1. Germany’s Strategy on Climate Foreign Policy: Balancing Sustainable Development and Energy Security

Abstract:
With the war in Ukraine, Germany’s “traffic light” coalition government has had to adapt its climate policy to the upheavals caused by this war, which has turned its economic, energy, and military model upside down. Against a backdrop of high energy costs and increasing calls for reshoring in Europe, German industry is looking at how to maintain its competitiveness while decarbonizing its industry. To combat climate change and find new forms of energy cooperation that are more sustainable for the planet, the federal government has set up a Strategy on Climate Foreign Policy bringing together its collaborative actions with partner countries. Climate, energy, and development partnerships play a vital role in this context, and emerging countries are key partners for climate initiatives. They have a high demand for energy and exploit resources, though without always respecting environmental, social, and governance standards. Their renewable energy (RE) production potential is significant, and there are major opportunities for CO2 reduction thanks to modernization technologies that Germany is seeking to transfer to its partners. To this end, Germany is using a multitude of diplomatic tools and is leveraging a unique network of international agencies, chambers of commerce and climate finance players.

Abstract:
This article assesses how environmental issues have been incorporated into the strategic association between the European Union and Latin America and the Caribbean. It analyses whether the 2030 Agenda and the Sustainable Development Goals are reflected in the EU-CELAC declarations, and what bi-regional programmes and projects have been developed in relation to the environmental SDGs. The analysis shows how the environment has become a key priority in both the political dialogue and development cooperation pillars, although it has only recently been included in the trade pillar, and in an incipient way.

Abstract:
On July 23–24, 2024, a delegation from the Center on International Cooperation (CIC) at New York University, serving as the secretariat for the Pathfinders for Peaceful, Just and Inclusive Societies, participated in a country visit to Prague, Czechia. The visit was initiated by an invitation from the government of the Czech Republic in their capacity as co-chair of the Pathfinders Alliance Against Inequality and Exclusion. The delegation included Mr. Fernando Marani, Program Director, Inequality and Exclusion, and Mr. Nate Edwards, Program Associate, Justice for All. The primary objectives of the visit were to identify good practices and support Czechia’s priorities related to the implementation of Sustainable Development Goal (SDG) 16+ and explore inclusive policy making approaches to empower the voice of marginalized and vulnerable groups.

Both India and the European Union recognise this: India is a pioneer in DPI, while the concept of digital commons is gaining better attention within the EU. In the past, both researchers and policymakers have often underlined the important role cities have to play in reaching the objectives of the Paris Agreement and the 17 Sustainable Development Goals (SDGs). Meanwhile, city networks have become increasingly active in approaching international institutions and getting their voices heard. Among them are the Urban7 Group – a recently founded group of city associations from G7 countries advocating for a stronger involvement of cities in G7 policymaking. The discussion about who has a voice in the G7 and what role cities can potentially play in it is significant. The G7, despite being somewhat contentious, remains a highly relevant forum both in terms of the negative contribution of its members to global sustainability crises (such as climate change) and their collective economic capability to address the crises. In the past, references to the role of cities were largely absent from G7 official documents; this changed during Germany’s G7 presidency in 2022. Based on a document analysis and semi-structured interviews with ministry officials and city network representatives, this paper investigates how, in 2022, the Urban7 Group was involved in the G7 process, and which actors and contextual factors had an impact on the width and depth of this involvement. While the German presidency opted not to directly involve the Urban7 Group as an official G7 engagement group, the group nevertheless gained access to ministerial negotiations, in particular those of the new G7 track on urban development. The paper finds that this engagement was facilitated by pre-existing contacts with ministerial officials as well as changes in the delineation of ministries following the German federal election in late 2021 that led to changes in political leadership and the formation of a new ministry to take responsibility for urban development. The paper closes with critical reflections on the 2022 process, recommendations and potential avenues for future research.

6. The Business Case for the Sustainable Development Goals: An Empirical Analysis of 21 Danish Companies' Engagement with the SDGs

Abstract:
This paper explores why business engage with the SDG agenda, with a view to understanding the business case for the SDGs. Building on and extending the responsibility literature’s discussion of the business case for responsibility, the paper develops a conceptual framework for analyzing why business engage with the SDGs. This framework is employed to analyze why a sample of 21 Danish companies decided to engage with the SDG agenda. The analysis finds that most companies view the SDGs as a platform for achieving rather conventional business goals such as mitigating risk, saving costs, and differentiating products and services. However, in a few cases, companies use the SDGs as a lever for carving out uncontested positions in future markets. The paper concludes that companies overwhelmingly view the SDGs as a business opportunity rather than as a business responsibility, something that fundamentally may distinguish the SDG agenda from previous responsibility agendas. The paper fills a gap in the extant literature on business responsibility by developing and validating a classification of the business case for the SDGs based on economic value drivers, and by deepening the empirical understanding of, what precisely this business case may be.

Abstract:
As states and societies continue to struggle with the pandemic, a fundamental element of the post-Covid recovery will be the capacity to revive both public and private investments in infrastructure, thereby boosting growth and employment. Differently than previous crises, reorienting infrastructure investment to respond to the new social and environmental needs will also be needed, starting with health and poverty reduction, as well as climate change and the digitalisation drive. Italy is no exception. Under the Recovery and Resilience Facility (RRF) promoted by the European Union, Italy will receive 191 billion euro in which infrastructure investments will play a fundamental role. To unlock its full economic potential and pursue a successful post-Covid recovery, Italy should embrace five key priorities for infrastructure investment.

Abstract:
Rather than being mere “productive environments”, localities embedded in infrastructure are distinctive living places in which communities of people live and establish a greater part of their daily social relationships. As a result, infrastructure represents the backbone of citizenship rights and strongly affect territorial inequalities. Infrastructure is chiefly understood in physical terms as reticulated systems of highways, pipes, wires or cables. This physical reductionism is by no means sufficient to encompass the multiple facets of the concept or to make sense of the many ways infrastructure affects socio-political inequalities. Knowledge infrastructure, for instance, may indicate robust networks of people, equipment and institutions that generate, share and maintain specific knowledge about the human and natural worlds. Infrastructure furthermore refers to the interplay between information technologies, transportation and other intermodal transport devices. All of these kinds of infrastructure affect inequalities in different ways.

Abstract:
The G20 as we know it emerged from the 2008 global financial crisis. What is rarely acknowledged, however, is that this grouping of the world’s twenty largest economies emerged at a time when the world was fast becoming more “urban” than “rural”. The impact of urbanisation on the world economy has received scant attention in global decision-making arenas because the post-2008 stabilisation of the global financial system came with significant costs. In particular, the financial crisis had important recentralising effects. The OECD, for instance, has regularly underlined the lasting impact of the financial crisis on sub-national investment capabilities.
