe has pioneered and championed the cause of defense transparency, owing to the continent’s turbulent history and a desire to avoid these mistakes again. Defense transparency has improved in Europe as a result of the roles played by private industry and media, as well as the consequences of conflict or collaboration between the governments on the continent. The conditions that have encouraged greater transparency in Europe are not entirely reflected in Asia, but steps are being taken to gradually improve defense transparency in the region.

Abstract:
Despite France’s previously well-deserved reputation as a highly centralised state, a significant number of responsibilities have been devolved to regional and local government over the past two decades. The process has not been easy. The extremely large number of very small municipalities makes economies of scale in the implementation of policies hard to realise, and measures to overcome this have been at best only partially successful. Competence is often shared between levels of government, obscuring accountability, and the central government has often retained an arguably unnecessary degree of prerogatives. Reorganising the system to avoid overlapping responsibilities and improving transparency and accountability in local government finance provide some difficult challenges.

Abstract:
The problems of peace and security in Europe occupy an important place in the public conscience. New ways of improvement of the security situation are constantly being examined. The lessons learned from the terrible events in former Yugoslavia show us there is a lot to be done. Europe needs new and better instruments for strengthening of stability and security, applicable to all countries. This Research Report offers some ideas in that direction. The dissolution of the Warsaw Pact increased the number of countries in Europe whose national security interests are being defended mainly by themselves. The usefulness of all the international efforts, like the Helsinki Final Act, the Declaration of Madrid Meeting and the CFE Treaty is indisputable. They treat the problems of the then existing two opposing military alliances. The efforts of the people who gave birth to these processes deserve the highest estimation and respect. Now new steps towards a further development of the confidence and the security of our continent are needed. Our special interest is directed to a higher transparency in the military area.
