Abstract:
The EU is involved in economic diplomacy since the establishment of the Single Market and the ensuing negotiations for trade and economic partnership agreements conducted by the EU’s Directorate-General for Trade (DG Trade) for all EU member states (MSs). European economic diplomacy (EED) is a new EU venture that aims to improve the coordination between EU institutions and MSs in an effort to enhance their economic and trade relations and strengthen their ability to compete with major countries such as the US, China and Russia.

Abstract:
Virtual currencies are a contemporary form of private money. Thanks to their technological properties, their global transaction networks are relatively safe, transparent, and fast. This gives them good prospects for further development. However, they remain unlikely to challenge the dominant position of sovereign currencies and central banks, especially those in major currency areas. As with other innovations, virtual currencies pose a challenge to financial regulators, in particular because of their anonymity and trans-border character.

243. Nord Stream 2: A Boon or a Threat to European Energy Security?

Abstract:
There has been much controversy around Nord Stream 2, a planned extension of the undersea gas pipeline stretching from Russia to Germany. By lying down two extra pipes in addition to the two already in operation since 2011-2012, the second phase would see the doubling of the capacity of the route, from 55 to 110 billion cubic meters (bcm) and commence operations in 2019 at a cost of 9.5 billion euros. This would mean that over 70% of Russian gas exports could be channeled through a single pipeline through Germany. Nord Stream 2, coupled with constructing the �irst two lines of Turkish Stream (with a capacity of 31.5 bcm) would also allow for the complete circumvention of the Ukrainian transit route.

Abstract:
This paper surveys existing measures of economic openness understood as the degree to which non-domestic actors can or do participate in a domestic economy. We introduce a typology of openness indicators which distinguishes between ‘real’ and ‘financial’ openness as well as between ‘de facto’ and ‘de jure’ measures of openness, and show that this classification indeed captures different dimensions of economic openness. The main contribution of the paper is to supply a comprehensive and novel data set of openness indicators available for interested researchers. Based on this effort, we analyse some trends in economic openness over time and provide a correlation analysis across indicators. Finally, we explore the practical implications of choosing from different openness measures within a growth regression framework and highlight that researchers should make the choice of the indicator based on explicit theoretical justifications that correspond to their specific research questions.

Abstract:
Since the question of the EU opening official relations with the Eurasian Economic Union may soon become more topical, it is worthwhile considering the politics and economics of a hypothetical agreement. But on both accounts, there are basic difficulties for one party or the other. The forthcoming Austrian Presidency of the EU Council in the second half of 2018 is reportedly intending to propose an opening of a dialogue between the EU and the Eurasian Economic Union (EAEU)[1]. In a related vein, the new Italian government says it will block any renewal of EU sanctions against Russia. The question of how the EU might relate to the EAEU may thus become topical, and so it is worth giving some thought to the conceivable content of such interactions. Of the EAEU’s competences, the most relevant for the EU are tariffs and non-tariff barriers, notably technical product regulations and standards. The EAEU also has an extensive agenda for the development of a single market, whose chapter headings are all familiar to the EU. Some of these are operationally important, notably for the movement of people, while others are works in progress at this stage, but in general they are internal measures, rather than a matter for international agreements. For years, President Putin has been making speeches about the case for a common economic space from ‘Lisbon to Vladivostok’, without being specific about its possible content. If one is to take the slogan at face value, however, it would seem to imply at least a free trade agreement (FTA), whose core features might involve the cutting of tariffs and non-tariff barriers. Business interests in the EU are supportive of such a proposition and have undertaken some lively lobbying efforts along these lines. But is an FTA between the EU and the EAEU plausible on political and economic grounds for each side?

246. The Dilemma of the EU’s Future Trade Relations with Western Sahara

Abstract:
Following the Court of Justice’s rulings on the Front Polisario, the EU is facing thorny legal and political challenges to include Western Sahara in its trade agreements with Morocco. On 27 February 2018, the Court of Justice of the European Union (CJEU) delivered a new judgement in Case C-266/16 Western Sahara Campaign UK concerning the territorial application of an EU-Morocco agreement to Western Sahara, giving rise once again to diplomatic tensions between the EU and Rabat. The Court concluded that neither the Fisheries Agreement (2006) nor the associated Protocol (2013) are applicable to the waters adjacent to the territory of Western Sahara. The Court closely followed the analysis it had made in C-104/16 Council v. Front Polisario, in which it held that the EU-Morocco Association Agreement (AA) and the 2012 agreement liberalising (processed) agricultural and fishery products (the “Liberalisation Agreement”) do not apply to Western Sahara. Whereas the Court clarifies the role of international law in the EU’s external policies in these fascinating cases, it leaves the European Commission in a very difficult situation, both legally and politically, to deal with the policy-consequences of these judgments. Western Sahara is recognised as a non-self-governing territory in accordance with Article 73 of the UN Charter, and the right to self-determination for such territories, Western Sahara in particular, has been stressed several times by different UN Resolutions and the International Court of Justice (e.g. its Advisory Opinion of 1975 on Western Sahara). The largest part of Western Sahara is still controlled by Morocco, which considers this territory to be an integral part of its sovereign territory, while the Front Polisario (the liberalisation movement seeking independence of Western Sahara) controls the remainder. Although the EU and its member states have never recognised Moroccan sovereignty over Western Sahara, the EU has de facto been applying the EU-Morocco Liberalisation Agreement and Fisheries Agreement to (the waters adjacent to) Western Sahara, as confirmed by both the Council and the Commission.

Abstract:
Latin America is a distant region. Its political affairs do not play a really important role in the Czech foreign policy in general. The Czech interest in the region is primarily economic, as a number of countries in the region are already quite developed or on the way to becoming developed. The economic ties with Latin America are growing steadily, as is the volume of trade between the Czech Republic and countries in the region. Generally the Czech Republic pursues a rather neutral foreign policy towards Latin American countries, and the events there are unlikely to become subjects of politicization in the Czech Republic or to polarize the Czech political scene. Otherwise, on the part of the Czech Republic, an economically more proactive policy toward Latin America could be identified in 2017, with a growing perception of Latin America as an attractive region for both trade and investments.
