- This article analyses the relationship between EU security, integration and associated members, using insights from security studies and the literature on Europeanization. While much recent literature emphasizes either the EU's insignificance as a security actor or its importance as a normative and global actor, I investigate its role as a security actor in its own region, arguing that the EU is primarily a regional security actor. I make two general claims: (1) it is the development of common rules and values in various policy areas that constitutes the basis for the EU as a security actor; (2) it is the successful projection of these rules and values beyond EU borders that will determine the impact of the EU as a security actor. The aim is therefore to show how the EU promotes security and stability through the externalization of rules and values through various processes, association agreements and neighbourhood policies.

313. The Hunger Grains: The fight is on. Time to scrap EU biofuel mandates.

- In 2009, EU governments committed to sourcing 10 per cent of transport energy from renewable sources by 2020: they are set to meet this target almost exclusively using biofuels made from food crops. By putting a mandate in place, European governments are propping up powerful industry and farming lobbies without spending a penny from national budgets: as direct subsidies and tax exemptions are phased out, the cost is increasingly borne by the consumer. For example, by 2020 biofuel mandates are likely to cost UK consumers between £1bn and £2bn more each year—that's about £35 from every adult—and to cost German consumers between €1.37bn and €2.15bn more—up to €30 per adult. EU governments have replaced subsidies paid out of the public purse with a subsidy that consumers, often without their knowledge, pay directly to big business.

- The effort to tie together environment and security is not a new endeavour. The Epic of Gilgamesh spoke of floods, possibly referring to actual changes in the Euphrates and Tigris rivers, resulting in clashes over water access and land use. Stories from the Third Punic War (albeit of disputed veracity) spoke of the Romans sowing the fields of Carthaginians with salt in order to prevent the communities from rebuilding. Environmental factors have been crucial in warfare throughout history, from storms warding off the Spanish Armada in Elizabethan times to the decimation of European troops by disease during the Crusades. Later colonial powers, recognizing that the conquest of land overseas required also the conquest of nature, established schools of tropical hygiene and medicine to provide adaptation strategies for new environmental conditions.

- The EU's ineffectiveness vis-à-vis Libya and the southern Mediterranean crises more broadly is largely explained by the CSDP's narrow mandate centred on crisis management. The EU's emphasis on external crisis management was strategically sound given the geopolitical context of the 1990s. CSDP's quiet drift towards a 'softer' kind of crisis management from the middle of the first decade of the 2000s was also instrumental in highlighting the EU's differences from post-11 September US unilateralism. That said, (soft) crisis management has become progressively obsolete in the light of a rapidly changing geopolitical environment characterised by an overall retreat of Western power globally, a weakening of America's commitment to European security, an increasingly tumultuous European neighbourhood, and Europe's financial troubles. In order to meet the demands of a changing geopolitical environment, CSDP must break away from its distinctively reactive approach to security to include all the functions normally associated with the military including, chiefly, deterrence and prevention. This would allow the EU to actively shape its regional and global milieu.

316. Security Sector Transformation in the Arab Awakening

- The Arab Awakening opened the door to democratic political change in the Middle East and North Africa (MENA). Security sector reform (SSR) is an integral component of the nascent democratic process in the region. While SSR is a long-term process, it should be a key part of institution building in the new democracies. Democracy requires security institutions that are open, professional, and responsive to public needs. The transitions to democracy are varied in nature and scope. SSR will differ by country and must be tailored to the political realities and specific circumstances of each state. The international community can foster successful SSR processes by calibrating its assistance according to the reform efforts in each country. A general or “one-size-fits-all” approach to SSR will not be successful. A sense of political powerlessness, an unresponsive bureaucracy, a general lack of opportunity, economic stagnation (including high unemployment), and repressive security forces all contributed to the Arab Awakening. As a result of the upheaval, democratic forces in several of the MENA countries are pushing for transparency and accountability in the security services. SSR must be undertaken in a holistic manner, couched within the framework of overall democratic reform and linked to other broad policies such as justice sector reform, evolution of the political process, and economic development. SSR will only be achieved if it is integrated and pursued in unison with these larger processes of democratic change. The international community, especially the United States and the European Union, need to foster democratic developments and, in particular, to support and coordinate SSR.

317. Shale Gas and the EU Internal Gas Market: Beyond the Hype and Hysteria

- This paper analyses the interplay between shale gas and the EU internal gas market. Drawing on data presented in the 2012 International Energy Agency's report on unconventional gas and additional scenario analyses performed by the Joint Research Centre, the paper is based on the assumption that shale gas will not fundamentally change the EU's dependence on foreign gas supplies. It argues that attention should be shifted away from hyping shale gas to completing the internal gas market. Two main reasons are given for this. First, the internal gas market is needed to enable shale gas development in countries where there is political support for shale gas extraction. And second, a well-functioning internal gas market would, arguably, contribute much more to Europe's security of supply than domestic shale gas exploitation. This has important implications for the shale gas industry. As it is hard to see how subsidies or exemptions from environmental legislation could be justified, shale gas development in Europe will only go ahead if it proves to be both economically and environmentally viable. It is thus up to the energy industry to demonstrate that this is the case.

- The Lisbon Treaty and the European External Action Service provide the EU with an excellent framework for comprehensive and effective crisis prevention and crisis management work. They just need to be utilised to the full. The security and development nexus can only be enhanced through long-term perspectives. Rather than renewing its general security strategy, the EU's focus should be on preparing tailor made and institutionally endorsed regional approaches and strategies, where the broad objectives would be operationalized into more concrete goals. In conflict-prone regions, goal-setting should be carried out through full participation with the beneficiary countries and their civil societies. Dialogue and mediation are perfect tools for achieving reconciliation and stability, and need to be utilized at every stage of comprehensive crisis management and at different levels of society. Comprehensive EU activities in the field of crisis prevention and crisis management should be duly evaluated, as only by looking at the bigger picture can lessons truly be learned and endorsed.

- Security is the main concern or raison d'être of any state. The Islamic republic of Iran and the west have had common geopolitical concerns, with some convergence in Afghanistan. The first security priority of the U.S. in particular and Europe in general after the September 11 events has been coping with terrorism in its heartland, i.e. Afghanistan. This paper, after a short review of Iran's historical relations with Afghanistan as well as its geopolitical importance for Tehran, examines Iran's main security concerns stemming from Afghanistan and the consequent Iranian narration of those threats in the post-9/11 era. The article argues that Iranian policy and even ideals for Afghanistan's long-term security is similar to the Iraqi model: outright withdrawal of foreign troops and national self-reliance on security issues. Therefore, Iran welcomes NATO's drawback from Afghanistan in 2014 and implicitly cooperates with the west in Afghanistan for viable and indigenous security.

- For the leaders of the Chinese Communist Party (CCP), erasing the memory of the June 4, 1989, Tiananmen Square massacre remains a full-time job. The party aggressively monitors and restricts media and internet commentary about the event. As Sinologist Jean-Philippe Béja has put it, during the last two decades it has not been possible "even so much as to mention the conjoined Chinese characters for 6 and 4" in web searches, so dissident postings refer instead to the imaginary date of May 35. Party censors make it "inconceivable for scholars to access Chinese archival sources" on Tiananmen, according to historian Chen Jian, and do not permit schoolchildren to study the topic; 1989 remains a "'forbidden zone' in the press, scholarship, and classroom teaching." The party still detains some of those who took part in the protest and does not allow others to leave the country. And every June 4, the CCP seeks to prevent any form of remembrance with detentions and a show of force by the pervasive Chinese security apparatus. The result, according to expert Perry Link, is that in to-day's People's Republic of China (PRC), "Most young people have barely heard about the events of 1989."
