361. The role of EU defence policy in the Eastern neighbourhood

Abstract:
The launch of the EU's Eastern Partnership in 2009 intended to signal a new, elevated level of EU engagement with its Eastern neighbourhood. Yet there remain several long-simmering and potentially destabilising conflicts in the region, with which EU engagement thus far has been sporadic at best. The Union's use of its Common Security and Defence Policy (CSDP) in the region and to help solve these disputes has been particularly ad hoc and inconsistent, wracked by inter-institutional incoherence and undermined by Member States' inability to agree on a broad strategic vision for engagement with the area.

Abstract:
Since the entry into force of the Treaty of Amsterdam, the EU has intensified its efforts to establish closer coordination between the internal and external dimensions of the EU's security policies - i.e. between the fields of justice and home affairs (JHA) and foreign and security policy - based on the assumption that this serves the interests of all actors involved. More inward-looking actors, typically from the ministries of the interior and justice in individual Member States, believe that they can strengthen their internal problem-solving capacities if the EU uses its foreign policy instruments and capabilities in a targeted and focused way to improve internal security and to engage third countries in achieving its goals in the JHA domain. At the same time, JHA expertise and actors have become an indispensable resource for traditional foreign policy actors in terms of dealing with today's security challenges and achieving the EU's main foreign policy objectives, such as promoting the rule of law and preventing state failure.

363. EU Conflict Prevention Revisited

Abstract:
So far the European Union has not operated as the leading actor on prevention that it aims to be. The recent launch of the European External Action Service (EEAS) in December 2010 could present a breakthrough in this regard. Most of the existing prevention instruments will be relocated to the new Service. A tentative organogram of the EEAS also reveals the establishment of a Directorate for Conflict Prevention and Security Policy. It remains to be seen whether this institutional innovation can address the challenges that have constrained the EU's role in prevention so far, including the EU's coherence, consensus, conceptual clarity and ambition.

Abstract:
This paper analyses the implications of European security practices vis-à-vis the Mediterranean in value terms as deduced from an analysis of 'facts on the ground' and local actors' perspectives (based on interviews conducted in Algeria, Egypt and Morocco). It is argued that European security practices have had adverse implications for various security referents in the South. While it is too soon to tell whether the so-called 'Arab Spring' has been delayed or brought on by such collaboration, our research shows how Euro-Mediterranean security collaboration has rendered more defenceless the already vulnerable individuals and societies in the South and how Southern Mediterranean states/regimes and societies have become further alienated from each other following such collabo-ration. The paper also highlights how the very practices adopted by European actors to secure the Union and its values may have rendered it less secure insofar as they have had consequences for the very meaning of what it means to be 'European'.

Abstract:
The European Union (EU) has been devising new methods to manage irregular migration and border control. In the last few decades, a clear link has been established between migration, borders and security in Europe. The paper critically examines this link and the EU's response to the problem through the implementation of two methods: the externalization of border control and increased surveillance. Both these instrument mainly aim at eradicating risk with the help of surveillance tools such as databases and profiling people travelling from third countries, preventing irregular migrants from reaching the EU through pre- emptive measures, and dealing with them outside of the Union as much as possible. However, these methods create other forms of insecurities while claiming to attain a more secure Europe, such as empowering states at the expense of individual liberties and making individuals part of a total surveillance system where their daily actions and preferences are recorded.

366. The European Union Training Mission in Somalia: Lessons Learnt for EU Security Sector Reform

Abstract:
The European Union's mission to contribute to the training of the Somali Security Forces is the first military training mission launched by the EU. Deployed in April 2010, EUTM is nearing the end of its mandate: the training of the recruits will be completed by mid-July 2011. The mission was carried out in close coordination with the US, the African Union and the Ugandan army, and contributed to the EU's visibility in East Africa. However, given the overall feebleness of Somalia's Transitional Federal Government (TFG) and its inability to implement reform, the political effectiveness of the mission is doubtful. In the current context, EUTM should not be extended beyond its original mandate. The EU and other donors should instead support more functional local administrations and make future assistance to the TFG contingent upon tangible progress towards completing transitional tasks, a normalization of political life, and restoring the provision of public services.

The United Nations (UN) is a central reference for the performance of the European Union (EU) on the international stage and one of the most interesting platforms to test the effectiveness of the innovations introduced by the Lisbon Treaty in its foreign and security policies. In particular, the EU's contribution to the reform of the UN Security Council (UNSC) represents a crucial policy and institutional input to assess the Union's capability to act. The new Treaty could allow the EU to play a more assertive role at the SC and pave the way for a new regionalism within the United Nations.

Abstract:
The European Union urgently has to work out a new strategy towards the Mediterranean and the Middle East. It has to back the democratic transformations of Arab societies, but also assert the need for new cooperation in the field of security so that the inevitable changes do not produce new international crises and do not generate new threats. The EU can take advantage of a favourable situation which, however, may not last long. This is a crucial test for the Union's common foreign and security policy after Lisbon.

In the middle of a stalled peace process, one of the few things Israeli and Palestinian officials agree on is that U.S. President Barack Obama deserves much of the blame for the impasse. Israeli policymakers are furious with the demand that Obama made early in his term that Israel freeze settlement construction in the West Bank and with his declaration in May that Israel's 1967 borders should serve as the starting point for peace discussions. Palestinian leaders, for their part, believe that Obama has failed to fulfill the promise he made in his June 2009 Cairo speech to back their legitimate aspirations for statehood, and they are irritated that he has not forced the Israelis to continue the settlement freeze. The recent decisions by Palestinian President Mahmoud Abbas to strike a unity deal with Hamas and press for UN recognition of Palestinian statehood is a sign of how frustrated with Washington he has become. In the face of this impasse, a variety of international figures are now asking Europe to step in. Arab leaders such as former Arab League Secretary-General Amr Moussa have called on Europe to take charge of the peace process. In a May meeting with EU officials, for example, King Abdullah of Jordan urged Europe "to intensify efforts with a view to removing the obstacles that impede the resumption of the peace process." The EU's current political and diplomatic leaders need no encouragement. They already seem to feel that they have both a right and a duty to help solve the conflict. Last year, then French Foreign Minister Bernard Kouchner and Miguel Ángel Moratinos, his Spanish counterpart, said in a joint statement that the EU "must play a role because it is a friend of Israel and of the Palestinian Authority [PA] and above all because its own long-term security is at stake."

370. Perspectives on security in the Arctic area

Abstract:
This report provides multiple perspectives on security in the Arctic area. A key objective is to demonstrate that, although the Arctic is the site of competing natural resources and land claims, which are emerging from such phenomena as melting ice and new sea routes, there are also many signs of fruitful regional cooperation and sound neighbourly relations. This thesis is supported by the high level of Arctic institutionalisation that has evolved since the end of the Cold War. Despite this, some media outlets have routinely portrayed the Arctic as a possible site of inter-state conflict. Such accounts do not take sufficient account of the collaborative initiatives that take place within the Arctic Council, the Nordic Council of Ministers and the European Union, to mention a few. The Arctic is situated within a complex web of multilateral and bilateral networks, ranging from states to regional institutions. What is more, there is a great deal of emphasis on the involvement of indigenous and local communities in key decision-making processes. This is not to argue that there are no challenges to security and prosperity in the Arctic area, but rather that we need to investigate these against the backdrop of the ongoing institutionalisation of the High North.
