21. Mending fences: Europe’s stake in the Saudi-Iran detente

Abstract:
Saudi-Iran rivalry has long deepened conflict lines in the Middle East. But growing mutual vulnerabilities prompted a quiet rapprochement, culminating in the 2023 Beijing de-escalation agreement. While it hasn’t led to conflict resolution, this detente has helped contain regional escalation. Dialogue between Riyadh and Tehran remains frequent amid the Gaza crisis and could become even more important after the Israeli killing of Hizbullah’s leader, Hassan Nasrallah. Europeans should actively support Saudi-Iran engagement as a vital diplomatic path to regional stability, rather than viewing it as Iran’s attempt to evade US sanctions. If Iran’s new leadership is willing to engage in negotiations on the nuclear issue and other files, Europeans should see Saudi Arabia as a channel to help facilitate necessary economic relief to Iran as part of any new deal. Europeans could help both countries navigate tension around America’s regional involvement, ensuring Saudi-Israel normalisation does not undermine Saudi-Iran diplomacy. If Iran refuses to enter negotiations and relations with the West deteriorate further, Europeans should still consider Saudi Arabia as a valuable mediator between the West and Iran.

Abstract:
European politics is not simply divided between left and right, and between pro- and anti-European integration attitudes – but between different ‘crisis tribes’ whose members have been traumatised by key events. In the last decade, Europe has undergone crises of the economy, security, health, climate, and migration, which have created political identities that run through and between countries. Germany is the only country whose citizens select ‘immigration’ as the issue that has affected them above all else. In France and Denmark, people choose climate change as the most important crisis. Italians and Portuguese point to global economic turmoil. In Spain, Great Britain, and Romania, the covid-19 pandemic is the principal issue. Estonians, Poles, and Danes consider the war in Ukraine to be the most transformative of crises. In the upcoming European Parliament election, covid-19, the economy, and Ukraine are unlikely to be key mobilising issues. The climate and migration crises are dominating headlines and will be especially influential in how people vote.

Abstract:
The European Union (EU) has been challenged by several crises lately. In addition to Brexit, the Euro crisis, and the migration crisis; global issues such as the coronavirus pandemic and the Russian attack on Ukraine affected the EU. The migration crisis, on the one hand, differs from the above-mentioned crises with one remarkable feature. The member states have no real consensus about forming a common migration policy. Besides, for geographic reasons, some member states put much more burden on immigrants. Agreeing on immigration becomes impossible for the border countries on the migration route and also transit countries. The paper argues that, unlike the other crises of the EU, the migration crisis reinforces EU integration in such a way that disputes between member states prevent the EU from making institutional changes about the issue. The study results assume that the other above-mentioned crises, on the other hand, stimulated institutional change throughout the EU. In light of this information, this study evaluates, using a method of relevant literature review and comparing the arguments of the researchers, how the migration issue became a subject of dispute between member states by evaluating the 2015 crisis.

Abstract:
Russia’s invasion of Ukraine in February 2022 pushed Europe into a new era of instability. The fundamentals of the continent’s political and economic order are shifting as Russia’s brutal methods of war undermine the prospects of the slightest cooperation between Moscow and European states. Decades-old trade links have been severed, transport corridors rerouted, and people-to-people contacts have become more scarce than ever. Europe is reshaping its security architecture around Russia as the main threat, while Moscow frames its aggression against Ukraine as an existential defensive war with a duplicitous West. The only European region that stands out in this process of growing mutual alienation is the Western Balkans. More than a year into the war, Russia’s relations with several Balkan states appear to have undergone little change. Serbia is eagerly continuing with energy deals with Gazprom, Bosnian Serb leaders frequent Moscow on official visits, and some leading Montenegrin parties are sticking to pro-Russian slogans. Abstract:
The tragedies caused by the adverse weather conditions in Valencia (Spain) and cyclone Chido in Mayotte have suddenly brought the responsibilities of local authorities, Member States and the European Union, and the need for solidarity between territories, to the fore. While the news usually focuses on the - sometimes tense - relations between ‘Brussels’ and national capitals, the day-to-day work of local authorities is closely linked to the European venture, even if it does not receive the same attention. This point was developed at the 20th Congress of Regions of France in Strasbourg in September 2024, it is also the focus of the work of the European Committee of the Regions. This commitment comes as no surprise, given that the regions are a key territorial level in the implementation of European policies. Amendments to EAFRD and ERDF/ESF texts to take account of the effects of natural disasters[1], were approved by MEPs on 17 December and by the Council on 18 December. Throughout Europe, the local level ensures the implementation of European texts, facilitates the use of cohesion funds and encourages citizens' commitment to Europe. The Member States retain sovereignty over their territorial organisation, but these levels all play a key role in consolidating European policies.

The policy brief outlines the strategic vision and structural reorganisation of the European Commission under Ursula von der Leyen’s second term. Emphasising “Security, Prosperity, and Democracy,” von der Leyen’s Commission 2.0 consolidates power through a streamlined, centralised structure with six Executive Vice-Presidents, aiming for a more responsive and efficient EU. Each Commissioner has been assigned specific, often overlapping, missions focusing on key areas such as the Green Deal, technological sovereignty, and European defence. This centralisation marks a shift toward a more presidential model, raising concerns about governance complexity and missed opportunities for deeper citizen engagement and clearer portfolio distinctions. At the same time, it constitutes the core strategic approach to addressing the EU’s complex priorities. Vision: President Ursula von der Leyen prioritises “Security, Prosperity, and Democracy,” aiming for a responsive, flexible, and efficient European Union. New Commission Structure: The von der Leyen Commission 2.0 introduces a centralised structure with six Executive Vice-Presidents, removing traditional Vice-Presidents to streamline leadership. Mission Letters: Each of the 26 Commissioners-designate received specific missions, with major focuses on the Green Deal, technological sovereignty, industrial sovereignty, and European defence. Presidentialisation: The Commission’s structure reflects increased centralisation, reinforcing von der Leyen’s authority and moving towards a presidential model. Challenges: Overlapping portfolios (e.g., environment, defence, and competitiveness) create complexity and redundancy across roles. Missed Opportunities: The new structure lacks a dedicated focus on EU governance reform and clearer citizen engagement pathways, which could enhance responsiveness to public concerns​. La Unión Europea se ha visto fuertemente afectada por el conflicto derivado de la invasión rusa de Ucrania de 2022, que no solo amenaza su seguridad, sino que cuestiona su propio modelo. En este artículo analizamos los elementos de innovación que entraña la respuesta de la UE a la guerra en Ucrania. En una primera dimensión, estudiamos los aspectos institucionales relativos a las politics, donde puede verificarse un desarrollo de la PESC. En segundo lugar, analizamos las políticas formuladas para incidir en el conflicto, tanto las actuaciones políticas contra Rusia, como las medidas de apoyo a Ucrania. Se detectan muchos elementos de innovación que muestran una gran ambición, compromiso y determinación por parte de los Estados miembros que atestigua que son conscientes de que en Ucrania se juega su futuro.

Abstract:
The central question of this article is why Russian military aggression in Ukraine has failed to strengthen support for democracy and cooperation with partners in some Central European countries. In addition, the article examines the link between military conflict in the immediate neighbourhood and the crisis of democracy. Based on a review of the extensive literature on the crisis of democracy, the article integrates findings from several opinion polls conducted in Central European countries. Looking primarily at the Visegrad countries, clear patterns emerge in responses and attitudes towards Russia. We can see the influence of the political discourse in these countries, the narratives used by political elites and, more recently, war fatigue and economic consequences. The article argues that a military conflict in the vicinity of democratic countries exacerbates the crisis of democracy. The information warfare that is part of this conflict and the susceptibility of the political elite to the dissemination of enemy propaganda undermines trust in democratic institutions and democracy.
