1. Ukraine and its regions: Societal trends and policy implications

Abstract:
Since the Euromaidan Revolution, self-identification and attitudes within Ukrainian society have changed profoundly. This report takes stock of the identity changes both nationwide and in three major oblasts, namely Lviv, Kharkiv and Odesa, representing in this study the Western, Eastern and Southern regions of the country respectively, to identify new differences and unity points. To this end, the report focuses on two major issues, looking firstly at the trajectory of the identity shifts nationwide and in three key regions, and secondly, at their political effects. The question of the sustainability of the changes is also addressed. Taking the regional aspect into consideration is crucial given that cleavages have traditionally had a visible regional pattern, and that the identity shifts coincide with a realignment of centre-periphery relations within the context of the ongoing reforms, particularly decentralization. The report also furthers understanding of the potential risks – or lack thereof – of this process for the Ukrainian state. This publication is part of a research project “Ukraine after Euromaidan” conducted by the Finnish Institute of International Affairs. 2. Armenia’s Colourless Revolution

Abstract:
Armenia is a landlocked country situated in the South Caucasus region. History of the region was shaped by the clash of three major empires: Ottoman, Persian and Russian trying to win control over it. The modern history of Armenia began in 1991, when the country seceded from the crumbling Soviet Union. Those were difficult years as the fledgling country was in ongoing war with its new post-USSR neighbour – Azerbaijan. The war was waged over “Nagorno- Karabakh”, a region that was mostly populated by ethnic Armenians, however was formally part of the Azerbaijan Soviet Socialist Republic within the USSR. In the international arena, Armenia joined the UN in 1991, the Russia-led defence pact called the Collective Security Treaty Organisation (CSTO) in 1994, and also in that year, NATO’s Partnership for Peace (PfP). Armenia became part of the EU’s Eastern Partnership (EaP) in 2009 and until September 2013 had been negotiating the EU’s Association Agreement (AA), which included a free trade agreement. Two months before the intended completion of negotiations, and after a visit of then President Serzh Sargsyan to Moscow, Armenia announced that it would cancel negotiations with the EU on the AA and that it was going to join the emerging Russia-led Eurasian Economic Union (EAEU) instead. Armenia joined the EAEU in 2014.

Abstract:
The revolution that took place in the Czech Republic thirty years ago was not just the work of Vaclav Havel and his Charter 77 followers. The spark was a KGB coup directed by General Secretary Mikhail Gorbachev. A Kremlin coup also helped spur revolutionary change in Germany. The late 1980s saw unprecedented power struggles within the Soviet elite and Politburo under Gorbachev.

4. Defying the System: The Origins of Anti-Westernism in the Non-Western World and the Case of Iran

Abstract:
Anti-Western sentiment is a common feature of politics in many non-Western societies such as China, Cuba, Venezuela, Turkey, Iran and various Arab countries. Challenging the scholarly literature that depicts anti-Westernism as an “irrational, extremist and fundamentalist reaction to the cultural hegemony of the West,” this article conceptualizes anti-Westernism as a rational reaction to –and an unsurprising consequence of– the problematic political/economic interactions between non- Western societies (e.g. Iran) and Western powers (e.g. Britain, France and the US). Iran is a particularly noteworthy case because anti-Westernism played a key role in the formation of the modern state in the country. The foreign policy behavior of Iran in our time and the historical trajectory that produced the Islamic Republic after the 1979 Revolution cannot be understood without acknowledging anti-Westernism. The origins of anti-Westernism in Iran are explored in this article through interpreting the path dependent historical experience of the country, with a particular emphasis on the relations between Iran and Western countries. In contrast to works that attribute Iran’s anti-Western foreign policy to the Islamist ideology of the post-1979 era, it will be argued that hostility to the Western-dominated international political system should actually be traced to the transformation in which the Iranian national identity evolved in the early 20th century.

Abstract:
Armenia’s 2018 Velvet Revolution swept old elites out of power, but, unlike Ukraine’s Maidan revolution, had no broad effect on relations between Russia and the West. Armenia lacks friendly neighbours in its immediate region, and it remains heavily reliant on Russia. Russia is a dominant presence in the country but finds itself in a ‘paradox of power’: it wishes to avoid turning Armenian opinion against it, especially since 2016 revelations about Russian arms sales to Azerbaijan. The government and public wish to loosen ties with Russia, strengthen them with Europe, and improve relations with neighbouring countries, including Iran. Europe should break out of its self-imposed ‘ring of restraint’ with Armenia by increasing its technical support, something it can do without provoking Russia.

Abstract:
Despite the momentum for fundamental change that emerged in Ukraine after the Euromaidan revolution of 2014, the incumbent elites were able to safeguard many traditional mechanisms for extending their stay in power and effectively impeded the systemic transformation. After the presidential and parliamentary elections of 2019, Ukraine will face an increased risk of populism and radicalization of the political agenda on the one hand, and apathy and disengagement among the population on the other. In these circumstances, the West should be ready to increase its involvement in Ukraine, but also to step up conditionality in order to influence the behaviour of protectors of the old system, interacting more with the pro-reform constituency in Ukraine.

7. Mapping the Syrian Diaspora: A Global Player in the Reconstruction of Syria

Abstract:
Before 2011, the Syrian diaspora worldwide was estimated at 18 million people who migrated over more than a century and have mostly contributed actively to their host communities. This old diaspora has now increased with the wave of Syrian refugees who fled - and continue to flee - Syria because of the ongoing conflict. Over the past seven years, seven million Syrians - not all registered refugees – have fled the country out of a total population of 24 million before the conflict. The Arab Reform Initiative (ARI) conducted a research project between Spring 2017 and 2018 to study Syrian diaspora around the world after the 2011 uprising, map its features and explore the interactions of Syrian migrant communities with the conflict in Syria. To draw a map of these interactions, ARI commissioned a group of researchers to prepare studies on Syrian diaspora in North America, Latin America, and Europe. Regarding the Middle East, researchers conducted studies on the presence of Syrians in Jordan, Turkey, Lebanon, and Egypt as well as Gulf States, with Qatar and the UAE as case example. Furthermore, ARI prepared three papers on the experiences of other diaspora groups in the region, namely the Armenian, the Palestinian, and Lebanese, with a view to comparing them with the Syrian case and draw lessons from them. Finally, ARI shared a questionnaire with the researchers to use with Syrian personalities (academics, businesspeople, engineers, etc.) so as to explore the motives that could encourage or deter them from contributing to channel the potential of the Syrian diaspora to help in the recovery of the Syrian society in Syria and abroad. Researchers also focused on the living conditions of Syrian communities, new and old, in diaspora countries. The ensuing report draws a new globalized network of relationships characterized by the following:

8. The Syrian Diaspora, Old and New

Abstract:
Eight years of a high intensity conflict in Syria resulted in the forcible displacement of over half of the population of the country, some internally, while over six million others fled outside, causing the most severe refugee crisis the world has known since World War II. Little is written however on the estimated 18 million Syrians who have been living abroad for years, often decades. These Syrians emigrated in waves and settled in some 30 different countries worldwide, including in the most remote lands of South America and the Caribbean islands. Together with the refugees who fled as a consequence of the conflict, the number of Syrians outside the country is now three times higher than those living inside. This is not specific to Syrians. The number of Palestinians, Lebanese, Armenians and, of course, Jews scattered across continents is also three to four times higher than those inside Palestinian occupied territories, Lebanon, Armenia or Israel. But the Syrian conflict and its toll on civilians has undoubtedly triggered a new awareness of the existence of a strong Syrian diaspora which had, so far, kept a rather low profile. To the stories of suffering and misery about refugees, diaspora communities oppose inspiring stories of the successful integration of individuals and families in their host societies. The Syrian diaspora is no exception. Its story contrasts with the dire situation of desperate boat people and helpless refugees. In general, the Syrian diaspora is economically self-sufficient and composed of well-integrated communities spreading across the Americas, Europe, the Middle East and Africa. This report is the result of a collective effort to draw the first comprehensive picture of the de-territorialized Syrian people encompassing the old diaspora and the recent refugees. Co-authored by 13 experts, it describes the socio-economic and cultural features of the old diaspora communities (a subject largely under-researched by scholars) and captures the fast moving but very uneven process of transformation of recent refugees into a new component of the Syrian diaspora. Scholarly research and interviews with key members of the diaspora in their different living contexts reveal the considerable effort that the diaspora has mobilized to support Syrians during the conflict and its potential to be a major player in the reconstruction and development of Syria when the conflict ends.

9. Revolution, Civil War, and the 'Long' First World War in Russia

This essay has two related themes. The first is the causal link between the First World War and the Russian Revolution. The second is the periodization of Russia’s crisis; in particular the essay examines the ‘continuum’ between the First World War, the 1917 Revolution, and the Civil War of 1917-20 which formed, for Russia at least, a ‘long’ First World War. The link between war and revolution is important, especially as Imperial Russia was the only major participant in the Great War to fall victim to radical political overturn during the conflict, and the only one which continued to fight in 1917 after a drastic change of government. One of the most famous documents relating to the war-revolution link was a memorandum written by P. I. Durnovo to Emperor Nicholas II in February 1914, six months before the outbreak of the Great War. Durnovo had been Minister of the Interior during the 1905 Revolution; following his ministerial appointment he was one of the leaders of the State Council. The 1914 memorandum warned about the extreme danger of becoming involved in a war with Germany. [I]n the event of defeat, the possibility of which in a struggle with a foe like Germany cannot be overlooked, social revolution in its most extreme form is inevitable .... [I]t will start with the blaming of the government for all disasters. In the legislative institutions a bitter campaign against [the government] will begin, followed by revolutionary manifestations throughout the country, with socialist slogans, capable of arousing and rallying the masses, beginning with the complete division of the land and succeeded by a division of all valuables and property. The defeated army, having lost its most dependable men, and carried away by the tide of primitive peasant desire for land, will find itself too demoralized to serve as a bulwark of law and order. The legislative institutions and the opposition parties of the intelligentsia, lacking real authority in the eyes of the people, will be powerless of stem the popular tide, aroused in fact by themselves, and Russia will be flung into hopeless anarchy, the end-result of which cannot be foreseen.1 Durnovo died in 1915 and did not live to see how closely his fears would correspond to reality. However, since his Memorandum was published by the Soviet historians in 1922 it has been noted for its predictive quality; a recent Russian biography was published with the title ‘Russian Nostradamus’.2 Meanwhile, the notion of continuum has recently become an important theme in the study of early twentieth-century Russia, as the centenary of those events is reached. A major international research project, ‘Russia's Great War & Revolution’, is currently under development; it aims to ‘fundamentally transform understanding of Russia's “continuum of crisis” during the years 1914-1922’. The key phrase comes from the subtitle (Russia's Continuum of Crisis, 1914-1921) of a 2002 book by Peter Holquist’s on the Don region.3 To make more sense of both the link between war and revolution and the continuum, the period 1914-1920 can be divided into four periods - 1914-1917, 1917, 1917-18, and 1918-20.
