Abstract:
Increasingly, the armed forces and a vision of security as emphasizing hard rather than soft security have come to the fore in Moscow's national security policy process. Due to this institutionally-driven vision, Russia sees itself facing increasing military-political and strategic threats all along its frontiers. Recent Russian policies reflect that perception and Moscow's adaptation to it. We may think this threat perception to be misguided, even bizarrely misconceived, given our own beliefs about what American policy is and what its goals are. Nevertheless, the strongest forces in the Russian policy community have bought into that vision and have made policy accordingly.

Abstract:
In the post-Cold War era and in the early 21st century, the region of Northeast Asia remains one of the most unstable areas in Asia and in the world compared with other regions of Southeast Asia, Central Asia, Southern Asia, Middle East, Eastern Europe, Africa, and Latin America. And it could become a harsh strategic confrontational area between major powers in Asia and in the world in the future, if those major powers like the United States, China, Japan, and Russia do not manage their relationships well. It can also become a place of hot war or new Cold War in the Korean Peninsula and the Taiwan Strait, if the two Koreas and two sides of the Taiwan Strait problem cannot manage the unresolved issues in their relations. Northeast Asia is also on track to become another center of the global economy, science and technology, military, and international politics. Opportunities as well as challenges to Asia and the world come from the “rising” China and Asia.

Abstract:
For most of its existence as a newly-independent state in Eastern Europe, Belarus enjoyed a dubious reputation of being the continent's last dictatorship. The regime established by the country's president, Alyaksandr Lukashenka, has a solid domestic base. Nevertheless, the continuous political, economic, and diplomatic support provided to Lukashenka's Belarus by its Eastern neighbor, the Russian Federation, greatly contributed to the overall stability and smoothness with which the Belarus leader accumulated power, institutionalized his autocratic rule, and fended off both internal and external challenges.

Abstract:
Ukraine's geopolitical location positioning it firmly between North Atlantic Treaty Organization (NATO) allies to the west and Russia to the east has demanded that its foreign and security policy take into account its interests in the east and the west. The pro-reform forces in power since the Orange Revolution would like to move Ukraine squarely into the Euro-Atlantic community with only limited deference to Russia in matters where Ukrainian dependency remains unavoidable. Political forces favoring a more neutral stance between east and west or openly in favor of leaning eastward remain formidable. Russia's astute deployment of its national instruments of power in support of these forces will loom large into the indefinite future.

Abstract:
Fourteen years of negotiation, led alternately by the UN and Russia, have done little to resolve the Georgian-Abkhaz conflict. There have been some successes on the ground: ceasefire violations are rare, approximately 45,000 internally displaced (IDP) Georgians have returned to homes in the Gali region, the two sides cooperate on operating the Inguri power plant, and a strategic railway through Abkhazia may restart. But the sharp deterioration in Russian-Georgian relations and a Georgian military adventure in the Kodori valley have contributed to a freeze in diplomacy over Abkhazia since mid-2006. In the absence of a new initiative, new violence is a real possibility. Because prospects are bleak for an early comprehensive settlement of the key political issues, in particular final status, the sides and international facilitators should shift their focus in 2007 to building confidence and cooperation in areas where there are realistic opportunities.

Abstract:
Le 11 juillet 1995, l'enclave et la ville de Srebrenica, en Bosnie orientale, tombaient aux mains des forces nationalistes serbes du général Mladic qui ont organisé le transfert forcé des femmes et des enfants, massacré plus de 7 500 Bosniaques et, dans les mois suivants, déterré et transporté les cadavres dans des fosses secondaires afin de dissimuler les traces du crime. L'enclave avait pourtant été officiellement déclarée « zone de sécurité » par les Nations unies en 1993, et ses habitants – dont des milliers de réfugiés venant de toute la Bosnie orientale – placés sous la protection de la communauté internationale, représentée en l'occurrence par un bataillon de casques bleus néerlandais. Le massacre de Srebrenica a été rapidement perçu comme le symbole des contradictions, erreurs et fautes, voire des crimes qui ont marqué la politique de « maintien de la paix » prônée par les grandes puissances et l'ONU en ex-Yougoslavie. L'horreur de ce dernier grand massacre de la guerre de Bosnie (1992-1995) a sans doute joué un rôle important dans l'intervention de l'OTAN contre les Serbes de Bosnie à la fin de l'été 1995 qui, à son tour, a conduit à la conclusion des accords de Dayton quelques mois plus tard. Le massacre de Srebrenica a ainsi été tristement fondateur pour l'Europe de l'après-Guerre froide, et notamment pour l'émergence d'une politique européenne de sécurité et de défense. A une échelle plus globale, l'issue tragique de la politique des « zones de sécurité » en Bosnie orientale a contribué à redéfinir les règles d'engagement et l'établissement des responsabilités nationales et internationales dans les opérations de type militaro-humanitaire.

Debates about the "securitisation" of migration may over-state the effectiveness with which states are able to link immigration policies with the defence of the national political community against external threats. The example of Italy under Berlusconi, or UK policy since 9/11, show that a "securitarian" rhetoric is sometimes still accompanied by liberal economic policies and regularisation programs, or can easily undermine state legitimacy when a tough line on closed doors is difficult to deliver. Because of the lack of scrutiny on some policies at the European level, however, European immigration policies have been one area where governments have been able to avoid political protest or human rights concerns and implement a tough security based policy, often "outsourcing" the implementation to regions of origin.

The answer to the question posed in the subtitle is yes, indeed, there are concrete alternatives to enlargement. As there must be. Enlargement has been a key tool in projecting stability across our continent. But it is a reality that the EU cannot expand ad infinitum – everything has its limits. We must honour our present basic commitments, while strictly insisting on the criteria. One of these criteria is our own absorption capacity – it is clear that in some member states the pace and scale of enlargement is approaching the limits of what public opinion will accept. To overstretch, rather than consolidate, the Union would be detrimental not only for us but also our partners. These are all issues with which our leaders will struggle in Vienna in a few months time.

Russia's tough stance towards Ukraine on natural gas prices was viewed by many in Europe and the United States as raising new issues concerning Russia's foreign economic policies and growing European and US dependency on energy imports. For many new EU member states and for countries such as Ukraine, Georgia, and Moldova, however, this is an old problem. Central European attempts to flag the issue in Western capitals have until now been brushed aside. The rapid approval by the EU Commission of the Russian-German undersea gas pipeline project was a mistake. The concerns of the Central Europeans should have been examined in more detail. Western governments would also be wise to analyse more closely the political and security implications of Russia's energy policies.

570. Transatlantic Tensions and European Security

Abstract:
Any nuanced assessment of current transatlantic tensions requires an awareness of their historical context. An understanding of the legacy of the Cold War in particular helps to answer the following questions: (1) What are the sources of current US-European tensions? (2) Has the transatlantic connection sustained mortal damage, or can it endure? (3) What changes of attitude and of focus might help the transatlantic relationship in the future? The argument is as follows: The US-European relationship is under assault not just because of recent US military actions but also because of a longer-term shift away from a successful US Cold War grand strategy that still had much to offer the post-Cold War world. However, cause for alarm is limited, because the history of cooperation, the lack of alternative partners, and the very real nature of external threats means that neither the US nor the Europeans have any realistic alternative to cooperation with each other.
