71. EU policy on strengthening resilience in Moldova, Ukraine and Georgia

Abstract:
The state capture and oligarchic control of political power and electoral processes in the associated countries of the Eastern Partnership – Georgia, Moldova and Ukraine – are acknowledged by EU institutions, civil society organisations and in public opinion. That inevitably puts pressure on the resilience of these three countries, in addition to Russia’s aggressive campaigns, carried out with or without the use of conventional weaponry. This policy brief looks at the EU’s actions to invest in and consolidate the rule of law, in the direction of stimulating internal resilience. It provides a range of arguments supporting the idea that the EU is not sufficiently tackling the oligarchic influences in Moldova, Ukraine and Georgia. These are followed by timely recommendations for the EU institutions to remedy the situation.

72. The Effect of Stressors and Resilience Factors on Mental Health of Recent Refugees in Austria

Abstract:
Given the exposure to stressors in their home countries, during their migration and in the phase after arrival, refugees are particularly vulnerable to mental health problems. At the same time, their access to adequate healthcare and other social infrastructure might be hampered by factors such as lack of knowledge as well as cultural and language barriers. In addition to other factors, this reduces their ability to take part in social activities as well as their integration into the labour market of the host societies. We examine the prevalence of mental disorders in the refugee population from Afghanistan, Iraq and Syria who arrived in Austria recently, drawing on data from a refugee survey conducted between December 2017 and April 2018 in Austria with a specific focus on Vienna, Salzburg, Graz, Linz and Innsbruck (FIMAS+INTEGRATION). We found a high share of refugees (32%) to have moderate or severe mental health problems. In particular, young refugees (15-34 years) show higher risk levels. When investigating the effects of stressors on the mental health situation, we found a positive association with e.g. experienced discrimination in Austria and the fear for partners and children left behind. In contrast, the results show a negative correlation for a couple of mitigating factors that foster resilience, i.e. proficiency in the German language, being employed (including volunteer work), having more supportive relationships and satisfaction with the housing situation.

Abstract:
This report, informed by a CSIS-convened Experts Group, calls for a whole-of-nation approach to address the threat to, and improve the resilience of, the country's democratic institutions. The report proceeds in four sections. First, it outlines the nature of the threat posed by the Russian government, building upon what Russia has done in other countries, as well as in the United States. The second section describes how technology has magnified this threat. The third section examines essential elements of a "National Strategy to Counter Russian and Other Foreign Adversary Threats to Democratic Institutions." The final section is a call for action.

The contemporary security environment indicates non-conventional, asymmetric and hybrid security threats as potentially the most accurate threats to global and regional security. Conflict risks in the regional frame strongly depend on strategically aimed non-military, but hybrid acts. The great powers mostly attempt to achieve their own interests’ goals in fulfi llment of self-orientated strategic dominance. The Balkan region is a crossroads of strongly exposed interest spheres of regional as well as global powers. The article aims to determine areas of infl uence in the Balkan States that could become targets of predominantly non-military but hybrid infl uences. Multi-Value Quality Comparative Analyses (mvQCA) of state power, stability and resilience capacities were used in the research. The methodology used was based on the approach with multi-valued sets of variables and conditions. A theoretical framework was based on contemporary theories of state power and hybrid warfare concept. Used databases were brought together from generated open source databases of approved international academic or think-tank organisations. Based on a hypothesis regarding hybrid security threats, a theoretical framework of understanding of power and analysing a wide spectra of databases, the article aims to contribute a rational and objective understanding of two main indicators: the potential to become a target and the resilience capacities of countries in the face of hybrid security threats. Its findings indicate that most countries in the Balkan region are potentially under unarmed influences and have very low resilience capabilities against possible hybrid infl uences. The conclusions reached help to clarify that the Balkan States are vulnerable to hybrid security threats.

76. ‘Keep Calm and Carry on’? Resilience and UK Security Policies

Abstract:
In the UK context of National Security Strategies and Critical National Infrastructure Protection, resilience is understood as a result of, or an answer to, an ever changing, complex and interconnected world in which even a tiny event can have a huge impact. Resilience incorporates the need to adapt to an almost infinite variety of hazards and risks and could therefore be called an all-hazards approach in the wider realm of security. However, an analysis of UK security policy documents and qualitative in-depth interviews with a variety of stakeholders shows it is more than that. Resilience is framed as a means to address change in general. It includes not only the negative aspects of globalisation but also its opportunities. Moreover, resilience is understood as a whole-of-government, if not whole-of-nation attempt to ‘connect the dots’ and overcome the ‘silo thinking’ in order to see the ‘bigger picture’. Therefore, resilience, in the UK, is often understood as a form of culture rather than a tool, instrument, concept or approach. In order for it to ‘function’, resilience has to overcome and reach beyond simple top-down or bottom-up approaches. It has to be lived.
