Abstract:
The problem caused by the growing migratory pressure has caused the European Union (EU) one of its most significant crisis of late. A crisis without precedent. Existing asylum and migration policies have not been able to give the necessary and adequate response due to the serious pre-existing migratory problem. A large number of infringement procedures have also been opened against European Union Member States due to this situation, some of them still are still unresolved and submitted to the Court of Justice of the European Union (CJEU). This article analyzes EU's active policies on migration and asylum from a descriptive point of view as a starting point for the study of the implementation problems of these regulations in the wake of the governance crisis caused by the massive entry of immigrants in 2015 as a consequence of the war in Syria and the massive exodus of its refugees. In addition, the crucial role of the EU Council in this matter is studied through the analysis of its growing role and its active intervention policies against migration problems. The EU legislation is also analyzed as well as the United Nations rules on the matter through the study of the conventions on transnational organized crime and human trafficking. The article finally reviews the infringement procedures on the matter, taking as a comparative basis the reports on compliance with EU law from the last two years, concluding with the need to reformulate the aforementioned policies and the degree of member states' involvement, so as to create a common front against the problem analyzed in this article and its future development.

Abstract:
Although the most serious period of the refugee crisis in Europe was undoubtedly the year 2015, this persistent conflict remains unresolved, as the causes and factors that condition it remain unresolved. At this time, it has been demonstrated that the governance structures of the international system do not have the capacity to respond adequately to the new challenges. The phenomenon of forced migration is a clear expression of the complexity of today’s international scenarios. The refugee crisis, or migration crisis as it is also called, has tested, and continues to test, the foundations of the European Union, which is also going through a real existential crisis. This article analyzes, on the one hand, the situation, context and conditions of forced migrants and more particularly of refugees, and, on the other, the role that the European Union is developing in the face of this crisis, when it is going through serious difficulties. The legal and management instruments available to the European Union to face these crises are also analyzed.

The report provides an overview of the security situation and peace process in Afghanistan, taking into account U.S. and Russian policies, priorities and interests; surveys the militant terrorist groups in and connected to Afghanistan and explores the security interests of various regional stakeholders vis-à-vis Afghanistan. Challenges relating to border management, arms trafficking and terrorist financing in Afghanistan are also briefly addressed.

Abstract:
France, Germany, and Sahel countries launched the Sahel Alliance in 2017 with the aim of bringing together major international donors to better coordinate development assistance and other financing efforts for the region. The Alliance aimed to integrate security, development, and governance perspectives but has struggled to find coherence and effectiveness – although it has adopted some novel approaches. The worsening security situation in the Sahel led international actors to then set up new initiatives, including the Partnership for Security and Stability in the Sahel and, more recently, the Coalition for the Sahel. However, the relationship between these initiatives remains largely theoretical, with the practicalities of cooperation and burden sharing yet to be fully defined. These new initiatives risk privileging security solutions to complex problems, meaning that necessary governance reforms may fall by the wayside. This is despite widespread acknowledgement, including from senior French officials, that there is no purely military solution to the varied conflicts and challenges in the Sahel.

Abstract:
The European Union and its member states have yet to start upgrading EU policies to their declared ambitions of a more geopolitical and strategically sovereign EU. The EU spends more on support for Eastern Partnership countries than the United States does, but Washington has long taken care of security sector reform and capacity building there. If the EU is to be more geopolitically influential in its own neighbourhood, it needs to start developing strategic security partnerships with key neighbours to the east and the south. The bloc should do so by creating a security compact for the Eastern Partnership, comprising targeted support for intelligence services, cyber security institutions, and armed forces. In exchange, Eastern Partnership countries should conduct anticorruption and rule of law reforms in the security sector. The EU should treat this compact as a pilot project that it will implement with important partners in the Middle East and Africa.

Adrian Blazquez's latest policy paper deals with the Common Foreign and Security Policy (CFSP). More precisely, he focuses on the aspects of unanimous and qualified majority voting, international security commitments, and common strategic culture of the EU. When analysing the influence of the European Union in world politics, some voices argue that the EU often fails to position itself as a relevant and credible player on the international system. This lack of effectiveness in foreign policy stems from two main factors: conflicting national interests and strategic assessments, and the unanimity rule required in Common Foreign and Security Policy (CFSP) decisions. The first one is a mantra that reaches its maximum expression with the assumption that Southern countries are concerned about Africa and the Middle East while Eastern countries’ main focus is Russia. Unanimity is a principle that governs decision-making processes in CFSP. While foreign and security policy in the European Union remain an “area of intergovernmental bargaining” instead of one under the control of the supranational model, the forging of an EU strategic culture will be difficult to achieve. The state of play is more that of 27 differentiated strategic cultures with diverging approaches.

Abstract:
On May 28th 2017, the German Chancellor surprised the world with a statement calling on Europe to ‘take its fate into own hand’, adding “the era in which we could fully rely on others is over to some extent”. Pundits perceived her speech as a landmark change in a long-term European defence paradigm. Since the end of the WWII, the European security depended on the United States, and after the collapse of the Soviet Union, the American defence shield was further broadened to former soviet satellites in Central Europe. However, the last years were marked by a growing rift between the EU and the US. The departure of the UK from the European Union underlined the crisis of European defence structures as the EU would lose a member state with the strongest European army, a seat in Security Council, and large part of its nuclear arsenal. As a result, the European leaders gathered shortly after the Brexit vote in Bratislava and decided they would launch PESCO, a voluntary defence cooperation on project basis. The aim was not only to renew the integrational process after the Brexit blow, but also to strengthen European defence research and provide the EU with missing hard power.

In her latest EU monitor, Danielle Piatkiewicz explores the future of Central and Eastern European security after Brexit. January 31st will begin the long-awaited legal withdrawal of the United Kingdom from the European Union. As the UK disengages politically, Europe’s existing security structure will undergo reconstruction as EU Member States reevaluate their future without the UK as active members established security including CSDP, NATO, PESCO, among others. As the UK seeks bilateral partnerships post-Brexit, steadfast security consumers like Central and Eastern Europe (CEE) should gauge how Brexit will affect their security region. With external threats mounting in the East, the CEE region relies heavily on the existing security blanket that Europe and NATO have provided. As one of the strongest European militaries, an engaged or disengaged UK will certainly affect the security environment, but it will be up to how the EU and CEE countries react and adapt, that will impact the future security of their region once Brexit takes effect.

At the time of writing, the COVID-19 pandemic still wreaks havoc around the world. Its scale and duration, as well as the full social and economic impact of lockdowns and social distancing measures, are yet to be seen. Exactly how the pandemic and its aftermath will impact the defence policies of European states in the long-term remains uncertain for a while yet. However, some Europe-wide trends--economic strategic, and geopolitical--are already visible. These will impact how Europeans (re)think their security after the pandemic, and therefore have implications for defence planners, decision-makers and armed forces throughout the continent.
