- The situation in Chechnya and the North Caucasus was among the subjects that President Vladimir Putin addressed during his January 31 Kremlin press conference. "I think that it is possible to talk about the end of the counter-terrorist operation since Chechnya's law enforcement agencies will, in practice, take upon themselves the basic responsibility for law enforcement in the Republic," the Kremlin's website quoted Putin as saying in answer to a question from a Chechen newspaper reporter about whether the military operation in Chechnya could be considered over. "All bodies of state power have been created in the Chechen Republic; I have already spoken about this and you are well aware of it. This means that the law enforcement agencies can and will get stronger—the office of the public prosecutor, courts, lawyers, notaries and, of course, the Interior Ministry of the Chechen Republic. In the aggregate, I hope, I am confident, that all of this together will result in further stabilization."

- On January 25, the Parliamentary Assembly of the Council of Europe (PACE) passed a resolution on the human rights situation in Chechnya. According to PACE's website (assembly.coe.int), the resolution, which passed by a vote of 117 to 24, stated that the Strasbourg-based assembly "is deeply concerned that a fair number of governments, member states and the Committee of Ministers of the Council of Europe have failed to address the ongoing serious human rights violations in a regular, serious and intensive manner, despite the fact that such violations still occur on a massive scale in the Chechen Republic and, in some cases, neighboring regions in a climate of impunity." The assembly also reiterated its "unambiguous condemnation of all acts of terrorism" and expressed "its understanding of the difficulties the Russian Federation faces in combating terrorism."

604. The Rise and Fall of the Bush Doctrine: the Impact on Transatlantic Relations

- Between 2002 and 2005, a relatively coherent and profoundly renewed strategic approach to international relations was developed by the Bush administration. Premised on an optimistic assessment of great power relations (”a balance of power that favors freedom”), it emphasized the importance of promoting democracy as a way to solve many of the long-term political and security problems of the greater Middle East. It rested on the view that American military power and assertive diplomacy should be used to defeat tyrannies, challenge a pernicious status quo and coerce states into abandoning weapons of mass destruction and support for terrorism - without worrying too much about legitimacy or formal multilateralism. The Bush doctrine led to tensions with the Europeans, who for the most part shared neither the world view that underpinned it nor its optimism about possible results, especially as far as geopolitical stability, terrorism and weapons of mass destruction were concerned. Then, in 2005, two silent developments took place: the Bush administration, while insisting on staying the course rhetorically (through “transformational diplomacy”), reverted to classical realism in its actual diplomacy - largely for reasons of expediency. China and India, on the other hand, imposed themselves on the global agenda, bringing multipolarity back into the picture of the world to come. While generally closer to European views, the new American realist line remains distinct from the European insistence on strengthening the rules and institutions of global governance.

605. The Unraveling of the Atlantic Order: Historical Breakpoints in U.S.-European Relations

- The argument of this paper is that the Atlantic order is in the midst of a fundamental transition. The transatlantic discord that has emerged since the late 1990s marks a historical breakpoint; foundational principles of the Atlantic security order that emerged after World War II have been compromised. Mutual trust has eroded, institutionalized cooperation can no longer be taken for granted, and a shared Western identity has attenuated. To be sure, the Atlantic democracies continue to constitute a unique political grouping. But as scholars and policy makers alike struggle to diagnose the troubles that have befallen the Atlantic community and to prescribe mechanisms for redressing the discord, they would be wise to recognize the scope of change that has been taking place in the Atlantic order.

- America owes its origins to Europe and is unthinkable without Europe, but there has always been a strand of American thinking which has downplayed the connection and wished to assert the exceptionalism of the American experience and the need for America to keep Europe at a distance to involve contamination from its old, corrupt power politics. Europeans were fascinated by the new world unfolding in America, which contrasted so sharply with their own, yet was so intimately related to it. At the same time they regarded America as for the most part a novice and outsider in world politics. Recently roles have been reversed, with many Europeans condemning America as a new Empire, while many Americans accuse Europe of refusing to share the burdens and make the hard choices needed for global leadership. The idea of the West which for four decades united Western Europe under American leadership after 1945 has been undermined. Different current meanings of the 'West' are explored through recent arguments about the nature of the relationship between Europe and America, focusing on narratives of security, modernity and ideology. A number of possible scenarios for the future of this relationship are then outlined.

607. Conflict Resolution in the South Caucasus: The EU's Role

- Instability in the South Caucasus is a threat to European Union (EU) security. Geographic proximity, energy resources, pipelines and the challenges of international crime and trafficking make stability in the region a clear EU interest. Yet, the unresolved Nagorno-Karabakh, Abkhazian and South Ossetian conflicts have the potential to ignite into full-fledged wars in Europe's neighbourhood. To guarantee its own security, the EU should become more engaged in efforts to resolve the three disputes. It can do so by strengthening the conflict resolution dimension of the instruments it applies. As the EU is unlikely to offer membership to Georgia, Armenia and Azerbaijan even in the medium term, it must identify innovative means to impose conditionality on its aid and demonstrate influence. This is a challenge that Brussels has only begun to address.

608. Uzbekistan: Europe's Sanctions Matter

- After the indiscriminate killing of civilians by Uzbek security forces in the city of Andijon in 2005, the European Union imposed targeted sanctions on the government of President Islam Karimov. EU leaders called for Uzbekistan to allow an international investigation into the massacre, stop show trials and improve its human rights record. Now a number of EU member states, principally Germany, are pressing to lift or weaken the sanctions, as early as this month. The Karimov government has done nothing to justify such an approach. Normalisation of relations should come on EU terms, not those of Karimov. Moreover, his dictatorship is looking increasingly fragile, and serious thought should be given to facing the consequences of its ultimate collapse, including the impact on other fragile states in Central Asia such as Kyrgyzstan.

- The war in Afghanistan represented an eastward shift in the United States' international focus. Previously concentrated on the Middle East, the United States has reconfigured its foreign policy directives to include interests east of the Middle East. The shift was long overdue. Central Asia is a rising regional security concern, and Chinese and Russian actions therein have cultivated robust political ties. Resulting cooperatives and agreements promote Chinese and Russian regional objectives. The Shanghai Cooperation Organization (SCO) originally consisted of five Central Asian and Asian countries (the Shanghai Five), ostensibly to unify signatories on economic, social and political platforms. However, the SCO is often a proxy to advance Chinese and Russian interests.

- This report is prepared annually to provide Congress with official, unclassified, quantitative data on conventional arms transfers to developing nations by the United States and foreign countries for the preceding eight calendar years for use in its various policy oversight functions. All agreement and delivery data in this report for the United States are government-to-government (FMS) transactions. Some general data are provided on worldwide conventional arms transfers by all suppliers, but the principal focus is the level of arms transfers by major weapons suppliers to nations in the developing world.
