1. President Zelensky’s first year leading Ukraine: A case of déjà vu

Abstract:
During his first year as President of Ukraine, Volodymyr Zelensky prioritized presidential power-building. In order to do so, he relied heavily on the old system and established practices, such as “hands-on” management and the personalization of state agencies. Institution-building was replaced by the targeted fine-tuning of the dominant system. Some important reforms launched by the government in autumn 2019 were later stalled and reversed. As before, the adoption and implementation of comprehensive reforms will largely depend on Western pressure and conditionality. The major problem is that there are multiple centres of power in the country and the president’s actions only produce an illusion of control, while in reality the system is fragile and unstable. During the rest of his presidency, Volodymyr Zelensky will increasingly depend on oligarchs and govern through situational alliances. In exchange for their support, he may have to acquiesce to their continued dominance over the economy and the restoration of their influence in politics. Instability will intensify as his personal popularity wanes and economic and political crises deepen.

Abstract:
The existing literature on state-building has focused mainly on post-conflict cases and ‘conventional’ examples of statehood, without taking into consideration the particularities of states that remain internally and/or externally contested. The EU’s engagement in Palestinian state-building through the deployment of EUPOL COPPS and EUBAM Rafah has generated various types of unintended consequences: anticipated and unanticipated, positive and negative, desirable and undesirable, some of which fulfill and some of which frustrate the initial intention. These have important reverberations for the EU’s conflict resolution strategies in Israel and Palestine, the most important being the strengthening of power imbalances and the enforcement of the status quo.

Abstract:
Despite the momentum for fundamental change that emerged in Ukraine after the Euromaidan revolution of 2014, the incumbent elites were able to safeguard many traditional mechanisms for extending their stay in power and effectively impeded the systemic transformation. After the presidential and parliamentary elections of 2019, Ukraine will face an increased risk of populism and radicalization of the political agenda on the one hand, and apathy and disengagement among the population on the other. In these circumstances, the West should be ready to increase its involvement in Ukraine, but also to step up conditionality in order to influence the behaviour of protectors of the old system, interacting more with the pro-reform constituency in Ukraine.

Abstract:
On the occasion of the 100th anniversary of the restoration of the independent states of Poland and Lithuania, we will return to a fundamental question, namely, whether the relationship between our contemporary states, which had already become hostile during the restoration process, is a time of missed opportunities? Or maybe the interests of both sides were simply so different that it was impossible for them to agree on a matter of major importance – state territory (partly also on the issue of national minorities) – and to balance their interests, thus avoiding conflict and a particularly hostile bilateral relationship which lasted until the tragic developments for both Poland and Lithuania in 1939-1940, when our countries fell victim to two tyrants.

Abstract:
Conflicts are intrinsic to social systems and constitute an irreducible part of their development. This article analyzes the conflict between states and its effects on the evolutionary dynamics of the international political system. We discuss the ontology of each object of analysis and the causal mechanisms that connect their respective evolving trajectories. Then, the analytical model is evaluated regarding to the processes of formation of the Qin Empire in China and the construction of Nation-States in Europe. The working hypothesis is that the interactions among the strategies chosen by the agents to cope with the structural constrains and competition conditions they encounter cause changes in the international political systems, as well as on the actors themselves.

Abstract:
Since its first incumbency after the 2002 general elections Turkish politics has witnessed considerable changes in the policies of the AKP in economic and political realms. Academics have tried to understand the nature and possible causes of these policy changes mostly focusing on the electoral concerns. This study provides a different dimension to the debate by focusing on the party organization as a possible dynamic preventing / enabling this kind of a policy change. As such, it relates the policy changes of the AKP to the changes in the inner structure of the party organization. This kind of change is tracked through the analysis of the social and political backgrounds of the members of the party's main decision organ-the Central Decision and Administrative Committee.

7. Building a New Foundation for Stability in Libya

For almost five years, Libyans have struggled to build a new political order for their country out of the wreckage left by Moammar Gadhafi’s four-decade dictatorship. Despite successful national elections in July 2012, political factions backed by various militias have sought power at the expense of their rivals. As a result, Libya’s oil production and, consequently, its economy have collapsed along with any semblance of a post-Gadhafi political order. This violent struggle for power has created a security vacuum, filled in part by the Islamic State of Iraq and al-Sham, or ISIS, and various Al Qaeda-linked terrorist groups, such as Ansar al-Sharia. In the past year, Libya has become a strategic location for ISIS. Due to coalition military pressure, the group has told recruits to head for Sirte in Libya rather than stay in Syria or Iraq. The growing presence of ISIS in Libya—now estimated to total as many as 6,500 fighters—represents a direct security threat to the United States and its allies in Europe, the Middle East, and North Africa.

Abstract:
The first few months of 2014 brought an unprecedented collapse of the Russian Federa-tion’s image on the world stage, the worst since the end of the Cold War. The events in Ukraine and the reaction to them by a significant number of countries in the interna-tional community, quickly demoted Russia to that group of countries whose foreign policy provokes harsh condemnation. For the first time in decades, international sanc-tions have been put in place against Russia, adopted by a large number of the world’s largest countries, de facto downgrading Russia to the rank of a rogue state; these sanc-tions are intended to exert pressure on the elite, who are responsible for implementing certain foreign policy decisions. For many experts, the events are associated with a new and sudden sea-change in Russia’s foreign policy. However, it appears to us that the cur-rent stage of cooling relations with the West is a logical consequence of the way in which the Russian state was constructed in recent years; in fact, a different scenario could hardly have been anticipated. This article presents the author’s view of the mecha-nisms and logic that shaped Russia’s foreign policy course, which has evolved through several iterations in the last three years. The below analysis could facilitate a fuller un-derstanding of Russian motives in international relations, and help find opportunities and mechanisms for dialogue between Russia and the West.

9. The Role of the Military in the Constitution-making Process as a part of Democratic Transition: The Comparative Cases of Turkey and Egypt

Abstract:
The role of the military in the politics in the developing or socalled “Third World” countries has always been fundamental in order to comprehend the historical process of democratization movements in these countries. To be able to fully grasp the politics, particularly democratic transitions, in the Middle East, it is indispensable to look at the role of the military within the transition process. However, because the democratic transition processes involves different practices, in my research paper, I will focus on the role of military within the constitution-making processes in order to narrow down my research. I have chosen the constitution-making process because, as argued by Özbudun, constitution-making, especially during democratic transitions, is an excellent opportunity to build political institutions that will enjoy broad support from society and its political elites. Both the constitution-making process and its outcome are crucial aspects of the transition to and consolidation of democracy. In this regard, in this study, I have chosen to study Egypt and Turkey comparatively in terms of their military involvement in the constitution making process. It should be noted that in both Turkey and Egypt, previous constitutions were made directly by the military or under military influence through various means, which I will evaluate in my research paper in detailed way. I have chosen these two countries due to two reasons. My initial inspiration is derived from that currently, these two significant countries of the region are in the constitution-making process. When we look at current situation of Turkey, it can be argued that Turkey is in constitution-making process, which is supposed to be totally civilian without the influence of the military. On the other hand, in terms of Egypt, it is argued that following to the Arab Spring, Egypt’s new constitution will be the roadmap to a second republic that most Egyptians hope will be free from the tyranny, corruption, and nepotism, which were the trademarks of Egypt’s political life. The second reason is that despite the fact that Egypt and Turkey differ from each other in terms of longevity of their democratic experiences, the militaries of two countries demonstrate some core similarities, which is noteworthy in terms of comparing the two. Considering all of these, the aim of this study is to see how the military can be a part of the political system, especially in the making of constitution, and to understand the current situation and changing position of the militaries in these countries.

10. Fostering of Civil Society by Muslim Women’s NGO-s in Bosnia and Herzegovina

Abstract:
The fostering of civil society is vital in multiethnic, multicultural, multi-religious and post-conflict societies such as that of BosniaHerzegovina. Therefore, this paper examines the role of Muslim women’s Non Government Organisations (NGOs) in fostering civil society in BosniaHerzegovina. In this regard, this paper puts in perspective the present role of Muslim women’s NGOs by providing the theoretical background and a survey of NGOs in Bosnia-Herzegovina. In order to determine the role and function of Muslim women’s NGOs, the author examines the main criteria of civil society functions such as control of political power, monitoring of political participation and elections, promoting anti-corruption awareness, advocating values of human rights, tolerance and understanding, offering civic training, promoting civic education and public issues through media, and promoting conflict resolution and inter-faith dialogue. By analyzing civil society functions this paper answers the question of Muslim women’s NGOs involvement in socio-political aspects of a democratic state and fostering of civil society in Bosnia-Herzegovina. The author uses an ethnographic methodology, written sources and interviews in analyzing two leading Muslim Women’s NGOs such as Nahla Education Center for Women and Kewser-Zehra Association of Muslim Women. The results of this paper indicate that although Muslim women’s NGOs in theory do not meet some of the criteria to be considered a civil society actor, especially those of a political and legal nature, they are, nonetheless, significantly involved through their various activities in sociopolitical aspects of the democratic state and, as such, they have contributed significantly towards fostering of civil society in Bosnia-Herzegovina.
