Since EU members have agreed to establish integrated military forces and to decide jointly on their deployment in European institutions, the EU's “democratic deficit” is no longer confined to issues of common market governance but also includes foreign, security and defense politics. Drawing on recent debates in peace and conflict research, I will argue that a democratic deficit in European security and defense politics is not only worrying for its own sake but also because a growing body of literature regards the democratic control of security and defense politics as the best guarantee to maintain peaceful and cooperative relations with other states.

Abstract:
The number of migrants from conflict regions in Africa has been increasing dramatically. The European Union shares dual responsibility for the continuing migration pressure: First, because it fostered over decades corrupt and autocratic regimes with dire disregard to principles of 'good governance'. The aftermath of these regimes is still felt today and constitutes one of the underlying factors for politically motivated migration. Second, the EU contributed to Africa's economic misery due to its selfish external trade policy. Nevertheless, the prevailing perspective of the EU and of its member countries concerning African immigration remains to be focused on security, the foreclosure of its external borders and prevention. Current EU programs and concepts to fight African migration are questionable. Even development‐oriented approaches are bound to fail, if not backed by sustainable immigration policies.

Abstract:
Russia's recent foreign policy has taken on a combative tone and adopted a revisionist content. Moscow today speaks its mind publicly and freely, and makes clear it no longer wants to be bound by accords concluded when Russia was weak. However, while the Kremlin is clear about what it does not like or want, it has yet to articulate a positive international agenda. In fact, Russia faces a number of fundamental foreign policy choices that cannot be explained by a reference to sheer pragmatism or the show of newly regained power. In dealing with Russia at this stage, the West needs to reach beyond the binary formula of integration or isolation and focus instead on the national interests.

The partners to this project, the PfP Consortium Security Sector Reform Working Group (under the chairmanship of the Geneva Centre for the Democratic Control of Armed Forces – DCAF) and the PfP Consortium Study Group on Regional Stability in South East Europe (under the chairmanship of the Austrian Ministry of Defence), together with the Croat Institute for International Relations – IMO – Zagreb, together with the Western Balkan policy community, reviewed the democratic standards for security sector reform and governance and the development of the preaccession SSR conditionality in the light of the evolving Security Sector Reform concepts of NATO, the EU and other International Organisations.

Abstract:
This paper aims at investigating the security environment of the Black Sea region. It firstly reviews regional organizations and their security agendas. The Black Sea Economic Cooperation (BSEC) is the most organized and largest regional organization in the region. Non-regional organization, namely NATO and the EU, both of which pursue their respective security agendas in the Black Sea region will be dealt with afterwards. NATO has its own policy of penetration toward the Black Sea region. The EU is the dominant economic and political organization which also aims to enlarge in the Black Sea region. Finally, the security environment of the Black Sea region will be examined in view of the BSEC, NATO and EU.

The year 2007 marks the 50th anniversary of the Pugwash Conferences on Science and World Affairs. Little could the original 21 participants at the July 1957 meeting in Pugwash, Nova Scotia have imagined that, fifty years later, the Pugwash organization would have convened over 320 workshops, symposia and conferences on major security issues, have national groups and representatives in more than 50 countries around the world, and have been honored with the 1995 Nobel Peace Prize.

In early November 2006 Dame Eliza Manningham-Buller, head of Britain's Security Service (known as MI5) warned that the danger to the United Kingdom of terrorist attack was 'serious' and 'growing', with as many as thirty terrorist plots under way. She argued that 'tomorrow's threat may–I suggest will–include the use of chemicals, bacteriological agents, radioactive materials and even nuclear technology'.
