311. Ambiguous Definitions in the Cyber Domain: Costs, Risks and the Way Forward

Abstract:
The modern-day importance of the cyber/Information and Communication Technology (ICT) sector rests upon various considerations: it is at the basis of most of the critical infrastructures of modern societies, and can be both the direct object of attacks or incidents on Critical Information Infrastructures (CIIs) and the means of striking indirectly at the critical infrastructures whose own operations are based on it (i.e., transport networks, energy and water distribution networks, nuclear plants and banking and financial systems). This paper aims at showing that the existence of problems of definitions, and above all of their harmonisation, brings inefficiencies to various aspects of the management of the cyber sector, in particular normative production, countermeasures and law enforcement. As a way forward, it suggests some proposals for improvement at the European, transatlantic and international levels.

Abstract:
The EU is one of the major space actors in the world and, like other principal space faring nations, relies on an independent access to space system for implementing its space policy. Indeed, for more than thirty years, the European launcher Ariane has guaranteed the success of numerous institutional and commercial missions, both for civil and military purposes. Given the importance of the EU's space policy for the effectiveness of the Union's internal and external action, an autonomous, reliable and cost-effective access to space is a fundamental and strategic necessity. This paper presents the main challenges faced by European institutions and industry in maintaining an independent access to space. As satellite technology quickly evolves and new space competitors rise, the EU needs to step up its launch capabilities and to effectively confront international competition. To these ends, the main European space actors must renew their approach to the policy on access to space, in particular by addressing the problems affecting the launch company Arianespace, for which the paper provides policy options.

Relations between China and the West have been difficult at best in recent months. Frustrations on both sides have increased palpably. Besides long-standing disagreements over Beijing's policy on the renminbi, the stalled climate change negotiations and human rights, new challenges have also (re)emerged. These include, amongst others, rising concerns over China's role in the South China Sea and the conflict over the Japanese-controlled Senkaku or Diaoyu Islands in the East China Sea. Recently, however, one issue in particular has made the headlines: rare earths.

315. CO2 Highways for Europe: Modelling a Carbon Capture, Transport and Storage Infrastructure for Europe

Abstract:
We present a mixed integer, multi-period, cost-minimising model for a carbon capture, transport and storage (CCTS) network in Europe. The model incorpor ates endogenous decisions about carbon capture, pipeline and storage investments. The capture, flow and injection quantities are based on given costs, certificate prices, storage capacities and point source emissions. The results indicate that CCTS can theoretically contribute to the decarbonisation of Europe's energy and industrial sectors. This requires a CO2 certificate price rising to €55 per tCO2 in 2050, and sufficient CO2 storage capacity available for both on- and offshore sites. Yet CCTS deployment is highest in CO2-intensive industries where emissions cannot be avoided by fuel switching or alternative production processes. In all scenarios, the importance of the industrial sector as a first-mover to induce the deployment of CCTS is highlighted. By contrast, a decrease in available storage capacity or a more moderate increase in CO2 prices will significantly reduce the role of CCTS as a CO2 mitigation technology, especially in the energy sector. Furthermore, continued public resistance to onshore CO2 storage can only be overcome by constructing expensive offshore storage. Under this restriction, reaching the same levels of CCTS penetration would require a doubling of CO2 certificate prices.

Abstract:
In line with the European policy of supporting China\'s economic reform and development, research institutes and companies in the European Union (EU) have been the major sources for high-technology exports to the People\'s Republic of China in the past thirty years. Dual-use technologies ranging from aerospace to semiconductors play a central role for economic development as well as for modern military development, including network-centric warfare. Yet a comprehensive EU paradigm on China\'s military rise and the impact of these technology transfers has not evolved. The EU–China "strategic partnership" is still dominated by economic considerations. Lack of coordination between the national and the European level contribute to the risks accompanying EU–China collaboration in this field. The differences between EU and U.S. perceptions of China\'s military rise provide potential for further Transatlantic discord, as happened during the acrimonious debate on the intended lifting of the EU arms embargo on China in 2004–2005.

Abstract:
We examine the impact of cell phone base stations on prices of condominiums in Hamburg, Germany. This is the first hedonic pricing study on this subject for real estates in Europe and the first worldwide which examines the price impact of base stations within a whole metropolis. We distinguish between individual masts and groups of masts. Based on a data set of over 1,000 base stations set up in Hamburg, we find that only immediate proximity to groups of antenna masts is perceived as harmful by residents of nearby condominiums. For individual masts, however, no effect on residential property prices in the surrounding areas has been observed indicating that cell phone service providers should prevent installation of groups of masts in a single location. We control for spatial dependence and show that the influence of cell phone base stations on adjacent residential property prices can be overestimated, if other negative externalities that are typically correlated with the proximity to base stations are neglected.

Cyberspace and the National Security of the United Kingdom provides a general overview of the problem of cybersecurity. The aim of the report is to inform debate and to make the case for a more coherent, comprehensive and anticipatory policy response, both nationally and internationally. In every area, society is becoming increasingly dependent upon information and communications technology (ICT). With dependency come exposure and vulnerability to misuse, criminality and even attack. Criminals and extremists are able to take advantage of the same 'global technological commons' upon which society is becoming so dependent. Cybersecurity has become a fast-moving and complex security challenge, one which requires a coordinated, agile and mutually reinforcing response from all those who benefit from the global ICT infrastructure.

On the basis of a common understanding of the challenges of transferring dual-use technology, economically, politically and security-wise, the European Union can optimise benefits from opportunities available in the promising and technologically rapidly advancing Chinese market.

From the point of view of China, import of technologically advanced goods from Europe and a subsequent opening to investment by European enterprises, involving technology transfers, have been one of the major factors in the development and modernisation of the economy. For the European Union access to the huge Chinese market has offered new, attractive opportunities in terms of business interests and exploitation of its competitive advantages in the high technologies sector.
