161. The Future is Green, Digital and Social: Europe’s new growth model and its Recovery Plan

Abstract:
The policy brief* outlines the agenda of the new Commission before the outbreak of the coronavirus pandemic, and aims to analyse the ways in which the crisis has reinforced and strengthened key points of that agenda. It further outlines the Commission’s Recovery Plan proposal, and examines its links to the aspiring green and digital transition. Finally, it showcases the legal base and timeline of the Recovery Plan proposal and highlights the main points of agreement and contention across the Member States, outlining the July deal of the European Council and the ensuing resolution of the European Parliament. It overall argues for the need of a holistic recovery, that takes into account the unprecedented policy window brought by public and private funding, and ensures that the eventual indebtedness of the next generation is at least compatible with the aspirations and goals of an economy and society of the future.

162. Fostering Europe’s Strategic Autonomy - Digital sovereignty for growth, rules and cooperation

Digitalisation is driving major transformations in economics, politics, and the balance of power in global affairs. To catch the current wave of technological innovation and cope with its geo-economic and geopolitical implications, the EU should enhance its data infrastructure, unleash the potential of its Digital Single Market, and design a digital policy that contributes to the development of global digital governance and fosters multilateral cooperation. In order to foster its digital sovereignty, the EU and its member states should follow a strategy based on three main pillars: bracing to address European overdependence on foreign technologies, unfair competition in digital markets, and infrastructure vulnerabilities; empowering Europe by removing barriers in the Digital Single Market, implementing the principles of data-openness and innovation outlined in the EU digital strategies, addressing unfair data-merging practices, expanding EU funding for innovation with a focus on small- and medium-sized enterprises, and enhancing the digital skills of the workforce; and engaging internationally to leverage EU regulatory power and boost alliances for effectively regulating emerging technologies, digital markets, data governance, and international data flows. Digitalisation, innovation, digital skills, and international engagement will be crucial to sustaining Europe’s competitiveness and economic growth. The recommendations outlined above will enable the EU to pursue its objective of digital sovereignty during its “digital decade,” as European Commission President von der Leyen put it in her first State of the Union Address. This paper is part of the joint European Policy Centre – Konrad-Adenauer-Stiftung project on ‘Fostering Europe’s strategic autonomy: priorities for action’ that runs throughout 2020 and aims to outline a concrete agenda to strengthen Europe’s role in the world and its sovereignty.

Abstract:
As the Juncker Presidency hands over its mandate baton to Ursula von der Leyen, all eyes are on the energised new President and her ambitions bestowed upon her cabinet. Despite some progress, more efforts to improve Europe’s health policy is still needed if it is to tackle unprecedented challenges like demographic changes, environmental degradation and the rapidly changing world of work. Newly-appointed Health Commissioner Stella Kyriakides has been entrusted with a considerable portfolio, indicating an arduous yet promising five years ahead of her. In this Policy Brief, policy analyst Simona Guagliardo argues that von der Leyen’s agenda for a “Union that strives for more” offers a unique opportunity to build a strong case for placing health and well-being at the centre of her policy triad: economic growth fuelled by technological innovation and environmental protection. The EU and its member states must recognise the centrality of people’s health and well-being vis-à-vis economic growth; ensure that health is a constant factor in all policymaking; and deliver on their promises of social fairness, equality and inclusion.

164. The circular economy: Going digital

Abstract:
The EU is currently engaged in two transformations that could change our economy and society for the better. If managed well, and in unison, the circular economy and the digital revolution could help the EU address its greatest challenge: to build a sustainable, green economy that is competitive on the global stage. Digitalisation will not automatically lead to greater sustainability. Nor is the inclusion of cutting-edge technologies in the circular economy a given. But with the right encouragement and incentives from the EU, data and digitally-enabled solutions can accelerate and boost the transition to a sustainable circular economy. They can enhance connectivity and information sharing; make business models, products and processes more circular; and empower citizens and consumers to contribute to the transition. They can be used to improve different segments of the circular economy, including design, production, consumption, reuse, repair, remanufacturing, and overall waste management and recycling. Combining the circular and digital agendas carries enormous potential. It would be a shame to waste it.

Abstract:
EU leaders stress the importance of the green transition and digital transformation and consider it crucial to the EU's recovery from the coronavirus crisis. Rightly so. Aligning the EU's green and digital transition policies carries enormous potential and should become central to the Union's efforts to create a competitive and sustainable climate-neutral economy. The European Commission's Green Deal proposal – supported by, for example, the Industrial Strategy, the Circular Economy Action Plan and Digital Strategy – already recognises that the two transitions are closely linked. But the EU should go a step further. It should lead the way and ensure that digitalisation enhances environmental protection and climate action and that the digital sector becomes greener. The findings in this paper are the result of a year-long EPC research project commissioned by the German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU).

Abstract:
Covid-19 has revealed the critical importance of technology for economic and health resilience, making Europe’s digital transformation and sovereignty a question of existential importance. Rising US-China tensions are an additional incentive for Europe to develop its own digital capabilities; it risks becoming a battleground in their struggle for tech and industrial supremacy. Democratic governments – keen to preserve an open market in digital services while protecting the interests of citizens – find the European model an increasingly attractive alternative to the US and Chinese approaches. The EU cannot continue to rely on its regulatory power but must become a tech superpower in its own right. Referees do not win the game. Europe missed the first wave of technology but must take advantage of the next, in which it has competitive advantages such as in edge computing. EU member states lack a common position on tech issues or even a shared understanding of the strategic importance of digital technologies, such as on broadband rollout or application of AI.

Abstract:
The growth of the digital economy in the Middle East and North Africa could become one of the key solutions to the region’s youth unemployment crisis. Governments in the region have taken steps to create an environment in which technology startups can thrive. However, they need to overcome challenges such as flaws in their education systems, bureaucratic inefficiency, and a lack of funding for new businesses. Digitisation not only creates new opportunities for employment and political participation but also enables digital authoritarianism in the region. Europeans must help construct the region’s digital infrastructure, to prevent China from popularising its internet governance model there. The European Union should support the digitisation drive in the Middle East and North Africa through regulation, capacity-building, and funding.

Abstract:
China and Russia are jointly advancing their shared interests in the international arena and are building up cooperation in the tech sector. Despite far-reaching plans, the asymmetry of cooperation in favour of China is increasingly at odds with Russia’s national goals in digital technology. Differences in resources and standpoints are also reflected in the implementation of digital surveillance. China’s surveillance system is sophisticated and extensive whereas Russia’s is largely inconsistent and emerging, as evidenced by the fact that there was virtually no control of the internet in Russia until 2012. While advanced surveillance in authoritarian countries is worrying, technology in strategic sectors is also a key field of increasingly disconcerting great-power competition. As a result of strategic competition, the world is faced with the risk of technological decoupling, which would contribute to further fragmentation of the international community and deepening of existing rivalries.

The need for the EU to respond and position itself in the deepening geoeconomic competition between the Great Powers has initiated a policy reorientation that is slowly attempting to break down the barriers between economic and security concerns. But how can a more geoeconomic EU ensure an integrated approach to economic, technological and security policy that allows it both to manage new risks and also retain the principles of openness and cooperation? Getting a geoeconomic EU right will require a strategy which defines and operationalises the notion of ‘European economic sovereignty’. This would support the EU and Member States in managing the increasing tension between openness and protection in prospective policy. On that basis, a geoeconomic EU in 2020 could see it reinforcing resilience to economic coercion and strengthening its role in emerging technology-security governance and diplomacy.

170. From Climate Change Awareness to Climate Crisis Action

Abstract:
This report charts attitudes on the existence, causes, and impact of climate change in Germany, France, Italy, Spain, Sweden, Poland, Czech Republic, the United Kingdom, and the United States. It also examines public attitudes to a series of policies that the EU and national governments could harness to reduce the damage inflicted by human-made emissions. Although a clear majority of European and United States respondents are aware that the climate is warming, and that it is likely to have negative impacts for humankind, this report finds there is confusion about the scientific consensus on climate change. This, the report argues, has created a gap between public awareness and climate science, leaving the public underestimating the urgency of the crisis, and failing to appreciate the scale of the action required.
