Abstract:
From October this year, new rules on the sale of cocoa beans entered into force, agreed between Côte d'Ivoire and Ghana—the crop’s two largest producers in the world—to ensure a profit for farmers. The agreement is an example of a departure from the raw material export model that is unfavourable to African producer countries. This change should increase the stability of African states. These processes will require a revision of the European business approach to Africa and the EU’s trade policy towards the continent.

The industrial transformation towards a more sustainable, technological and knowledge-intensive economy can bring prosperity to the EU, but also bears the risk of increasing disparities among the EU territories. On the one hand, some regions are more fit to benefit from these changes. On the other, economic activity, especially one that is knowledge- and innovation-intensive, tends to spatially cluster in areas that are already more advanced. Productivity, innovation, skills and thriving firms will increasingly concentrate in a few wealthy areas, while the less prosperous are excluded from the gains. The current debate on an EU industrial policy overlooks this issue of inequality and instead focuses on competitiveness vis-à-vis global competitors, key technologies and achieving sustainability commitments. While this is important, the focus on the technological frontier, international trade and knowledge-intensive production could create unintended negative consequences due to the lack of an explicit goal for even development and inclusive industrial transition. In this Policy Brief, Policy Analyst Marta Pilati argues that the EU industrial strategy should be centred on the issue of inequality. This can be achieved by challenging misconceived assumptions, critically evaluating past and future policies, and designing measures that target all EU regions and successfully bring them along the transformation.

214. China’s Export Success: Due to Unfair Practices or Fair Competition?

Compared with previous ratings, China’s trade policy today is more positively acknowledged. Yet, China can still be criticised in particular because of its non-transparent subsidy policy, the privileged role of state-owned enterprises, the heavy hand of the state in general, the sluggish enforcement of intellectual property rights, and the prevalence of non-tariff barriers. Yet, it cannot be ignored that Chinese entrepreneurship mentality is highly developed outside state interference in world markets. Especially, in the digital economy, high motivation and a large pool of human skills act as drivers of innovations, so far mainly process innovations. The trade war with the US hurts China and is responded by China with asymmetrical retaliation. The more Chinese exports to the US in total are affected, the more costs will have to be borne by US consumers as options to shift to alternative suppliers become weaker. What President Trump would see as a “good” deal for the US is unclear. It can be thus presumed that the trade war will continue into 2020 and that it is in fact a tech war. The EU is affected as EU companies produce in China for the US market and in the US for the Chinese market. While it might gain from trade diversion effects in the short run, the negative effects on investment due to uncertainty weigh more heavily. The EU is tempted to negotiate a free trade agreement with China but rightly refuses to start negotiations before China is prepared to conclude an agreement on investment. The EU should not see China and the US on equidistance. Workable relations with the US are much more important. To conclude, China’s trade policy has improved relative to Western standards but still warrants further steps towards much less state influence. Yet, its global competiveness especially in the state-of-the-art digital economy is high and is owed to a strong entrepreneurial mentality.

Abstract:
The concept of free movement between European countries anchored in the Schengen Agreement, manifested in the creation of the borderless Schengen Area, is arguably one of the great achievements of European integration. By facilitating conditions for trade, services and movement of citizens, the Schengen Area acts as one of the converging economic factors for Member States. Decision on the dissolution of state borders is generally seen as a positive step for economic development, regional integration and a sign of trust between the countries. Nevertheless, it also raises many questions and challenges, especially on the topic of security and compliance of national laws with rules and conditions set in the Agreement. This article will focus on the accession of Croatia, Bulgaria and Romania to the Schengen Area and discuss the main difficulties and obstacles for each country.

216. The Importance of WTO Reform from a Transatlantic Perspective

Trade is at the forefront of international tensions in 2019. Political developments in the United States and Europe, and the rise of China as a peer competitor to the transatlantic economies, have led many to question the fundamental assumptions and operations supporting the World Trade Organization (WTO). Chinese mercantilism, the Trump administration’s aggressive use of unilateral tariff measures, and the inability of WTO members to reach consensus on expanding its disciplines to important new sectors and forms of commerce in the modern economy reinforce the critique of the WTO. Expansion in global trade, one of the great engines of growth and progress in bringing billions of people out of poverty since 1945, has slowed considerably in the last two decades. In 2018, however, several constructive efforts to craft reforms for this successor institution of the Bretton Woods system are engendering some hope that the WTO can be adapted to meet the needs of the contemporary economy. The first basket of problems revolves around a lack of WTO disciplines for newer sectors like services, including those associated with the emerging digital economy; for state-owned enterprises; for intellectual property protection; and for cross-border investments. The other main issues concern the sometimes ineffective and bounded operations of the WTO itself. Questions have been raised, notably by the United States, over the slow and inconsistent enforcement of existing WTO rules, and over rulings by judges in the Appellate Body which overstep the limits of existing WTO rules, undertake interpretations of domestic laws, and reinterpret facts established by earlier dispute panel decisions. This is the biggest issue now dividing U.S. and EU thinking on the reform of the WTO. The EU, Canada, Japan, the United States and other members have begun offering concrete proposals for addressing these problems, and the G20 political leaders gave a strong endorsement to their efforts in the December 2018 communique of the Buenos Aires summit. Ideas for new rules are being tested in sub-global trade agreements like the new North American and Trans-Pacific pacts and EU free trade agreements with Canada and Japan. Incorporation of new rules into the global WTO is extremely difficult; full consensus among its 164 members is required for the adoption of any new disciplines or internal operations. To overcome that impediment, this paper suggests that plurilateral agreements, like the Information Technology Agreement of 1997, be employed to establish and test new rules needed for the 21st-century economy. Some use of supermajority decision making instead of the consensus rule may also help advance the creation of new rules and redress weaknesses in WTO operations. The role of transatlantic leadership, finally, is emphasized as a key to building broad political support needed to achieve substantive reform.

217. The EU Self-Surplus Puzzle: An Indication of VAT Fraud?

Abstract:
The world runs a trade surplus with itself: Exporters report larger values of exports than what importers report as imports. This is a logically impossible but well known empirical fact. Less well known, in recent years, more than 80 percent of the global surplus is a trade surplus that the EU has with itself. In this paper, we show that this self-surplus of the EU amounts to a striking 307 billion Euro in 2018. It persists in goods, services, and secondary income accounts. It also exists within the Euro Area, and is strongest between neighboring countries. Around the 2004 Eastern Enlargement the EU’s self-surplus quadrupled. Balance of payments data from the United Kingdom appear highly distorted. We argue that the phenomenon is not only due to measurement error. Rather, a large fraction of the EU’s self-surplus puzzle seems related to fraud in value added tax. The loss in tax income could amount to as much as 64 billion Euro per year.

Abstract:
The need for the European Union’s involvement in the Western Balkans, Georgia, Moldova, and Ukraine has never been more acute. The European Commission’s structures are not up to the job. A new approach is needed to respond to the realities on the ground and in member states. The European Union needs to boost the tools of the European Commission to move the process on from enlargement and move decisively towards the unification of Europe. This means creating a directorate general that would have the resources to drive forward the accession process with the Western Balkans countries and the ambitious trade and reform agenda in Ukraine, Georgia, and Moldova. A new directorate general Europe could play this role.

219. The Economic Losses from Ending the WTO Moratorium on Electronic Transmissions

This paper is co-authored with Badri Narayanan, PhD, Associate Professor at University of Washington, Consultant at McKinsey Global Institute, UN ESCWA, FAO, Commonwealth Secretariat and GTAP Research Centre. Since 1998, the WTO Members have applied a moratorium against tariffs on international electronic transmissions (commonly referred to as the WTO ‘E-Commerce’ Moratorium). However, some WTO Members have recently debated whether the moratorium remains in their economic interest, given the potential revenues that might be generated by imposing tariffs on electronic transmissions. The study examines the impact on India, Indonesia, South Africa and China (and the general case for developing countries) and concludes that imposing such tariffs would be fiscally counter-productive. Putting aside any legal questions, a country that opted out of the moratorium may apply tariffs affecting a wide range of cross-border business activities. Our research shows that if countries ceased to uphold the moratorium and levied import duties on digital goods and services, they would suffer negative economic consequences in the form of higher prices and reduced consumption, which would in turn slow GDP growth and shrink tax revenues. Yet our research indicates that the payoff in tariff revenues would ultimately be minimal relative to the scale of economic damage that would result from import duties on electronic transmissions.

220. Exchange rate pass-through to import prices: Accounting for changes in the Eurozone trade structure

Abstract:
This paper assesses whether the emergence of new trading partners (i.e., China and Eastern Europe) as suppliers reduces the exchange rate pass-through (ERPT) in Eurozone countries which differ regarding their external exposure. Using bilateral data on import prices at the two-digit sector level, we find that (i) pass-through is complete in many cases, (ii) ERPT from China is higher than from the United States, and (iii) there is no compelling evidence of a generalized link between ERPT and the increasing integration of some emerging markets in European imports. We also show that the launch of the single currency has not provoked a sufficient change in the part of trade exposed to exchange rate fluctuations and, therefore, has not affected the pass-through. Overall, the trend of liberalization in new players' markets has not altered the competitive environment such as to induce exporters of other countries to absorb exchange rate depreciations.
